UNCDF makes public and private finance work for the poor in the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. UNCDF’s financing models work through two channels: financial inclusion that expands the opportunities for individuals, households, and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives; and by showing how localized investments — through fiscal decentralization, innovative municipal finance, and structured project finance — can drive public and private funding that underpins local economic expansion and sustainable development. By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a number of different SDGs.
 
The global programme, Inclusive and Equitable Local Development (IELD) is jointly implemented by United Nations Capital Development Fund (UNCDF), UN Women and United Nations Development Programme (UNDP). The programme addresses structural impediments that prevent women from entering the labour market through local public and private investments, with a particular emphasis on unlocking domestic capital for women’s economic empowerment and entrepreneurship. The 5-year programme is currently being piloted in six Least Developed Countries (LDCs) including Bangladesh, Tanzania, Uganda, Mali, Senegal and Palestine.    

IELD uses a unique three-agency partnership by utilizing each agency’s niche and comparative advantage in programming on gender equality and women’s empowerment. The programme supports governments and the private sector at the local level to design, plan, implement and sustain local public and private investments, with a special focus on promoting women’s equal and full participation in the local economy. Its multidimensional approach contributes to the achievement of at least 6 SDGs, specifically SDG 1 (no poverty), SDG 5 (gender equality), SDG 8 (decent work and economic growth), SDG 9 (industry, innovation and infrastructure), SDG 10 (reduced inequalities) and SDG 17 (partnerships for the goals).

OBJECTIVE OF THE INTERNSHIP:

Under the direct supervision of the IELD Programme Manager, the intern will be responsible for providing analytical and research support for the global programme. Specifically, the intern will assist with research, programme’s mid-term Evaluation and development of technical tools, knowledge products and communication material for the global programme. 

Analysis and Programme support: 

  • Assist programme team in consolidating programme results and lessons for the upcoming mid-term Evaluation;
  • Provide required logistical support for the Evaluation team in conducting field visits and gathering of information at HQ;
  • Support country teams in putting together data and programme documents;
  • Prepare monitoring and reporting templates to capture programme results;
  • Consolidate input and data for programme’s semi-annual progress reports;
  • Use gender responsive Local Economic Assessments (LEA) conducted in the programme countries to extract and document case studies for the Evaluation;
  • Work with country teams as needed to gather relevant information on IELD investment projects and document case studies.

Communication and Dissemination: 

  • Contribute to new research on WEE financing;
  • Support partnership building with UN agencies and relevant organizations to undertake new research on WEE and local development financing;
  • Provide support in organizing meetings and conferences on WEE financing and gathering technical advisory group on WEE Index;
  • Together with the communication team within UNCDF, produce regular communication material and social media content to share programme results and lessons;
  • Produce content for the IELD website through new case studies and updated material;
  • Analyze information/databases on potential donors and support the team in developing donor proposals.

Impact of Results:

The key results have an impact on the success of IELD global and country programme within specific areas of cooperation among the three partnering agencies: UNCDF, UNDP and UN Women. In particular, the key results have an impact on the design, operation and programming of activities, as well as reaching resource mobilization targets.

Qualifications et expériences requises

Education: 

Applicants to the UNDP internship programme must at the time of application meet one of the following requirements: 

  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher) in Economics, Finance, International Relations, Social Sciences or related field with a focus on gender equality and women’s economic empowerment;
  • Be enrolled in the final academic year of a first university degree programme (minimum bachelor’s level or equivalent) in Economics, Finance, International Relations, Social Sciences or related field with a focus on gender equality and women’s economic empowerment;
  • Have graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation.

Experience

  • Some experience working on gender equality and women’s economic empowerment and poverty reduction is an asset;
  • Some experience working on local economic development financing is required;
  • Hands-on experience in designing and monitoring development projects;
  • Excellent writing skills in English;
  • Some experience in drafting reports, proposals, communication materials a must;
  • Some experience with UNDP procurement and recruitment policies is considered an advantage;
  • Some experience in the usage of computers and office software packages and handling of web-based management systems.

Language Requirements: 

  • Fluency and excellent analytical writing skills in English. 
  • Second official UN language will be an asset.

Work Arrangements:

  • The intern is expected to work full time in the designated UNCDF Office;
  • Workspace will be provided, and the intern may not have access to office computer, but the intern is expected to bring and use her/ his own computer.

Internships Conditions:

  • UNCDF Internship programme is governed by the UNDP Internship policy framework & rules;
  • Interns are not financially remunerated by UNCDF. Costs and arrangements for travel, visas, accommodation and living expenses are the responsibility of the nominating institution, related institution or government, which may provide the required financial assistance to its students; or by the student, who will have to obtain financing for subsistence and make his/her own arrangements for travel, accommodation, etc. 
  • Interns must have a proof of medical and life/accident insurance, valid for the location in which the internship will be carried out and be able to provide insurance proof at the time of their selection in which the internship will be carried out;
  • The purpose of the Internship Programme is not to lead to further employment with UNCDF but to complement an intern’s studies; therefore, there should be no expectation of employment at the end of an internship.
