UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund is a global multi-lateral mechanism supporting national efforts to end violence against women, one of the most widespread human rights violations in the world. The UN Trust Fund awards grants to civil society organizations and government entities and provides technical assistance and funding to its partners to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls. To date, the UN Trust Fund has awarded US $140 million to 493 initiatives in 139 countries and territories.

Reporting to the UN Trust Fund Chief, the Operations Manager is responsible for the smooth functioning and results oriented management of operations in the UN Trust Fund and to facilitate operational aspects of the implementation and delivery of the overall Fun’s activities. The Operations Manager will facilitate the coordination with the Regional Offices (ROs), Country Offices (COs) & Multi-Country Offices (MCOs) as relevant to grants-related operational management and work with  the UNTF Chief on all aspects related to the UN Trust Fund (UNTF) and corporate operational procedures.

Manage and oversee grants-related operations for the UN Trust Fund (UNTF)

  • Provide lead advice to UNTF’s Grants Specialists and Finance team on all project-related operations matters for UNTF grantees;
  • Oversee compliance of all UNTF grantees with all UN Women mandatory requirements for policies and procedures for effective financial management and operations;
  • Oversee grant payments, vendor payments, and other expenses by category, report against budget projections on a monthly and annual basis, and share information with auditors and UNTF Chief as required and needed;
  • Manage optimal techniques and business processes related to grants operational management, including the Service Level Policy and Agreement on the financial management of UNTF grants by UN Women Offices;
  • Work closely with the Global Audit Firm, UNTF team, Regional Office (RO)/ Country Office (CO) and grantees on grant-related audit processes, including preparation and follow up and take corrective action as appropriate on audit findings and recommendations.
  • Provide technical advice on the design of the annual Call for Proposals to ensure that UN-Women financial and operational requirements are appropriately reflected;
  • Provide strategic advice on the financial and operational capacities of shortlisted applicants - based on an analysis of implementing partner assessment forms – to feed into annual grant selection recommendations.
  • Lead the delivery of mandatory grantee trainings related to financial and operations management and audits;
  • Lead the assessment of procurement capacities of grantees and as and if necessary, develop tailored training plans for specific grants;
  • Provide technical support toPortfolio Managers to identify grantees that may need additional operational capacity development support and undertake monitoring mission as necessary.

Manage the operations of the UNTF Secretariat

  • Manage and oversee the implementation of the UNTF Secretariat’s operational activities, including finance, procurement, and Human Resources;ensure they all follow UN Women rules, regulations, policies and procedures;
  • Lead UNTF’s business process mapping and advice on establishment of internal standard operating procedures in all areas of the UNTF’s Team’s operational functions.
  • Manage the preparations of UN Trust Fund inputs for the UN Women Financial Statements as well as other financial reports to donors;
  • Serve as primary liaison between UN Trust Fund and the UN Board of Auditors for the annual audit exercise;
  • Monitor and manage UNTF’s procurement processes in close collaboration with Administrative Associate;
  • Perform Manager Level 3 role in ATLAS for voucher and PO approvals.

Lead the design and roll-out of any new Grants Monitoring and Reporting Systems

  • Manage development and use of the Grants and Reporting Management Systems
  • Update all operational and financial aspects (on planning, monitoring, and reporting) and improvements made in accordance with new grants management system design and areas that can be simplified and/or improved and ensure all UN Trust Fund and UN-Women requirements are appropriately reflected.

Manage the Operations team and ensure its effective functioning

  • Develop team work plan and budget; and oversee its implementation, including providing direction, guidance and technical support.
  • Provide managerial direction, guidance and leadership to staff and provide performance feedback and coaching to staff under supervision, ensure compliance with performance management policy and workplace relations policies
  • Manage the preparation of reports as required.

Provide technical inputs knowledge management and knowledge sharing

  • Ensure that knowledge and changes related to operations management of the UNTF is widely disseminated
  • Develop guidance and other documents as needed

Qualifications et expériences requises

Education and certification:

  • Advanced university degree in International Development, Business Administration or in the field of social sciences or other relevant field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years of progressively responsible experience at the national or international level in operations management;
  • Experience in leading a team;
  • Experience in programming/ projects management;
  • Experience coordinating with partners and stakeholders;
  • Experience with grant-making or grants-management an asset;
  • Experience in working in a computer environment using multiple office software packages, experience in handling of web-based management systems and ERP systems, is highly desirable.

Language Requirements:

  • Fluency in English is required
  • Knowledge of either French or Spanish is required.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact.
