For more than 20 years the India SGP Country Programme has supported India to fulfill its commitments to the UNFCCC, UNCBD, UNCCD and other multilateral environmental agreements by providing technical and financial support to community-based projects that conserve and restore biodiversity, mitigate climate change impacts through use of alternative energy sources, implementation of energy efficiency technologies, and sustainable forest management, protect trans-boundary water bodies, introduce sustainable land and water use practices to combat land degradation and desertification, and reduce the use of POPs and chemicals.

UNDP/GEF has recently secured Project Preparation Grant (PPG) financing for the Seventh Operational Phase of the GEF Small Grants Programme in India. The project aims to enable CSOs in India to take collective action for adaptive landscape management for socio-ecological resilience through design, implementation and evaluation of grant projects for global environmental benefits and sustainable development within the framework of landscape strategies for enhanced resilience. The project will be financed by the GEF Trust Fund.

The Project Preparation Phase requires an Initiation Plan (IP) to operationalize the PPG. The Initiation Plan (IP) project will provide support towards preparation of the project described in the soon to be approved PIF for the Seventh Operational Phase of the GEF SGP in India. The IP is financed through a Project Preparation Grant which will cover the costs of preparation activities: stakeholder consultations, baseline assessments, and development of a project logframe with defined baseline and indicators, a detailed work plan, and the definition of the management arrangements for the FSP. Consultations will be documented, and all activities will be supported by desk review of support documentation, as appropriate. 

The purpose of the PPG is to fully design the activities, outputs, and outcomes of the full-size project “Seventh operational phase of the GEF Small Grants Programme in India” and to develop a full set of project documentation for submission to the GEF Secretariat for approval. During the first month of the PPG, respective GEF SGP programme staff in consultation with the UNDP GEF Global Coordinator for SGP Upgraded Country Programmes will hire the Local Consultant based on these TOR in accordance with the agreed time schedule. The Consultant, under the overall supervision of the International Consultant and in consultation with SGP GEF staff together with the Global Coordinator and the UNDP CO, will compile all materials and draft the full-sized project document for submission to GEF.

Gender will be considered throughout this project’s design and implementation.  The project will prioritize work with women’s groups, particularly livelihood groups and public health volunteer groups. The Country Programme team, as part of project preparation, will formulate a specific strategy to engage women/girls groups as primary actors in landscape/neighborhood management. During project preparation, consultations with community groups and NGOs during landscape strategy formulation will take place in ways that ensure women’s comfortable participation, depending on their preference for mixed or separate groups. 

The Country Programme team will work with the gender focal point and government counterparts to identify potential project ideas for initial discussions with women’s and girls’ groups.  CSOs that have relevant experience will be engaged to support women’s/girls’ groups in defining grant project objectives and designing grant project activities. Women’s/girls’ groups will evaluate their projects’ performance to identify lessons and knowledge for adaptive management as well as gender specific policy recommendations.

The consultant will ensure that gender considerations are fully mainstreamed into all relevant components of the project document as well as produce a participatory gender analysis and Action Plan for the project. The objective of the work is to explain how the project will contribute to gender equality and women’s empowerment, identify entry points for mainstreaming gender considerations into project components, ensure that the project results framework and theory of change are gender responsive and develop a gender action plan to advance women’s empowerment and promote gender equality.

The project preparation phase will include stakeholders’ consultations and data collection for the establishment of baseline data for the project results framework. The consultant will work with the project development team to ensure that stakeholder consultations are gender responsive, to integrate the gender analysis results into the project document and to use the results to identify opportunities and gaps to help better understand and address gender concerns within the project context. The consultant may assist with other capacity building and other aspects of project preparation to ensure gender considerations are mainstreamed into the development of the project.

PROJECT PREPARATION ACTIVITIES

The preparatory phase for the detailed design of this initiative will take place between June 2019 and April 2020, following a detailed Project Preparation Grant (PPG) Initiation Plan (IP), attached as Annex I. Project preparation activities will build on those undertaken during the development of the concept (Project Identification Form - PIF - attached here as Annex II). A Project Document and a GEF CEO Endorsement Request will be produced in accordance with the various requirements of UNDP and GEF, based on the above information. Comprehensive stakeholder analyses and discussions will be undertaken and documented in detail throughout the design phase.

UNDP is seeking to recruit a Gender Specialist to perform the following tasks:

Mainstream gender aspects into all relevant components of the project document.

  • Lead and advice on the stakeholder analysis and consultations and ensure that they are complete and comprehensive
  • Carry out a participatory gender analysis to fully consider the different needs, roles, benefits, impacts, risks and access to/control over resources of women and men (including considerations of intersecting categories of identity such as age, social status, ethnicity, marital status, etc.) given a project’s context, and appropriate measures taken to address and these and promote gender equality; collect gender responsive baseline data relevant to project planning and monitoring; identify the share of female and male direct beneficiaries.  
  • Assist in organizing and carrying out gender responsive stakeholder consultation sessions in order to solicit inputs and ensure both male and female stakeholder involvement and buy-in to the project. 
  • Guide the project development team in using participatory techniques that involve both women and men in assessments and discussions. 
  • Ensure that all aspects of the project documents are gender responsive: work with the project development team to devise the projects results framework and theory of change: develop gender-responsive outcomes, baselines, targets, and indicators for the project results framework and ensure that all applicable indicators are disaggregated by sex and other relevant, intersecting forms of identity; ensure that gender considerations are integrated into the project’s theory of change, including in the discussion of impact, assumptions, evidence and risks
  • Develop a Gender Action Plan for the project with annual outputs to facilitate implementation of activities that promote gender equality and women’s empowerment.
  • Provide inputs to the UNDP Social and Environmental Screening Procedure including assessing potential negative impacts of the project on gender equality and specific activities to mitigate and/or minimize them. 
  • Assist the project development team in identifying and developing partnerships with gender equality/women’s governmental institutions, local women’s NGOs/CSOs and relevant national stakeholders.  
  • As requested by the project development team, assist with capacity building and other aspects of project preparation to ensure gender considerations are mainstreamed into the project document.

DELIVERABLES

The following are expected to be delivered under the consultancy contract in coordination with the International Consultant.

Gender Considerations

  • Participatory Gender Analysis: This deliverable will be fully integrated into the project document and used to inform the process of developing the results framework and theory of change.  The participatory gender analysis may consist of:
    • Analysis using the guiding questions in the gender analysis template (Annex 2) to understand the national and local context, and understand issues around gendered division of labour and time use, access and control, power and decision making, and knowledge and capacities.  A review of national gender statistics, time-use surveys, national action plans, and qualitative data generated through policy and academic research and participation assessments should be used to inform the analysis;
    • Stakeholder consultation analysis, interviews and relevant information;
    • A baseline survey on women’s participation in local planning processes; women’s livelihood and economic activities; women’s specific adaptation needs; women and men’s participation in decision making processes; men and women as project beneficiaries; roles of men and women in ecosystem management / community adaptation
  • Gender considerations fully mainstreamed into project document, including:
    • Working with the project development team using the findings from the gender analysis, develop the project’s results framework ensuring that gender-responsive outcomes, baselines, targets, and indicators are included; ensure that all applicable indicators are disaggregated by sex and other relevant, intersecting forms of identity.
    • Working with the project development team using the findings from the gender analysis, develop a gender-responsive theory of change; ensure gender considerations are integrated into the project’s theory of change, including discussion of impact, assumptions, evidence and risks.
  • Gender Action Plan and Budget: A Gender Action Plan and Budget for the project with concrete outputs to facilitate implementation of activities that promote gender equality and women’s empowerment.
  • Note to file on process to mainstream gender considerations into the project document: The note to file is an opportunity for the consultant to highlight any key lessons, issues, risks and recommendations (for example, notes for the mid-term review, recommendations to the Regional Technical Advisor or Project Manager) related to gender mainstreaming during any aspect of the project document development process and project implementation not covered elsewhere.

The consultant is expected to arrange his/her travel to PPG meeting places. Travel costs to participate to the PPG phase meetings should be included in the financial offer.

Travel:

In the course of the assignment, the specialist will be expected to undertake at least one mission trip each to the different landscapes/regions identified in the PIF. Mission dates to each proposed target regions should tentatively last for 2-3 days each time with a total 10 cumulative days. The dates for missions will be agreed upon between the expert and GEF SGP India. The specialist will carry out any other relevant duties falling within the scope of his/her competence, which may arise during the course of the assignment, as requested by the GEF SGP NC/ UNDP.

Compétences

  1. Demonstrated experience working on policy and programmatic issues with national and local governments and civil society organizations including community organizations.
  2. Experience with project development and results-based management methodologies is highly desired
  3. Experience in drafting project concepts and proposals.
  4. Experience in arranging and conduction meetings with stakeholders and beneficiaries
  5. Familiarity with GEF policies, templates and requirements for FSP preferred.
  6. Familiarity with the UN Conventions on Biodiversity Conservation, Climate Change and Land Degradation and Desertification.
  7. Understanding of community-based approaches to sustainable development and land use planning and management
  8. Understanding and knowledge of the GEF focal areas/Project Cycle or relevant areas
  9. Ability to understand and apply new terminology and concepts easily.
  10. Computer skills (MS Office, Internet Explorer, etc.);
  11. Excellent command of English

  • Maturity and confidence in dealing with senior members of national and provincial institutions.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality analysis for the project proposal.
  • Excellent coordination skills and results-oriented collaboration with colleagues
  • Builds strong relationships with clients, focuses on impacts and results for the client and responds positively to feedback.
  • Good team player who has ability to maintain good relationships.

Qualifications et expériences requises

  • Advanced University degree in the fields of participatory rural development, community-based environmental or ecosystem management, rural sociology and economics, or relevant related fields.
  • At least five years of working experience in the area of community-based environmental management, biodiversity conservation, sustainable land management, agroecological development, and/or climate change mitigation, gender mainstreaming, women’s empowerment and sustainable development in India or Southeast Asia, particularly related to community-based rural development;
  • Experience carrying out participatory gender analysis; experience collecting and formulating gender responsive indicators and sex-disaggregated data and preparing gender responsive project analysis; developing gender action plans.

Evaluation Criteria:

The consultant would be selected based on the following criteria:

  • Technical: 70 points
  • Financial: 30 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. Criteria for Technical Evaluation would be as under:

Educational Qualification - 20 Marks;
Relevant Experience - 35 Marks;
Suitability for the assignment - 15 Marks.

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement.
