BACKGROUND

UNDP Global Mission Statement:

UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 166 countries, working with national counterparts on their own solutions to global and national development challenges.

UNDP Afghanistan Mission Statement:

UNDP supports stabilization, state-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.

Organizational Context:

Local Governance Project-Afghanistan (LoGo) is building upon the lessons learned from UNDP’s Afghanistan Sub-National Governance Programme (ASGP). Through the LoGo project, the Independent Directorate of Local Governance (IDLG) and UNDP will jointly address the top three priorities of IDLG which are: 1) service delivery; 2) accountability; and 3) clear functions and mandates. The project builds on a new theory of change aimed at improving service delivery by enhancing the accountability and transparency of the local governments to the women and men of Afghanistan and building the capacity of the local governments to plan, budget and monitor service delivery effectively with the ultimate aim of increasing the legitimacy of the government and the trust between the state and society.

The GIRoA, with UNDP support, will focus on the following areas:

  • Subnational state institutions, (Provincial Governor Offices, District Governor Offices, Provincial Sector and Technical Services department, Provincial Council, Provincial Development Committees, Moustafiats, Department of Economy), enhance their capacities in outreach, planning, monitoring and budgeting for accountable and transparent service delivery;  

  • Municipalities deliver services in a more accountable and participatory manner;

  • Accountability of local governance enhanced through civil society oversight organizations/groups;

  • Central level government institutions develop and implement policy guidelines which improve local government accountability and service delivery.

  • The project will work with the relevant government ministries that cover subnational planning and budgeting, monitoring and evaluation and representative bodies as well as civic society.  These include the Independent Directorate of Local Governance (IDLG), the Ministry of Economy (MoEc), and the Ministry of Finance (MoF) and ensuring complimentary with the other programmes, especially USAID, GIZ, UN Habitat and the World Bank

    Independent Directorate of Local Governance (IDLG)

    The Independent Directorate for Local Governance (IDLG) was established through a presidential decree in August 2007. Its mandate is to strengthen local governance, help maintain security and facilitate development. IDLG with support from national and international organizations will take firm collective steps to help strengthen local administrations. In this context, IDLG has initiated four pillars of interventions for sub-national governance: 1) policy development; 2) Institutional building; 3) broader local governance – governance programs; and 4) support regular functions.

Scope of Work and Deliverables

Objective of the Assignment:

Desk review and analysis of data collected from the District Governors conferences carried out   in 2018  

Since IDLG's establishment, major progress has been made towards subnational governance institutionalization. The Roadmap on SNG clearly sets the priorities for further empowering of the Provincial and Districts levels in bringing the service provision closer to the citizens.   The recent Presidential Decree on Districts further paves the way to giving authority and autonomy to districts in the field of financial autonomy and institution building for gradual enhanced mandate for service delivery.   The Decree on Districts further mandates the IDLG to present a concept note on Districts to the High Council, to address the challenges and pave the way for initiatives for the Districts within the current capacities at the district level.   

During 2018, two rounds of district governance conferences were conducted, in which H.E. the President of the Islamic Republic of Afghanistan outlined the commitment  to the   improvement of their affairs with a view to bring changes in subnational governance in order to enable them to provide better services to the citizen. In parallel, the establishment of the inter-ministerial Local governance committee under the chairmanship of the Second Vice President demonstrates the government’s strong commitment in providing substantive support for the key institutions and supporting the advancement of the subnational governance in the country. 

The district governance conferences which were held in 2018, were attended by all district governors from 34 provinces.  At the conference, three main issues at district level (security, rule of law and development) were discussed in panel sessions in presence of government line ministries leadership. Besides key questions were asked from district governors for better improvement of local governors in which it also requires further follow up and analysis in order to enable key decision makers resolve local challenges in a better way. 

IDLG expects that a clear and comprehensive report on the key findings of District Governance Conferences is developed in order help IDLG better decide on next steps towards strengthening the roles and the responsibilities of the district governor offices.  

This assignment includes desk review, and review of district governance conference reports which its primarily aim was to inform policies and help IDLG and the government in their decision-makings.  The assignment focus will be on an in-depth analysis District Governors conference reports and using primary data collected by IDLG and secondary data from other organization such as The Asia Foundation, AREU etc.

It is also envisioned that the consultant should compile the district governors’ conferences proceedings and develop a comprehensive report using the available date and records, in order to be published by IDLG.   

Improving local governance in Afghanistan is a critical step toward a stable, legitimate state capable of overcoming conflict and insurgency. IDLG regularly collects huge amount of data on local governance including the districts, there is a greater need to analyze the data to form basis for evidence-based policy and decision making. 

Key Features of the Assignment:

The points below outline some of the guiding and key issues for the consultant to be able to analyze the data and write the final report: 

  • An overview of District Governors contextual and policy framework, and situation analysis;

  • Review all available information and data from the IDLG on the districts, and from any other available resources and reports

  • Analysis of the political context for the District. This will include a historical perspective on the districts, their relationships with the Provinces and the IDLG, their connection to the citizens and the customary governance structures at the district level

  • Conduct meetings with the relevant stakeholders under the guidance and agreement of the IDLG Director on policy and planning

  • Analyzing the data gathered from the two district governor conferences (both qualitative and quantitative). This may include conducting (phone) interviews with a representative sample of the participants, as needed

  • Based on the data analysis and outcomes of the meetings, identification of key bottlenecks and the functional inconsistencies of the districts. This may include an overview of the best/worst performing DGs in terms of providing security, governance, service delivery synchronizing with the survey of the Afghan people by the Asia Foundation etc. and elaborate on the reasons for best performance;

  • Draft a final detailed report from the district governance conferences and provide a consolidated version of report including the executive summary, the methodology, key findings, major progress made, recommending policy alternatives and recommendation for improvement of district governance.

  • Based in the outcomes of the report, recommend major steps for improving district governance in the country and propose a concept note for the IDLG on the districts. The concept note should highlight the challenges and identify the initiatives to be undertaken by the IDLG including the timeline and a workplan. The concept note will also include data gathered on the districts, including charts and graphs.

  • The concept notes and the workplan are to be presented to the IDLG policy and planning director for comments and review and finalization by the consultanta to What are the common features? Do we see a trend/change from the past? How are district governors’ offices performance is compared to the previous

  • To compile all the records, proceedings and speeches of the District Governor’s conferences and prepare comprehensive report

  • The consultant will work under the direct supervision of IDLG policy and planning director, and in consultation with the Subnational Policy Component Lead of LoGo Project.

The specific tasks shall be the following:

  • Develop a comprehensive workplan accompanied by methodology for conducting this assignment;

  • Desk research and data gathering;

    • Collect and analysis of reports and data on districts from IDLG and/or other external resources and databases

    • Liaise with IDLG internal departments and local governments (provincial governors, district governors, and provincial council offices) to fully understand data content

    • Analysis of conference data and collection of additional information for data accuracy checking via meetings or similar.

  • Reports and data Analysis;

    • Interpreting data available on districts in IDLG and beyond and creation of graphs and visualizations

    • Create data dashboards, graphs and visualizations

  • Report Writing

    Based on the report and data analysis, produce a concept note on districts for the IDLG, which will include challenges related to the Districts and future initiatives for the IDLG.

    Develop a comprehensive report of district governor conferences proceedings. ( This report includes Speeches, panel discussions, participants information’s and other details. This report will be published as conference official book eventually)

    Both reports must be prepared in Afghanistan official language.

Expected Outputs and Deliverables; Estimated duration to complete and Payment percentage:

First Deliverable: 22 Working Days (30%);

  • Present the methodology to the IDLG policy and planning director

  • Collect and analyze data and reports (IDLG and external partners) on Districts

  • Meet and/or interview relevant stakeholders on data accuracy and gather additional information as necessary

Second Deliverable: 22 Working Days (30%);

  • Data analysis from the two conferences and data gathered from IDLG and reports

  • Draft a draft report on the two conferences on the districts

  • Draft a draft concept note on the districts, backed up by accurate data and appropriate visuals

  • Present the deliverables to the IDLG for feedback.

Third Deliverable: 22 Working Days (40%);

  • Prepare a comprehensive final report keeping in mind that all concerns are answered/addressed and major data of district governor conferences are thoroughly analyzed and consolidated and recommendation are clearly stipulated;

  • Report should be easy-to-read, quantitative data is visualized and qualitative analysis are provided;

  • Develop a comprehensive report of two rounds of district governor’s conference proceedings.

Payment Modality: 

Payments under the contract shall be delivery based and be made on receipt of the specific milestone reports indicated above and including a timesheet according to UNDP procurement formats for individual contractors. Indicated payment instalments in the table above shall be made upon approval of deliverables by IDLG DM-Policy Office. The report on deliverables will be reviewed by IDLG DM Policy team and LoGo SNP component. Upon receipt of final approval by DM Policy Office on satisfactory complete of the deliverable, the payment shall be released by UNDP/LoGo.

Working Arrangements

Institutional Arrangements:

The national consultant will work under the overall supervision of IDLG DM Policy – Policy and Planning Department and the LoGo Subnational Policy Component (SNP) lead.

Monitoring and reporting arrangements:

The consultant shall work under direct supervision of IDLG-Policy and Planning Department and UNDP/LoGo project SNP component lead and in close coordination with other relevant stakeholders.

IDLG DM-Policy – P&PD will provide office space and internet facility to consultant and work closely with the same team. LoGo SNP component will monitor progress in biweekly manner and shall request updates based on internal deadlines of LoGo project. The consultant however is expected to bring his/her own laptop and mobile phone and meet local communications costs. Costs to arrange meetings, workshops, travel costs and DSA during field visits (if any) shall be covered by LoGo project subject to approval by project director and if the cost is already forecasted in the budget document.

Duration of the Work

Contract duration of Data Analysis Consultant will be for 13 weeks with maximum 66 working days. Contract may be extended based on results, performance, and changes in deliverables, and subject to the justified approval from project director within the budget allocation.

 Duty Station

The duty station for the contractor is Kabul, Afghanistan for the entire duration of the contract. The Contractor will be required to report regularly and be present at the IDLG – P&PD and LoGo project during the working hours. The contractor will follow the working hours and weekends as applicable to LoGo staff. Contractor’s movement for meetings and consultations shall be coordinated by LoGo project office. The contractor is at all times required to observe UNDP security rules and regulations.

Qualifications et expériences requises

Academic Qualifications:

  • Master’s degree in public policy, political or social science, economics, public administration with extensive quantitative component and experience.

Years of experience:

  • At least 5 years of work experience in provision of policy advise, governance, decentralization or related field.

  • Experience with data, statistical and quantitative analysis will be considered as an asset;

  • Experience conducting similar research with written output;

  • Good understanding of national and local government processes.

Language:

  • Excellent language (English, Dari/Pashtu) and computer skills.

Price Proposal and Schedule of Payments:

The contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee which should be inclusive of his/her professional fee, local communication and transportation costs. The number of working days for which the daily fee shall be payable under the contract is maximum 66 working days.

The total professional fee shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    Technical Criteria weight 70%;

    Financial Criteria weight 30%.

    Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

    Technical Proposal (30 marks)

  • Technical Approach & Methodology (20 marks) – This Explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach.

  • Work Plan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.

  • Duly accomplished Confirmation of Interest and Submission of Financial Proposal Template using the template provided by UNDP (Annex II);

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;

  • A methodology, on how they will approach and complete the assignment and work plan as indicated above;

  • Comprehensive work plan for entire consultancy period.
