Anchoring on Uganda’s vision 2040 and Uganda’s Second National Development Plan, the United Nations in collaboration with Government of Uganda formulated the United Nations Development Assistance Framework (UNDAF) that runs for the period 2016-2020. The UNDAF formulation process, which was inclusive of government, private sector and civil society, adopted a transformational development approach that presents a shift from past silo programming to more issues-based/ portfolio programming; and places special emphasis on new and diversified partnerships. Further, it lays emphasis on transformation through ‘upstream’ capacity development, by scaling up development solutions.

Based on the UNDAF 2016-2020 and UNDP’s comparative advantage, UNDP Uganda, prepared its Country Programme Document (CPD) for 2016-2020 in 2016 UNDP country office embarked on the implementation of the five flagship programmes under the CPD including; Rule of Law and Constitutional Democracy (RLCD);  Institutional Effectiveness (IE);  Peace, Security and Systems Resilience (PSSR); Inclusive Green Growth (IGG) and Climate Change Resilience and Disaster Risk Reduction (CCR DRR) for the period 2016-2020, which started in the second quarter of the year 2016.

The formulation and implementation of the respective flagship programmes is anchored on the transformational development framework that emphasizes institutional capacity development, leadership, Knowledge management and accountability.  To this end UNDP staff and programme partners have been introduced to the transformational development approach and are expected to apply it in the programme cycle, for purposes of influencing change that is in alignment with the transformational approach principles.

Devoirs et responsabilités


  • To develop a training curriculum and trainers’ manual on Transformational Development Approaches (TDA) to be delivered by trainers and facilitators from UNDP, programme partners (MDAs) and the Civil Service College of Uganda (CSCU) to technical staff in Government Ministries, Departments and Agencies at the national and decentralised levels as well as targeted community members (change agents);
  • To develop a user-friendly participant’s handbook for the training participants. This handbook will act as a resource for the public servants and community change agents during and after the training. The handbook will support continued learning and skills development;
  •  To design and deliver (2-day) training of trainers for UNDP, MDA and Civil Service College selected staff to orient them on the new curriculum and prepare them as the pioneering cohort of TDA trainers;
  • The curriculum and trainers manual shall be in English with appropriate illustrations for easy reference, putting into consideration its target users.

Scope of work:

The consultant will be responsible for:

  • Review of relevant literature on TDA and key development frameworks so as to inform content of the curiculum and trainer/facilitators manual;
  • Conduct consultations with relevant stakeholder on the subject;
  • Preparation an outline of contents as well as critical materials of the proposed Curriculum, trainers/facilitators manual, and participant’s handbook;
  • Prepare draft Curriculum, trainers/facilitators manual  and participants handbook;
  • Facilitating validation meetings for the Curriculum, trainers/facilitators manual and participants handbook ;
  • Preparation and submit final Curriculum, trainers/facilitators manual and participants handbook taking into consideration observations arising from the validation meetings;
  • Design and deliver (2-day) training of trainers for UNDP, MDA and Civil Service College selected staff to orient them on the new curriculum and prepare them as the pioneering cohort of TDA trainers.


  • Excellent knowledge of the Government, UN system delivery mechanism of development initiatives specifically training;
  • Excellent knowledge and application of key development concepts, frameworks, principles, and approaches especially Transformational Development Approach, Sustainable Development Goals (SDGs); sector Approaches;
  • Excellent knowledge of key global rating/development indicators on Uganda in the area of Governance;
  • Excellent understanding of government sectors in Uganda and how they operate such as: Justice Law and Order Sector, Legislature,  accountability and Public Administration sectors;
  • Excellent ability to influence and persuade through messaging on Transformation.

Qualifications et expériences requises


  • Advanced university degree or equivalent in development studies, social science, economics, or other related field.  


  • At least 10 years of proven expertise of working with the TDA approach;
  • Experience in designing curriculum and training materials for government, public service training institutions, the public or the UN;
  • Knowledge and experience in capacity building and capacity development principles of Government of Uganda and the UN.

Language requirement:

  • Excellent oral and written English communication skills, including the ability to write, convey ideas in a clear and concise style.

Reporting arrangements:

The consultant will work under the guidance of a task team constituting the Team Leaders of the Inclusive and Effective Governance portfolio.

Price Proposal:

Evaluation Method and Criteria Cumulative Analysis:

The award of contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable and
  2. Having received the highest score out of a predetermined set of weighted technical and financial criteria specific to the solicitation.
  • Technical criteria weight: 70%
  • Financial criteria weight: 30%

NB: Only candidate obtaining a minimum of 49 points (70% of the technical points) would be considered for the Financial Evaluation.

Technical Criteria- Maximum 100 points


  • Quality of expression of interest   -20 points
  • Education (PHD or Masters)        -10 points
  • Relevant Experience                    -40 points
  • Core Knowledge & skills               -30 points
