Since 2015, Yemen has been witnessing a protracted conflict resulting in heavy human causalities, economic contraction and infrastructure damage. A reliable and sustainable electricity supply is essential to respond to the immediate humanitarian needs of the crisis-affected communities, especially for the operation of essential humanitarian services such as water supply, hospitals, schools, sewerage treatment plants and other community services. A number of power plants in Yemen are suffering serious shortages of spare parts for adequate operations and maintenance to replace those who have already attained their design life or have been damaged during operations.

Insufficient and unstable electricity supply caused negative impacts across sectors, including health, WASH and education. According to the humanitarian needs overview developed by humanitarian actors and the UN in Yemen, the following resulted from the lack and irregular supply of electricity:

  • The distribution of fuel and electricity has forced many hospitals and schools to operate on reduced capacity and most cases particularly in North to close;
  • Lower efficiency of waste water treatments plants due to break down of power supplies, operations and maintenance, has increased the level of discharge of untreated wastewater having a tremendous impact on the environment, water diseases and spread of cholera.

In this regards, UNDP Yemen will support the urgent rehabilitation of electricity infrastructure with the aim of reducing instability and insufficiency of electricity supply which causes significant impacts on the health sector, water and sanitation, and livelihoods opportunities in general in affected communities.

UNDP is seeking the services of a Senior Electrical Engineer with expertise in power generation and distribution to support in the assessment of critical electrical power generation and transmission infrastructure. The Engineer will support UNDP in the development of a plan for support to the rehabilitation of critical elements of the supply and transmission network.


Devoirs et responsabilités

Objectives

The main objective of contracting the Electrical engineer is to:

  1. Assess the current status of three power plants (Marib 1 plant, Marib; Al Khateeb plant, Hodeidah; Dhaban plant, Sana'a) and identify what is needed to get each station back to full operational capacity;
  2. Explore any upgrade options (including efficiency, reduction of pollution, etc);
  3. Develop the technical and financial elements of a plan for rehabilitation under a) and b), including both investment and spare parts for a duration of approximately 1 year to 18 months; and
  4. Support UNDP in the design of the procurement process for a contracting firm to rehabilitate and upgrade facilities.

Scope of work:

The Electrical Engineer will be reporting to the PSF Project Manager. The Electrical Engineer will:

1) Assessment of the three power plants to validate and verify required support and three terms of technical assistance, studies, equipment and spare parts:

  • Assess the needs and verify the current situation and required spare parts, specifications, numbers and etc for Marib Al Khateeb and Dhaban power plants in consultation with the management of the Public electricity Corporation, Ministry of Electricity and Energy.
  • Provide support to the power plants engineers for the design of specific installation plan for Marib Al Khateeb power stations, as needed.

2) Support the Procurement process for rehabilitation of facilities and supply of spare parts and other equipment:

  • Develop scope of works, drawings, bill of quantities, technical specifications, and other required procurement documents for the public works to be undertaken;
  • Clarify the Bidder’s queries of technical nature;
  • Endorse the technical evaluation of recommended bid and provide price assessment (value for money) of the financial offer of the winning bidder
  • Provide input in addressing UNDP’s Contract Review Committee’s questions related to submitted bids if required;

Qualifications et expériences requises

Education: Bachelor Degree in Electrical Engineering

Experience:

  • Minimum 15 years of experience in the maintenance of electrical power plants with at least 7 years at the international level.
  • The expert must have knowledge and good understanding of the following:
    • Power plant systems (thermal plants), structures and components, and design and maintenance systems.
    • Maintenance planning and execution of gas and steam turbines including combustion
    • Price formation of key components of the given industry
    • Developing Health, Safety and Environmental Management System HSE, Quality Control and Assurance plans.
    • Test & monitoring methods related to power plant equipment.
  • Strong written and oral communication skills, including the ability to make technical presentations.
  • Experience in preparing drawings, layouts, design and cost estimates of required equipment;
  • Experience in preparation of tender documents (B.o.Q, specifications, drawings)
  • Proven ability to work with multi-disciplinary teams and liaison with authorities.

Technical skills required

  • Functionally-related professional management skills.
  • Technical related skills.
  • Ability to plan and prioritize work activities to meet organizational goals and organize and oversee work processes efficiently to achieve quality results.
  • Knowledge of strategic planning processes, programming.
  • Knowledge of fund raising, project and programme drafting.
  • Reporting skills.

Language Requirements:

  • High level of English proficiency, both spoken and written is required;
  • Knowledge of Arabic, written and spoken, is a significant asset

Previous UN Experience: Experience with UN or international organization working in crisis-affected context, especially Yemen would be an advantage.
