According to the recently completed “the update of the National Implementation Plan (NIP) of the Stockholm Convention on Persistent Organic Pollutants (POPs) of the Philippines,” the Philippines still needs to work further in sound management of chemicals, in particular, the issues of:

1. inappropriate management and unclear labelling of products containing POPs labelling;
2. the need for a more comprehensive inventory on the use and stockpiles of PFOS and PBDE;
3. review of government policies on the new POPs for its reduction and eventual elimination;
4. necessity of regulatory control of newly included POPs such as Lindane, Chlordecone and Endosulfan;
5. Lack of awareness and reduction measures of POPs, particularly PFOs and PBDEs, as hazardous chemicals;
6. Inefficient and in sufficient monitoring of the health impacts of POPs pesticides, PCBs, UPOPs, PFOs and PBDEs; and
7. Lack of the knowledge and capacity to introduce clean alternative technologies/substances.

In light of the above, UNDP Philippines in collaboration with the Environment Management Bureau of the Department of Environment and Natural Resources (EMB-DENR) is developing a proposal to submit for funding to the Global Environmental Facility (GEF) with the aim to reduce POPs and unintentionally produced POPs (UPOPs) through integrated sound management of chemicals by having a sound chemical management practice in place. The project will also contribute to the implementation of some of the national priorities and strategies in chemical waste management identified through the updated NIP of the Philippines.

Within the context outlined above, the main objective of the consultancy is to work with Government (mainly DENR), an international consultant and UNDP to coordinate, update the Project Initiation Form (PIF) required for GEF7 funding.  The project is entitled “Reduction of POPs and UPOPs through integrated sound management of Chemicals.”

Institutional Arrangement

The national consultant is required to obtain assistance from the technical team at the EMB-DENR, coordinate with stakeholders (including other national government agencies, regional offices, private sector and CSOs) to get their inputs and potentially co-financing, support the international consultant to formulate a PIF that fully meets GEF funding criteria. Also the consultant will support completing UNDP Social and Environmental Screening Procedure (SESP) checklist to identify any environmental and social opportunities/risks at the project proposal stage.  The consultant will work with UNDP Philippines, under an overall technical guidance of the UNDP’s Regional Technical Advisor at the UNDP’s Bangkok Regional Hub.

Duration of the Work

The national consultant is expected to begin in September 2019 until November 2019 (2.5 months)

Duty Station

The national consultant shall be based in Manila but will have pre-identified regional consultations with EMB offices. He/She has report to EMB-DENR as needed.

Scope of Price Proposal and Schedule of Payments

The consultant is required to submit a financial proposal indicating a lump sum amount, exclusive of travel costs for regional consultations:

• 20% Upon submission and acceptance of Inception report;
• 40% Upon submission and acceptance of the First Draft of the Concept Paper (PIF) and conduct of Stakeholders Consultation;
• 40% submission and acceptance of the Final draft of the Concept Paper (PIF) 

Devoirs et responsabilités

The consultant will work with the EMB-DENR in close consultation with UNDP CO, to undertake the specific tasks as below, but may not be limited to:

• Review reports and materials including relevant legal analysis reports, legal framework & national policy to capture previous experience and baseline related to POPs and relevant ongoing/planned activities.
• Identify barriers for implementing sound management of chemicals and propose actions/measures to overcome barriers including project components, project budget estimate and potential co-financing sources.
• Based on the baseline, suggest relevant interventions (i.e. activities) by the project in terms of policy, capacity building, awareness raising, training, technology transfer and pilot, etc & suggest the change/revision of project goal, objective, components. 
• Estimate the proposed project budget, identify project co-financing partners and indicative amounts of co-financing in close consultation with UNDP and DENR and other potential partners.
• Identify indicators, main risks, assumptions and associated mitigation measures according to the GEF/UNDP approach to risk management.
• Finalizing the PIF together with UNDP CO and UNDP BRH.

Qualifications et expériences requises

Offers will be evaluated based on combined scoring method – where the Technical Proposal will be evaluated based on qualifications in the CV and brief description of previous work. The Technical evaluation is weighted a max. of 70%.

The Financial Proposal that will be evaluated through submission of the Offeror's Letter to UNDP Confirming Insterest and Availability for the IC including Financial Proposal Template and combined with the price offer will be weighted a max of 30%;

For the evaluation of the Technical Proposal, the selection of the successful consultant must be based in the following qualifications (with the appropriate obtainable points):

Applicants who will only receive 70 points  from the assessment of the CV and Brief description of why the individual considers him/herself as the most suitable for the assignment will be qualified for the assessment of the Financial Proposal.

1. Duly accomplished Offeror's Letter to UNDP Confirming Insterest and Availability for the IC that indicates the all-inclusive lumpsum contract price, supported by a breakdown of costs, as per template provided; If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
2. Financial Proposal (Annex 2 of Offeror's Letter to UNDP Confirming Insterest and Availability)
3. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
4. Cover letter, indicating a brief description of why the individual considers him/herself as the most suitable for the assignment.
