Malaysia has some 157 river systems, as well a variety of tropical wetlands, forests and marine ecosystems, representing several Global 200 Ecoregoins, and it is recognized as one of 17 mega-diverse countries in the world. its river systems as well as riparian and catchment forests support an immense diversity of aquatic and terrestrial biodiversity, including more than 600 freshwater fish species. These river systems provide ecosystem services benefiting both rural communities and urban societies, including water supply, artisanal fisheries, the aquarium fish industry, transport routes, tourism and recreation. However, Malaysia's rivers face threats from a wide range of pressures that threaten their biodiversity and ecological stability, with ongoing loss of genetic resources, ecosystem services and national and local socio-economic benefits. 

As called for in Malaysia’s Common Vision on Biodiversity, this project on “Mainstreaming Biodiversity Conservation into River Management” was developed to mainstream biodiversity conservation into riverine landscapes through improved river planning and management practices. This will be achieved through two interrelated components of work, to be undertaken in parallel:

  • Component 1: addresses the need for an operational national institutional framework and capacity for a more integrated and holistic approach to river management that takes riverine biodiversity into account;
  • Component 2: will demonstrate best management practices for riverine habitats in three different situations (a forested water supply reservoir catchment area, an urban river, and a rural river impacted by plantation development and smallholder land uses).

The global environmental benefits that will be secured by the overall project will result from strengthened sustainable management of Malaysia’s river systems and associated riverine buffer zones and catchment areas that specifically takes into account biodiversity conservation.

UNDP Malaysia is currently seeking an independent rapid reviewer to review and recommend to the strategic result framework (SRF) of the project document. The reviewer will work closely with the National Project Director and the project team in consultation with the UNDP Programme Manager.

The Independent Reviewer will critically assess the project outputs, Strategic Results Framework (SRF) and project activities as specified in the signed Project Document. The reviewer is also required to identify necessary changes in order to set the project back on-track to achieve its intended results. The Independent Rapid Reviewer will also review the project’s strategy and its risks to sustainability.

 

Responsibilities and Deliverables:

The scope of work for the consultancy will include, but not limited to, the following activities:

  • Review SRF and recommend revision to the proposed activities and resources to ensure all outputs are relevant with the current scenario for effective delivery of outcomes.
  • Re-evaluate the current pilot demonstration project sites and provide recommendation to improve the implementation of pilot demonstration project.
  • Provide inputs for the preparation of Terms of Reference (ToR) for pilot demonstration sites with refined scope, targets, and activities.
  • Undertake, organize and prepare materials to facilitate stakeholder consultations with relevant agencies to ensure quality outputs. When necessary, conduct structured interviews with relevant project partners.

 

Methodology

The methodology of investigative, analytical and consultative methods and tools need to be employed to complete the tasks, such as:

  • Review, analyse and update information and data in the SRF;
  • Recommendations changes to the SRF, strategic plan, outputs and activities
  • Facilitate stakeholder consultations and engagements
  • Site visits to select project sites, if necessary

 

Handling of Data, Information and Documents:

All data, information and documents obtained under this assignment is the property of the United Nations Development Programme and be treated as strictly confidential. No such information shall be used by the expert for any other purpose other than the preparation of deliverables.

All soft and hard copies of the data, information and documents must be returned to UNDP upon completion of this assignment.

Institutional Arrangement:

The Consultant will report to and seek approval and/or acceptance of deliverables from the Head of Sustainable and Resilient Development of UNDP Country Office in Malaysia or from his/her representative.

The Consultant is expected to liaise/interact/collaborate/meet with the UNDP Country Office in Malaysia, UNDP Global Environmental Finance Regional Technical Advisor and collaborate with the Department of Irrigation and Drainage (DID), Ministry of Water, Land and Natural Resources (KATS), select state governments and local authorities, NGOs and other relevant agencies. The River Project team will be responsible for coordinating and liaising with the review team to organise stakeholder interviews and workshops.

 

Duration of the work:

The assignment will require up to 30-man day starting from 1 July 2019 to 1 August 2019.

 

Duty Station:

  • Home-based with a minimum of 10 working days in Putrajaya. This assignment also requires a return trip of domestic ground travel to Perak with estimated 3 days at the site; 
  • The Consultant is expected to attend relevant meetings and conduct a stakeholder consultation workshop with relevant agencies;
  • The Consultant has to complete the new mandatory security awareness training (BSAFE) prior to commencement of travel including domestic travels within Sabah;
  • The Consultant is required to comply with the UN security directives set forth under https://dss.un.org/dssweb/.
  • The Consultant is responsible for ensuring they have vaccinations/inoculations/insurance when travelling to certain countries, as designated by the UN Medical Director;
  • The Consultant will be responsible for providing her/his own work station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection;
  • The Consultant will have to manage all personal local transportation and other communications.

Payment to be made based on completed deliverables against the TOR, which will be assessed and verified by the UNDP Malaysia.

Qualifications et expériences requises

  • Masters or higher degree in relevant field such as biodiversity conservation management, environmental policy, sustainable development, or any other similar field.

 

Experience:

  • Minimum of 10 years of mixed experience in the areas of project management, biodiversity conservation, climate change and/or sustainable development;
  • Familiar with Malaysian authorities and well acquainted with roles and functions of different stakeholders at the national, state/regional, local governments and private sector is an added advantage;
  • Experience in conducting logical framework review, project design or related activities;
  • Experience in UNDP/GEF projects in the past is an added advantage.

 

Language Requirement:

Fluency in both written and spoken English.

Criteria for Selection of the Best Offer:

The award of the contract will be made to the Individual Expert who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

  1. The technical proposal including educational background and experience on similar assignments will be weighted a max. of 70%;
  2. The financial proposal will weigh as 30% of the total scoring.
