Digital Lighthouse Initiatives (DLI) are short-term, well defined and measurable programmes that serve as role models (“lighthouses”) for similar initiatives and bring UNDP’s digital strategy to life.

In order to ensure that our staff are empowered with modern digital skills, capabilities and tools, the Regional Bureau for Asia and the Pacific (RBAP) of UNDP proposes to develop a digital talent framework (DTF) to better understand the areas where we need to cultivate and secure capabilities within the diverse context in which we operate. In order to achieve this objective, we intend to develop create differentiated learning paths leading to using a suite of technology-based courses and provide “Digital Badges” to staff and managers.

Devoirs et responsabilités

In order to develop and implement the DTF, UNDP's Bangkok Regional hub intends to recruit a DLI Project Coordinator to perform the following functions:

Under the direct supervision of the Management Advisor in the Regional Bureau and working closely with the Talent Development Unit (TDU) in the UNDP’s Office of Human Resources, the Project Coordinator will be responsible for:

  • Provision of support to the Bureau on refining the DTF;
  • Support in the selection of external service providers, as needed;
  • Coordinate the talent needs assessment (TNA), with an external service provider;
  • Assist in the selection of the appropriate staff groups to differentiated learning paths;
  • Identification of training courses for each “badge” levels from a UNDP’s partner organizations and/or from new providers;
  • Coordinate blended learning initiatives with TDU/OHR;
  • Provide support to the trainees to ensure access to courses and work with “badge provider” as required; and
  • Coordinate impact analysis of the DLI.

Qualifications et expériences requises

Education:

  • Master’s Degree in Business Administration of related areas [5 points]

Experience:

  • Minimum 7 years of experience in the areas of human resources / training delivery / staff on-boarding / employee engagement in national or international level; [20 points]
  • Experience in career planning needs assessment; [10 points]
  • Experience in report writing and presentational skills [10 points]
  • Experience and or familiarity with the use of web-based platforms; [10 points]
  • Experience in designing training initiatives; [10 points]
  • Experience using computers and office software packages; [5 points]

Language Requirements:

  • Fluency in written and spoken English. [5 points]

Term of payment:

  • Payments will be made upon submission of periodical timesheet as acceptance and confirmation by supervisor and outputs delivered.
  • In the case of mission travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and the Individual Consultant, prior to travel. This will be either reimbursed based on provision of supporting documentation or travel and subsistence costs will be provided by UNDP. In general, UNDP will not accept travel costs exceeding those of a low-cost economy class ticket. Should the contractor wish to travel on a higher class he/she should do so using their own resources.

Evaluation Method:

  • Only those applications which are responsive and compliant will be evaluated.
  • Incomplete applications will not be considered;
  • Offers will be evaluated according to the Combined Scoring method – where the technical criteria will be weighted at 70% and the financial offer will be weighted at 30%;
  • Education, experience, language, etc. will be assessed for a maximum 70 points. Only those candidates that have achieved a minimum of 49 points from the review of education, experience and language will be deemed technically compliant and considered for financial evaluation;
  • Financial score based on DAILY FEE (maximum 30 points) shall be computed as a ratio of the application being evaluated and the lowest priced daily fee from among the technically qualified application;
  • The financial proposal shall specify an all-inclusive daily fee, excluding travel costs. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal must additionally include a breakdown of this daily fee (including all foreseeable expenses to carry out the assignment).
  • Applicant receiving the Highest Combined Score and has accepted UNDP’s General Terms and Conditions will be awarded the contract.
