The Government of Uganda through the Ministry of Water and Environment (MWE) developed a project titled ‘’Building Resilient Communities, Wetland Ecosystems and Associated Catchments in Uganda”. The Project is jointly financed by the Ministry of Water and Environment, Green Climate Fund (GCF) and United Nations Development Program (UNDP). The project is being implemented by MWE in partnership with Ministry of Agriculture Animal Industry and Fisheries (MAAIF), and Uganda National Meteorological Authority (UNMA). The Project aims to address and consider climate change issues when managing critical wetland areas. Project activities were developed to specifically respond to and consider specific climate-related impacts and vulnerabilities of wetland ecosystems.

Considering the rate at which wetlands are disappearing, the government of Uganda initiated a process of restoring wetlands and their associated catchments with a major focus on promoting climate resilient agriculture interventions in areas surrounding wetlands in Eastern and South-Western Uganda.  Targeted Wetlands and catchments in the East include; Kaliro, Namutumba, Pallisa, Budaka, Kibuku, Butaleja, Tororo, Mbale, Bukea and Ngora while South West include; Kabale, Kisoro, Rukungiri, Kanungu, Ntungamo, Bushenyi, Buhweju, Rubirizi, Sheema and Mitooma.

The “Building Resilient Communities, Wetland Ecosystems and Associated Catchments in Uganda” project is restoring  wetlands and their eco-system services, based on wise-use principles and guidelines as outlined by the Ramsar Convention on Wetlands, with sustainable land management practices and reforestation, will support resilient agricultural practices and alternative livelihoods for communities living in these areas to reduce the pressures on the wetlands and finally will strengthen the climate information and early warning systems to support these communities to make climate-resilient decisions.

The project has three specific outputs which are:

• Restoration and management of wetland hydrology and associated catchment;
• Improved agricultural practices and alternative livelihood options in the wetland catchment;
• Strengthening access to climate and early warning information to farmers and other target communities.

The activities under output 2 of the project are contributing to both strengthening existing agricultural livelihoods by introducing climate-resilient practices, as well as new opportunities for livelihoods that use sustainably managed wetlands. Climate-resilient agricultural practices are being defined and introduced based on communities’ needs, and include smart agriculture, conservation agriculture, and crop diversification (e.g. planting drought tolerant crops, early maturing crops, adopting multiple cropping techniques to spread risks.

For this project, Integrated soil fertility management (ISFM), soil and water conservation and SLM is being adopted as a means of achieving sustainable agricultural development but improving soil fertility through ISFM requires interventions that match the behavioral inclinations of farmers and their decision making. Hence UNDP Uganda in partnership with MWE wishes to contract a of consultant to undertake a training among beneficiaries in the targeted districts in ISFM methodologies. Based on this, the consultants will be expected to present a proposal on how they will approach the assignment.

Devoirs et responsabilités

The main objective of the assignment is to build capacity of district level technical persons and beneficiary farmer groups and cooperatives through training of selected ToTs from among them on ISFM measures, soil and water conservation structures and SLM technologies and practices

The specific objectives of the assignment are to:

• determine the training needs of the selected beneficiaries in the targeted wetlands and catchment areas and assess the capacity needs of beneficiaries and project implementation partner organizations for promoting ISFM., Soil and water conservation and SLM;
• develop a training content which is to be presented at the inception workshop;
• Undertake training in integrated soil fertility management (ISFM) techniques, soil and water conservation and SLM among the beneficiaries in the target districts;
• Organize training programmes to train at least 800 beneficiaries on the use and adoption of ISFM, Soil and water conservation and SLM practices in Uganda;
• Produce an ISFM, S&WC and SLM guideline for use by sub counties agricultural extension officers and other agricultural practioners in the 20 districts.

Compétences

• Must have worked with a government agency and communities in similar undertakings;
• Proven record of application of participatory approaches in executing training;
• Good knowledge of gender and its applications with a willingness to integrate into the project implementation arrangement. 
• Good knowledge/experience in watershed/landscape approaches;
• Ability/experience in working with Multi – disciplinary teams;
• Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
• Highly developed conceptual, analytical and innovative ability to identify and articulate the information management requirements of complex situations requiring a coordinated response between disparate actors;
• Demonstrated problem-solving skills and ability to use sound judgment to ensure the effective and timely completion of complex tasks.

Qualifications et expériences requises

Education:

• A Ph.D. or a Masters in the following fields; Soil Science, Land Use Management or Natural Resources Management, Agricultural Extension, Agronomy or any other related discipline. 

Experience:

• At least 5 years of proven professional experience/skills working with ISFM in wetland or their catchment areas;
• Previous experience working with UN agencies, MAAIF and other agencies in similar assignments will be an asset.

Language requirements:

• Excellent communication (spoken and written) skills including the ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily.

Institutional arrangements:

The consultants will work under the overall technical guidance of the National Project Coordinator and report to the Team leader, Climate Change Response and Disaster Risk Resilience at UNDP Uganda, for all contractual obligations. Disbursement of funds to the consultant shall be made upon certification of the deliverables by MAAIF. 

The Consultant’s responsibilities will include:

• Prepare and submit detailed work plan with methodology of capacity needs assessment, training modules and training programme schedules;
• Assess the capacity needs of the training participants before training in consultation with component 2 technical staff;
• Develop customized training modules, on integrated soil fertility management (ISFM);
• Provide a training content;
• Organize and conduct training programmes for district focal persons and farmer TOTs in the venues to be determined by Ministry of Water and Environment (MWE) and Ministry of Agriculture Animal Industry and Fisheries (MAAIF);
• Undertake post-training assessment against the pre-training assessment;
• Seek feedback from participants to evaluate the effectiveness and impact of the training;
• Submit training report, along with printed and soft copies of detailed training modules English, participants’ feedback and pre- and post- test assessment results and video recording of 5 or 10 minutes in session and field practical by the trainees.

 Responsibilities MWE and MAAIF:

• Monitor and supervise the work of the Consultant and review progress of the work;
• Provide inputs to questionnaire for pre-test and post-test assessments as well as to training modules;
• Provide technical assistance / feedback as necessary;
• Provide support for engaging stakeholders and organizing training programmes;
• Ensure payment of agreed amount in three tranches. Payment will be linked to successful delivery of outputs as per UNDP rules and regulations;
• Perform any other tasks as described in the contract document.

Intellectual property:

Ministry of Water and Environment (MWE), Ministry of Agriculture Animal Industry and Fisheries (MAAIF) and United Nations Development Programme (UNDP) shall, solely and exclusively, own all rights in and to any work created in connection with this agreement, including all data, documents, information, copyrights, patents, trademarks, trade secrets or other proprietary rights in and to the work. The consultant is not allowed to post or publish (electronically or in print) any project related information without the explicit permission of MWE, MAAIF and UNDP.

Payment terms and schedule:

Payment shall be by Electronic Funds Transfer (EFT) after submission of an invoice by the consultant as per the following schedule.

• 20% of the contract sum after presentation of an acceptable inception report;
• 30% of the contract sum after presentation of an acceptable draft training report;
• 50% of the contract sum after presentation of an acceptable final report.

Evaluation criteria and score:

The selection of the Consultant will be made based on the cumulative analysis scheme, where total score will be obtained upon combination of weighted technical and financial aspects.

The award of the contract shall be made to the individual consultants whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and;

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation:

Technical criteria weight; - 70%;

Financial criteria weight; - 30%.

Only candidates obtaining a minimum of 60 points will be considered for the Financial Evaluation

Technical weighted score, out of 70 points as detailed in the TORs.

Financial weighted score, out of 30:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other financial proposals receive points in inverse proportion.

The suggested formula is as follows:

• p = y (µ/z),
• p = points for the financial proposal being evaluated,
• y = maximum number of points for the financial proposal (here it is 30),
• µ = price of the lowest financial proposal,
• z = price of the financial proposal being evaluated
