UNDP has been supporting the Ministry of Environment, Forest and Climate Change in meeting its national and international environmental priorities and commitments. These include close to 40 projects in the area of biodiversity conservation, sustainable resource management, climate change and chemical management. UNDP’s support focusses  on technical and policy advisory, institutional strengthening and building capacities of various stakeholders to utilize natural resources in a sustainable way, while increasing resilience to climate variability and associated risks and impacts.

UNDP also supports India’s engagement with the Global Environment Facility (GEF) and works with Central Ministries and state governments to implement GEF funds.

UNDP is developing a full-size project (FSP) entitled, “Strengthening conservation and resilience of globally-significant wild cat landscapes through a focus on small cat and leopard conservation”, with support from the Global Environment Facility (GEF). The project will be anchored in the Wildlife Division of the Ministry of Environment, Forest and Climate Change. The project will fall under the GEF 7 Programme on Global Wildlife Programme, comprising a series of national child projects. The development of the FSP will thus entail working closely with a range of stakeholders – government departments and agencies at centre and state level, community -based institutions, civil society organizations, academic and research institutions, private sector and local communities.

UNDP seeks to engage an International Consultant to support the national team during the project preparation phase in the development of the project document and other supporting documents for submission to the GEF Secretariat. The Consultant will coordinate with the other consultants and experts and will ensure timely preparation of all reports and documentation, including the finalized UNDP Project Document (ProDoc), GEF CEO Endorsement Request, project-specific Annexes and supporting documentation required to meet UNDP and WWF GEF Agency requirements.

Devoirs et responsabilités

Specific functions to be performed by the consultant include:

  • Coordination of the GEF PPG Team
    • Define and submit a detailed methodology and work plan in consultation with the other consultants with clear delegation of responsibilities for the International Consultants (ICs) and National Consultants (NCs);
    • Coordinate with UNDP and WWF as joint GEF Agencies, government and provide guidance to national consultants;
    • Ensure that project development is participatory, gender-responsive and based on extensive stakeholder engagements;
    • Verify and ensure that all project components are technically sound and cost effective.
  • Preparatory Technical Studies and Reviews (Component A): With inputs from the other national and international consultants, as detailed in their respective TORs:
    • Ensure project design is fully aligned with the Global Wildlife Program, which this project falls under.
    • Compile baseline/situational analysis for the full-size project (FSP). This will include a precise definition of baseline projects, activities, budgets, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output; and presentation of results of the incremental cost-analysis in matrices as appropriate;
    • Oversee the stakeholder analysis and consultations and ensure that they are complete and comprehensive;
    • Ensure the preparation of the gender analysis and ensure its findings are meaningfully integrated into the project’s strategy, theory of change and results framework;
    • Ensure action points, including risk assessments, from the UNDP Social and Environmental Screening Procedure (SESP) at the PIF stage (“pre-screening”) and WWF safeguards categorization of the project (to be conducted during the PPG) are fully implemented during the PPG, and update screenings in an iterative fashion throughout the PPG, as appropriate;
    • Oversee the identification of the project sites, with documentation of selection criteria and making sure that geo-reference and maps are clearly presented both for targeted protected areas and broader landscapes, as applicable.;
    • Oversee the consultations with partners regarding financial planning; and
    • Ensure completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs.
  • Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): With inputs from the national consultants, as detailed in their respective TORs, and based on international best practice:
    • Develop, present and articulate the project’s theory of change;
    • Develop the Results Framework in line with UNDP-GEF policy;
    • Develop a detailed Monitoring and Evaluation Plan and Budget;
    • Oversee and ensure the preparation of a Stakeholder Engagement Plan;
    • Oversee and ensure the preparation of a Gender Action Plan and Budget;
    • Update the SESP based on assessments undertaken during Component A, and ensure the development of environmental and/or social management framework and/ or plan(s) for risks identified as Moderate or High in the SESP;
    • Prepare the required GEF tracking tool(s) and Core Indicators Worksheet;
    • Secure and present agreements on project management arrangements;
    • Complete project budgeting in accordance with UNDP and WWF GEF Agency formats, for respective Components/Outputs to be supported by each agency;
    • Prepare an indicative Procurement Plan, which will be confirmed by the Country Office;
    • Work with the CO to select an indicator for one of the outcomes of the Integrated Results and Resources Framework (IRRF).
    • Ensure the completion of the required official endorsement letters; and
    • Synthesize all analyses, studies, etc. that are prepared under Components A and B to produce the draft UNDP-GEF ProDoc, GEF CEO Endorsement, and all mandatory and project specific Annexes for UNDP and WWF, using the required templates.
  • Validation Workshop (Component C):
    • Lead the validation workshop to present, discuss and validate the final draft ProDoc and mandatory and project specific annexes, with a special focus on the SESP and any management plans; and
    • Oversee all necessary revisions that arise during the workshop.
    • Ensure completion of Validation Workshop Report.

Deliverables:

Deliverable 1:

  • Detailed timeline of activities and responsibilities for the preparatory process;
  • Proposed methodology and formats for collecting information for the PPG consultant team including agreed schedule of field visits, consultation meetings and workshops;
  • Inception Report with data collection, project planning and monitoring and project baselines;
  • Final Report with observations and comments.

Due Date: 15 July 2019

Deliverable 2:

  • Draft documents: UNDP-GEF ProDoc, GEF CEO Endorsement, and all mandatory and project specific Annexes for UNDP and WWF.

Deliverable 3:

Deliverable 4:

  • UNDP-GEF ProDoc, GEF CEO Endorsement, and all mandatory and project specific Annexes, updated in response to UNDP GEF RCU, GEF Secretariat and GEF Council

Due Date:  15 February 2020

Deliverable 5:

  • ProdDoc revised (if required) after comments received from GEF Secretariat and GEF Council.  

Due Date:  30 April 2020

Qualifications et expériences requises

Education:                         

  • Master’s degree or higher in a relevant Natural Sciences, Environmental Engineering/Management, Conservation Biology, Social Sciences or Political Sciences.

Experience:

  • Minimum 10 years of demonstrable experience in preparing high quality project documents, in particular for GEF projects;
  • Prior experience developing GEF projects for UNDP and WWF as GEF Agencies;
  • Excellent written and oral communication skills in English;
  • Demonstrated understanding of the GEF rationale and procedures, and demonstrated experience in formulation of GEF-funded project proposals, using the logical framework and the results-based management approaches;
  • Knowledge of and experience in biodiversity conservation, including protected area management and combating poaching and illegal wildlife trade;
  • Experience guiding and managing a team of consultants;
  • Experience working in India and South Asia on related initiatives highly desired.

Language:

  • Excellent command of English is required.

Duration:

  • 13 weeks (maximum of 65 days) spread over 12 months

Location:

  • Home based with travel to India (2 misions with a possibility of a third)

Payment Schedule:

  • 30% on successful completion and acceptance of Deliverable 1
  • 35% on successful completion and acceptance of Deliverable 2
  • 15% on successful completion and acceptance of Deliverable 3
  • 10% on successful completion and acceptance of Deliverable 4
  • 10% on successful completion and acceptance of Deliverable 5

Evaluation Criteria:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%;
Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Proposal : 35 marks
  • Relevant Experience : 25 marks
  • Qualification : 10 marks

Offeror letter to UNDP confirming interest and availability for the Individual Contractor Assignment;

Curriculum Vitae indicating experience in similar projects, name / contact details of 3 referees;

A brief (not more than 3 pages) technical proposal that includes a write-up on the way forward for preparing this Project Document.  The document should be referenced appropriately and a select bibliography provided with the proposal;

A financial proposal indicating all-inclusive per day consultancy rate, excluding travel expenses. 

All Travel and related expenses (boarding / lodging) will be arranged and borne by UNDP  following UNDP’s rules and regulations or will be reimbursed on submission of F10 on the most direct and economical route.
