UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Since 2001, UN Women (UNIFEM) has been providing continues support to partners in Georgia to increase meaningful participation of women in conflict prevention, conflict resolution and sustainable peacebuilding processes. Under the current country programme and in line with UN Partnership for Sustainable Development (2016-2020), UN Women supports the government to develop and implement National Action Plans for the implementation of UN Security Council Resolutions on Women, Peace and Security #1325 et al. and to achieve targets of the nationalized SDG 5 and 16.

2020 will mark the 20-year anniversary of the ground-breaking UN Security Council Resolution #1325 — the first resolution to link women’s experiences of conflict to the international peace and security agenda. It focused on the disproportionate impact of conflict on women and girls and called for their engagement in conflict transformation and peacebuilding. The UN Security Council has passed 8 additional resolutions on women, peace and security since the adoption of resolution 1325.

UN Women, with generous support of the UK Conflict, Stability and Security Fund (CSSF) has been implementing a project “Strengthening Women’s Meaningful Participation in Peacebuilding and Gender Mainstreaming in Security Sector in Georgia”, which aims at enhancing the women’s meaningful participation in peacebuilding, including the internally displaced and conflict-affected women and girls, as well as gender mainstreaming in the policies, procedures and operations of security sector in Georgia. Within this framework, UN Women supports the security sector actors, including the Ministry of Defense and the Ministry of Internal Affairs to mainstream gender into the Security Sector Reform process and its outcomes.

The outcome of the project is to contribute to the enhancement of women’s meaningful participation in peacebuilding enhanced and to increase duty-bearers’ accountability to implement Women, Peace and Security Agenda in Georgia. To achieve this outcome, the proposed project has two outputs:

Output 1: Capacities of IDP and conflict-affected women and girls are enhanced to meaningfully participate in the implementation of the Women, Peace and Security agenda.

Output 2: Key security sector partners have enhanced capacities to mainstream gender into their policies, procedures, and operations.

The activities planned under the second output are aimed at achieving transformative change in the government’s effort to implement Women, Peace and Security Agenda; this change will be achieved through improved gender capacities of relevant security sector institutions resulting in gender sensitive policies, procedures and operations.

In order to support consistency and complementarity among planned project activities and results in line with the project outputs and outcome, as well as to facilitate the working process towards the gender mainstreaming in security sector in Georgia, UN Women will recruit an International Consultant, who will work closely with relevant stakeholders on mainstreaming gender into the security sector. International Consultant will be responsible to support the UN Women interventions in the area of Output 2 and will be supported by and is expected to work in a team with National Consultant to be also hired by UN Women.

Devoirs et responsabilités

The duties and responsibilities of the International Consultant are:

  • To organize consultation meetings with the key security sector stakeholders (Ministry of Defence (MoD), Ministry of Internal Affairs (MIA) and National Security Service (NSS) to obtain relevant inputs and information for the guidelines for the establishment of the sex-disaggregated data collection and analysis systems;
  • To develop guidelines for the establishment of the sex-disaggregated data collection and analysis systems in the key security sector institutions (Ministry of Defence (MoD), Ministry of Internal Affairs (MIA) and National Security Service (NSS) to monitor progress on gender equality in tandem with national consultant;
  • To conduct a workshop on sex-disaggregated data collection and analysis systems for above mentioned security sector institutions;
  • To review the MoD and MIA Human Resources’ policies from a gender equality perspective and provide brief analytical report with identified key barriers and challenges towards women’s career advancement and promotion in the targeted security sector institutions, as well as list of relevant recommendations;
  • To reflect the work carried out with key security sector institutions in a final report.

Deliverables:

  • A detailed work plan related to the consultancy (1 working day) – by 9 July 2019;
  • At least two consultation meetings with the key security sector stakeholders (2 working days) – by 19 July 2019;
  • Draft guidelines for the establishment of the sex-disaggregated data collection and analysis systems in the security sector institutions in cooperation with the National Consultant (5 working days) – by 31 July 2019;
  • Workshop to facilitate the translation of the guidelines into practice in cooperation with the National Consultant (3 working days) – by 13 September 2019;
  • Final guidelines for the establishment of the sex-disaggregated data collection and analysis systems in the security sector institutions in cooperation with the National Consultant (2 working days) – by 20 September 2019;
  • Review the MoD and MIA Human Resources policies from a gender equality perspective, and submit a short analytical report identifying key barriers and challenges of women in reference to their career advancement and promotion, and provide respective recommendations (5 working days) – by 18 October 2019;
  • Final report describing all work undertaken during the given assignment (2 working days) – by 18 October 2019.

Qualifications et expériences requises

Education:

  • Master’s degree in social and political sciences, international relations/development, human rights, gender/women’s studies or related field;

Experience: 

  • At least 5 years of practical experience of work in mainstreaming of gender into the security sector reform;
  • At least 3 years of expertise in women, peace and security agenda will be an asset;
  • Knowledge and understanding of the security sector and gender equality context in Georgia, will be an asset;
  • Experience with working in different development context, with international and donor organizations will be an asset;

Language:

  • Fluency in English.

Evaluation procedure:

The candidates will be evaluated against the following technical and financial criteria:

  • Master’s degree in social and political sciences, international relations/development, human rights, gender/women’s studies or related field (max 50 points);
  • At least 5 years of practical experience of work in mainstreaming of gender into the security sector reform (max 100 points);
  • At least 3 years of expertise in women, peace and security agenda (max 80 points);
  • Knowledge and understanding of the security sector and gender equality context in Georgia, will be an asset (max 60 points);
  • Experience with working in different development context, with international and donor organizations will be an asset (max 50 points);
  • Fluency in English (max 20 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management Arrangements:

The Consultant will work under the overall supervision and guidance of UN Women Country and/or Deputy Country Representatives in Georgia and in collaboration and day to day management of UN Women Project Analyst.

Financial Arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women that the services have been satisfactorily performed as specified below:

  • Deliverable 1, 2, 3, (8 working days) – 40%
  • Deliverables 4, 5, 6, 7 (12 working days) – 60%
