Financed by the Government of Switzerland and implemented by the United Nations Development Programme (UNDP), the Municipal Environmental and Economic Governance (MEG) Project is a 12-year intervention in the domain of local governance in Bosnia and Herzegovina. The Project’s overall goal is defined as follows: Local governments (LGs), assigned with appropriate competences and finances, have improved their democratic governance, apply sound public policy and performance management systems, and provide public services in an inclusive, effective and efficient manner, particularly those related to economic and environmental sectors.

The expected concrete improvements the Project will contribute to are clustered in three outcomes, as follows:

  • Outcome 1: Supported local governments apply effective development management systems characterized by stronger oversight of the legislative and greater accountability towards the citizens.
  • Outcome 2: Citizens and businesses in target localities benefit from good quality services provided by LGs in the economic and environmental sectors.
  • Outcome 3: Improved regulatory framework at higher and local government levels.

The Project’s territorial focus is on the North-West part of the country (including Una-Sana Canton and Prijedor region) and the North-East region (the wider Doboj-Tuzla area), covering 18 partner LGs: Bihac, Bosanska Krupa, Cazin, Doboj, Gracanica, Gradacac, Gradiška, Kalesija, Kostajnica, Kozarska Dubica, Prijedor, Prnjavor, Sanski Most, Tešanj, Teslic, Tuzla, Velika Kladuša and Žepce.

The Project is implemented in partnership with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, the Ministry of Development, Entrepreneurship and Crafts of the Federation of Bosnia and Herzegovina (FBiH), the FBiH Ministry of Agriculture, Water Management and Forestry, the Ministry for Administration and Local Self-Government of Republika Srpska (RS), the RS Ministry of Agriculture, Forestry and Water Management and both entity Associations of Municipalities and Cities (AMCs).

The overall objective of this consultancy is to enhance knowledge and skills of LG and utilities’ employees on management of large-scale infrastructure projects, which is considered an important pre-condition for improved implementation of LG environmental sector development plans.

To this end, a National Consultant forNational Consultant for Local Governments’ Large-Scale Infrastructure Projects (hereafter: the Consultant) will be contracted. The Consultant will be responsible for: i) reviewing the existing training program Preparation of the Technical Documentation for Large Scale Projects in LGs, developed by UNDP in 2012, as well as reviewing the Needs-assessment report from 2019 on technical assistance (TA) requirements of MEG partner LGs in the environment sector, ii) developing an outline of the training programme that will be based on the existing training program but still tailor-made to current LGs’ needs for TA, iii) updating and enriching the existing training program to fully reflect current relevant legislation frameworks (especially in the environment sector), to be more relevant and up to date, and to better target the specific needs expressed by the partner LGs during the TA needs-assessment phase, iv) developing a brief Manual, corresponding PowerPoint presentations and training exercises for the updated training, and v) delivery of the training, as well as limited advisory support to LGs focusing on the concrete infrastructure projects.

This activity will take place within the Local Government component of the MEG Project, which aims to achieve significant improvements in the overall performance of partner LGs, entailing reform-type efforts by municipal leaderships and employees, towards more effective and citizen-centred municipal governance and public service delivery.

Devoirs et responsabilités

As a starting point, the Consultant will take into account the existing training program Preparation of the Technical Documentation for Large Scale Projects in LGs, as developed by UNDP in 2012. However, this training programme will be updated and put in the context of the current LG needs and made relevant to the foreseen audience in 2019.

The assignment will consist of:

  • One-day training as a combination of lecturing and inter-active discussions that would facilitate intermunicipal exchanges,
  • Advisory support and on-the-job coaching of individual LGs for preparation and/or support for implementation of one chosen large-scale infrastructure project from their environmental sector plans.

Advisory support should be provided in a flexible manner, in line with LGs’ capacities and preferences, as much as possible. On-the-job coaching should maximise the learning by LGs, as it is envisaged as additional support for LGs’ work on projects of their interest.

More specifically, the Consultant will have the following tasks: 

Task 1: Review of the existing documentation and preparation of the training programme outline

As the first step, the Consultant will review the existing training program Preparation of the Technical Documentation for Large Scale Projects in LGs developed by UNDP in 2012. Further, the Consultant will review the Needs-assessment report from 2019 on technical assistance (TA) requirements of MEG Project partner LGs in the environment sector. All relevant material will be provided by the MEG project. Based on the findings and inputs received from the MEG Project team, the Consultant will firstly develop a draft of the simplified training program outline and submit to the MEG Project for vetting.

It is envisaged that this task will be delivered by 30 September 2019, and the level of effort will not exceed 1 expert day.

Task 2: Preparation of the training programme and detailed agenda for the training

After the Task 1 is completed and the first draft of the outline vetted by the Project team, the Consultant will develop detailed training programme that will contain a brief description of envisaged training topics, considering: i) main stages in preparation and implementation of large-scale infrastructure projects, ii) framework for managing public investments and link with the project cycle management, iii) legal framework for planning and preparation of large-scale infrastructure projects, iv) public consultation processes, v) cost dynamics, vi) common problems and how to address them (e.g. property-legal issues), vii) realistic planning of future needs, viii) ownership over infrastructure assets, management and maintenance responsibilities and ix) obligations, cost recovery and sustainability of the project. This list of topics is not exclusive, and the Consultant will be encouraged to propose the topics in line with his/her experience of LGs’ needs.

As a part of the design of the comprehensive training programme, the Consultant will propose approaches and learning methods, e.g. lecturing, intermunicipal exchanges, advisory support, coaching and other appropriate methods deemed most efficient for LGs to acquire new knowledge and practical skills.

Next, the Consultant will support partner LGs to identify one large-scale project each (from their environmental sector plans) that will be taken as an example for the on-the-job coaching, so that training participants get opportunities to exercise the knowledge acquired at the training.

For the purpose of this ToR, a project will be considered as a large-scale infrastructure project, if it meets any of at least two of the following criteria:

  • Costs more than 500,000 BAM (VAT excluded);
  • Planned execution of its works lasts longer than six months;
  • Comprises of implementation in phases;
  • Will be implemented from multiple funding sources, including international financial institutions (IFIs);
  • Includes process design and/or procurement of the technology;
  • Includes design, procurement and installation of hydromechanical, electrical, electronical or digital equipment and/or machinery;
  • Requires a complex composition of expert teams for the project design and development;
  • Requires consents from the higher levels of government (Agency for water protection, Agency for roads, Agency for railroads, etc.);
  • Requires environmental approval (to be issued by relevant ministries/other agencies);

The training outline and the list of identified projects will be finalized in consultations with the MEG team.

In addition, the Consultant will develop a detailed agenda for the one-day training, which will anticipate time for lecturing, interactive discussions and workgroup discussions.

It is envisaged that this task will be delivered by 10 October 2019 and the level of effort will not exceed 4 expert days.

Task 3: Preparation of the Manual and PowerPoint presentation for training

Based on the review of existing materials performed under the Tasks 1 and 2, the Consultant will design a brief Manual on preparation and implementation of large-scale infrastructure projects (circa 15 pages) for training participants. The Manual will contain all topics defined in the outline. A draft Manual will be submitted to MEG team for consultations.

Upon finalization of the Manual, the Consultant will prepare a PowerPoint presentation for one-day training by adapting the content of the Manual for slides. The Manual and PowerPoint slides will be distributed to training participants in electronic form at the end of the workshop.

It is envisaged that this task will be delivered by 31 October 2019 and the level of effort will not exceed 12 expert days.

Task 4: Delivery of the training and advisory support to LGs

The Consultant will deliver two one-day trainings for all MEG partner LGs (one training in each Project’s cluster for up to maximum 3 participants). Workshop locations and invitations to participants will be done in cooperation with MEG team.

After the training, the Consultant will provide necessary advisory support and on-the-job coaching to each LG individually, helping them to prepare and/or implement their chosen project. In provision of support, the Consultant will rely on online communication (email) and phone, approximately one working day per LG. Progress will be measured by the degree of preparation and/or implementation of the chosen project.

The Consultant will register typical bottlenecks and dilemmas faced by LGs, which were successfully addressed during this assignment and report them back to the MEG project.

It is envisaged that this task will be delivered 28 February 2020 and the level of effort will not exceed 21 expert days.

  • At least 3 years of public administration experience, preferably at LG level.
  • At least 3 years of working experience in the environmental sector, preferably at LG level.
  • Demonstrated understanding of relevant LG competences.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
