UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count” (Women Count) aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The regional component of the MEWGC Programme envisions a multi-year and multi-country programme of work with particular focus on implementing and supporting the regional and country activities in the region. This includes enhancing the linkages between normative and technical work on gender statistics at the regional and national levels in the three inter-related key areas of work:

  • Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs;
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

About the Position

Under the guidance and the direction of the Programme Management Specialist, Resilience and Empowerment Unit, the Programme Analyst contributes to the effective management of the Women Count project in Jordan by providing substantive inputs to programme design, formulation, implementation and evaluation. S/he guides and facilitates the delivery of the programme by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.

Provide substantive technical support to the implementation and management of the Women Count project in Jordan

  • Provide substantive inputs to the design and formulation of project proposals and initiatives;
  • Provide technical inputs to the annual workplan and budget;
  • Lead the planning of project activities to ensure timely and comprehensive implementation;
  • Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Provide technical inputs to the production of quality monitoring and evaluation plans that are in line with and consistent with the overall objectives of the project;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Conduct country level assessments, national and sectoral plans to support national gender-related commitments in the SDGs and data use plans;

Provide technical assistance and capacity development to project partners

  • Ensure that the implementation of the Women Count project follows strict quality standards, as established under the Fundamental Principles of Official Statistics and the Principles Governing International Statistical Activities;
  • Build and manage relationships with national partners to support implementation and expansion of the Women Count project;
  • Provide substantive technical support to implementing partners, including strategic direction and positioning of gender and statistics in national policies, plans and strategies;
  • Identify opportunities for capacity building of partners and facilitate technical/programming support and trainings to partners, as needed;
  • Organize trainings, support development of tools and advocacy strategies aimed at strengthening capacities in the area of gender statistics of key stakeholders and partners.
  • Provide adequate technical and advisory support to national partners on gender statistics and Sustainable Development Goals (SDGs) monitoring;

Provide technical inputs to the monitoring and reporting of the project

  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Undertake periodic monitoring missions and produce high quality reports to take stock of progress of implementation;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

Provide substantive inputs to building partnerships and resource mobilization strategies

  • Strengthen partnerships with key national stakeholders, including national statistical institutions, UN agencies, women’s organizations and other civil society organizations, academia, research institutions and other data collecting organizations;
  • Develop and manage new partnerships to support implementation of the Women Count project;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure capacity development initiatives are harmonized and aligned with other in-country efforts.
  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;

Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop and review background documents, briefs and presentations related to the Women Count project;
  • Support UN Women’s representation in meetings and policy dialogues on issues related to SDG localization efforts as required;
  • Provide technical inputs to the development of advocacy and communication strategies and activities for maximum communication impact and outreach to promote awareness of the Women Count project;
  • Identify best practices and lessons learned to guide project improvement and strategy planning;
  • Identify lessons learned and areas of emphasis to guide project improvements and future strategic interventions.

Qualifications et expériences requises

Education and certification:

Master’s degree in social sciences, human rights, gender/women's studies, international development, or a related field is required.

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience related to gender statistics at the national and/or international level;
  • Experience in the drafting of statistics-based research and related reports, preferably in the context of gender statistics;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.
