The United Nations Development Programme (UNDP)’s Communications Group is the organisation’s lead for external communications. It provides editorial guidance and develops and implements global communications strategies to reach the media and other key constituencies with UNDP’s core messages. The Communications Group is responsible for expanding and enhancing UNDP’s global multi-lingual presence through engagement with international media.

The Media and Advocacy Team is one of the four teams in the Communications Group and contributes to the overall UNDP communications vision and strategy. The team serves as the main interface with the media; collaborates across UNDP units to develop corporate messaging on the organisation’s priorities; protects and promotes UNDP’s brand via reputation management, positions UNDP’s leadership and messages externally, highlights donor contributions; harvests and showcases news and stories/results from Country Offices; leads on special events, video production, liaison with Goodwill Ambassadors and liaison with other UN communications entities.

2019 is a significant year for the Sustainable Development Goals (SDGs), with the High-Level Political Forum (HLPF) in July and the SDGs Summit taking place during the UN General Assembly (GA) week in September. Against this backdrop, and in the context of implementing UNDP’s Strategic Plan (2018-2021), UNDP is planning robust external engagement around three sustainable development themes of broad public interest – inequality, climate change and migration. The team needs to engage an events and campaigns consultant to work on SDGs and external engagement theme communications campaigns, products and events during 2019, to create maximum impact.

Reporting to the Manager of the Media and Advocacy team, the Events and Campaign Consultant will work across our SDGs communications campaigns, supporting outreach with partners and other UN agencies, coordination with other UNDP bureaux and country offices, organisation of events, production of messaging and content and creation of a wide variety of communications products.

Devoirs et responsabilités

  • Help to drive forward and implement UNDP’s External Engagement Plan and related communications strategy across the three themes of inequality, climate change and migration by: working with colleagues across different bureaux to create strong advocacy goals related to the three themes, finalizing plans to advance the advocacy goals and positioning UNDP at the centre of the debate on the three themes;
  • Prepare concepts and implementation plans for events during the HLPF, GA Week, and at other high-profile moments which support the external engagement communications strategy, including producing key messages, engaging speakers, managing content and coordinating across relevant teams. For example, coordinate Human Development Report events addressing inequality with high-profile spokespeople including Goodwill Ambassador Padma Lakshmi; Climate Summit event showcasing the “gamified” citizen engagement mobilization on the Nationally Determined Contributions (NDCs);
  • Managing the logistics before and during the events and liaising with partners on the events;
  • Producing final impact report for each campaign.

Expected outputs and deliverables: (from July 2019 to January 2020)

Produce content and support campaigns for and organize events at:

  • Launch of Migration report (date tbd);
  • The High-Level Political Forum in New York which will review Goals 4 (Education), 8 (Decent Work and Economic Growth), 10 (Reduce Inequality), 13 (Climate Action), 16 (Peace and Justice Strong Institutions) and 17 (Partnerships). (9-18 July 2019);
  • Social Good Summit in New York (22 September 2019);
  • Social Good Summits in up to 100 countries around the world (September 2019);
  • General Assembly events and side events (September 2019);
  • Global Goals week (September 2019);
  • Climate Summit (23 September 2019);
  • SDGs Summit (24-25 September 2019);
  • SDGs film event (September 2019);
  • SDGs photography exhibition (September 2019);
  • Work on messaging and communications content on inequality, climate change and migration (ongoing);
  • Develop and maintain close working relations with media outlets and identify media opportunities for UNDP coverage (ongoing).

?Payment: A daily rate based on an all-inclusive daily fee. All-inclusive implies that all costs incurred by the Contractor are factored into the final amount submitted in the financial proposal. Payments will be made following certification by UNDP of the satisfactory delivery of the products and the appropriate management of associated processes needed to achieve the above-mentioned tasks and objectives; supervisor will confirm arrangements.

UNDP reserves the right to rescind this agreement due to unsatisfactory performance by the contractor.

Institutional arrangements: The consultant will be working under the direct supervision of the Manager of the Media and Advocacy Team and overall guidance of the Senior Management of the Communications Group in BERA.

Office space and computer will be provided at UNDP HQ NY.

Travel: No outside mission travel is envisaged for this consultancy.

Evaluation Method and Criteria:

Individual consultant will be evaluated based on the cumulative analysis methodology. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable, and b) having received the highest score out of a predetermined set of weighted technical and financial criteria.

Technical criteria weight: 70%

*Financial criteria weight: 30%

*Only candidates obtaining a minimum of 49 points (70% of the technical points) would be considered for the financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points):

  1. Master’s degree in Design, Media, Communications, Journalism, Public Relations or related field, or Bachelor’s degree plus additional two years above minimum required years of relevant experience (max. 5 points);
  2. Experience in  in planning and implementation of events, both in terms of content and logistics (max. 10 points);
  3. Relevant experience preferably within the UN system or other international public-sector organizations (max. 10 points);
  4. Written assessment (max. 15 points);
  5. Interview (max. 30 points).

After applications are received, candidates will be longlisted and then an evaluation panel will shortlist the applications based on criteria A, B and C above. Only shortlisted candidates (those who score a minimum of 17.50 points out of 25 for criteria A, B and C) will be required to take a written exam (15 points). Only those candidates who pass the written exam will be invited for an interview (30 points).

  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references.
  • Explain in a cover page (maximum 2 pages) how candidate’s qualification and experience makes him/her suitable for the work and can lead towards the successful deliverable of the objectives of this consultancy within the required timeframe.

Financial proposal:

Only shortlisted (technically qualified) candidates will be requested to submit a financial proposal.

Qualifications et expériences requises

 

Education:

 

  • Master’s degree in Design, Media, Communications, Journalism, Public Relations or related field is required, or Bachelor’s degree plus additional two years above minimum required years of relevant experience acceptable.

 

Experience:

  • Minimum seven years of work experience in the field of communications, campaigns or events is required;
  • Proven ability to work to deadlines is required;
  • Proven ability to work on high-level communications and/or advocacy campaigns;
  • Experience in planning and implementation of events, in terms of logistics and also content for example, producing key messages, engaging speakers, managing content and coordination.
  • Relevant campaigns or events experience especially in international development issues is an asset.
  • Relevant experience preferably within the UN system and other international public-sector organizations is an asset.

 

Language Requirements:


Fluency in written and spoken English is required; 
Working knowledge of Spanish or French would be an asset.
