Georgia has made significant progress in adopting legislative and policy reforms to foster gender equality in the recent period. However, important challenges still impede women’s political participation, economic empowerment and social development. Persistent gender inequality is also considered as one of the major constrains to more sustainable and inclusive development.

Women are underrepresented in decision-making positions both on the national and local levels. In parallel with this, the capacities of the local authorities to design and deliver development oriented, evidence-based, inclusive, participatory and gender-sensitive services and policies are insufficient.

The amendments to the Gender Equality Law, made in April 2016, introduced new obligations for local self-governments to institutionalize gender equality mechanisms at the local level. UNDP has been providing targeted support to the municipalities to strengthen their capacities and support gender institutional mechanisms, but further efforts are needed to address persistent challenges.

Therefore, conducting Participatory Gender Audit in Tbilisi City Hall (TCH), the major executive body of Tbilisi Municipality with over 1 million inhabitants, would help to identify critical gaps and challenges related to gender equality and elaborate ways of addressing them, suggest possible improvements and innovations. A participatory gender audit is a tool and a process based on a participatory methodology to promote organizational learning at the individual, work unit and organizational levels on how to practically and effectively mainstream gender.

UNDP project Fostering Decentralization and Good Governance at the Local Level in Georgia (DGG) pays special attention to strengthening gender equality at the local level, increasing the capacities of the local decision-making institutions to address gender equality challenges, advance gender mainstreaming into the local programming and ensure that gender equality and women’s empowerment principles are incorporated across all local initiatives.

Accordingly, the project supports municipalities to identify gender equality challenges and design and implement the policies to overcome them.
 

Devoirs et responsabilités

The objective of this ToR is to conduct Participatory Gender Audit in Tbilisi City Hall, identify gaps and elaborate respective recommendations to strengthen gender equality at the local level and increase the capacities of the local decision-making institutions to address gender equality challenges.

Under the supervision of the UNDP Project Manager, the National Consultants - Gender Audit Facilitators shall work in a team consisting of three facilitators and ensure that Participatory Gender Audit of Tbilisi City Hall is conducted, gaps are identified, and recommendations elaborated in accordance with the principles of ILO Participatory Gender Audit Methodology, including through completing the following tasks:

  • Conduct initial desk review of documents prior to audit meetings;
  • Coordinate and conduct meetings and individual interviews in the TCH;
  • Conduct and facilitate participatory joint workshop and discuss findings from interviews and desk review;
  • Draft PGA report including process, findings of the study and final recommendations in Georgian;
  • Organize presentation of the findings of the PGA with the related recommendations for the key staff of the TCH.

Qualifications et expériences requises

Academic Qualifications:

  • Bachelor’s degree in social sciences, humanities or relevant fields. (minimum requirement).

Experience:

  • Valid ITC-ILO certificate for Gender Audit Facilitators. Certification process should include all three modules: on-line learning phase (pre-ToF Module), a Residential Training of Facilitators (ToF) and examinations (intermediate + final two-fold examination with a written test including a multiple-choice exam, a scenario analysis, practical exercise and simulations). The qualified candidates will be required to provide copies of relevant certificates. (minimum requirement);
  • At least 3 years of relevant professional experience in the field of gender equality and women’s rights (minimum requirement);
  • Proven understanding and knowledge of gender mainstreaming principles;
  • Demonstrated ability to plan and undertake participatory gender audit, collect and analyze data;
  • Computer literacy (MS Word, MS Excel, MS Power Point).

Language Requirements:

  • Fluency in Georgian and English languages.

 Evaluation:

  • Individual consultants will be evaluated based on Cumulative scoring analysis, against combination of technical and financial criteria. Technical evaluation stage encompasses desk review of offers and interviews. Offerors not meeting any of minimum technical qualification requirements will be automatically excluded from the list of offerors for further technical evaluation. Maximum obtainable score is 100, out of which the total score for technical criteria (desk review and interview) equals to 70 points (70%) and for financial criteria 30 (30%);
  • Offerors obtaining minimum 28 (out of 40) points as a result of the desk review will be short listed and invited for an interview;
  • Offerors obtaining minimum of 21 points as a result of the interview (i.e. minimum of 49 (out of 70) points in the technical criteria) will be considered qualified and requested to provide financial proposal for the assignment.

Financial Proposal - Lump Sum Contract:

  • The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.

Deliverables:

  • Developed work plan and specific methodology for the PGA of TCH, including key activities and timeframe of the assignment (2 days in total);
  • Completed desk review report of all the relevant documents of the TCH in Georgian (3 days in total);
  • Conducted at least 15 individual interviews and meetings for gender audit with key staff of TCH – (4 days);
  • Conducted one two-day participatory joint workshop with the staff of TCH to discuss the findings from interviews and desk review (3 days);
  • Completed draft of the preliminary report including process, findings of the study and final recommendations in Georgian (4 days);
  • Delivered presentations on the preliminary findings of the TCH (1 day);
  • Completed final participatory gender audit report including process, findings of the study and final recommendations in Georgian (2 days).

Payment Modality:

The Consultants will be paid a lump sum in three installments upon successful completion and certification of the deliverables according to the following scheme:

  • 17 June – 20%
    • Developed work plan and specific methodology for the PGA of TCH, including key activities and timeframe of the assignment.
  • 12 July – 60%
    • Completed desk review report of all the relevant documents of the TCH in Georgian;
    • Conducted at least 15 individual interviews and meetings for gender audit with key staff of TCH ;
    •  Conducted one two-day participatory joint workshop with the staff of TCH to discuss the findings from interviews and desk review;
    • Completed draft of the preliminary report including process, findings of the study and final recommendations in Georgian.
  • 29 July – 20%
    • Delivered presentations on the preliminary findings of the TCH;
    • Completed final participatory gender audit report including process, findings of the study and final recommendations in Georgian, in line with the methodology according to the revised ILO manual and procedures on Participatory Gender Audit.
