UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Japan Liaison Office has been established in Bunkyo-Ku, Tokyo, Japan since April 2015. The Office works on strengthening UN Women’s partnerships in Japan and raising awareness about UN Women’s work, for example through lectures and public events. In particular, it is expected reach out to various actors, including the government, parliaments, private enterprises, academics, NGOs, media and other and to keep them informed about UN Women’s work and role with regards to gender equality and women’s empowerment. Against this backdrop, UN Women Japan Liaison Office in 2017 launched a  gender project “Raising awareness of gender equality (“GE”) among the youth in Japan” and has worked closely with project partners to implement the project to date.

In this scope, the Gender Project Consultant will assist the Gender Project Manager in project management and private-sector outreach and engagements. She/he will support implementation and coordination of the project activities, in close coordination with project partners and other stakeholders. She/he will also support operations management, including budget planning and monitoring, procurement of items/services required to implement the project activities. In addition, the Gender Project Consultant will assist the office in private sector engagement, including partnership buildings and HeForShe promotion. Through her/his functions, the Gender Project Consultant will contribute to the overall synergy of the team, and subsequently enhance the productivity of the Japan Liaison Office. 

Devoirs et responsabilités

Under the supervision of the Gender Project Manager, the main responsibilities of the Consultant will be to:

1. Provide support by assisting the manager, with the financial and operation for effective and smooth project implementation and coordination.

  • Support the operational aspect of the project delivery such as resource allocation planning, budget and expenditure monitoring, and procurement actions, using ATLAS and SharePoint;
  • Prepare requisitions in ATLAS, tracking of contracts, Purchase Orders (POs), issuing receipts, payments for contractors, and follow up, where required;
  • Coordinate day-to-day activities with project partners (including Donor, contractors, and beneficiaries), and relevant business units of UN Women (including HQ Resource Mobilization Business Center, and Finance and Procurement teams) to ensure quality and speedy delivery of project related activities and smooth implementation of the project;
  • Act as an entry point of the project activities, respond to simple queries/questions related to the operational and administrative aspects of the activities to internal and external stakeholders, or report and address issues to Gender Project Manager;
  • Contribute to organizing meetings/events/workshops and preparing travels of Head of the Office and Gender Project Manager. Provide logistical support and substantial input, including the creation of information materials (e.g. PowerPoint presentations/briefing materials/notes/talking points, etc.);
  • Attend (and/or represent, as necessary) project related meetings/events/workshops, and prepare minutes, notes, or reports to document such activities.
  • Monitor the progress of the project with indicators and support evaluation of the outcomes of the project activities, including a collection of data;
  • Identify shortfalls in delivery, and recommend corrective strategies and actions to Gender Project Manager;
  • Help organize data and resources for internal and external stakeholders of the project; and
  • Undertake duty travels to deliver project activities.

2.    Support private sector engagement, incl. partnership development and HeForShe promotion

  • Contribute to strengthening relations with private sector entities through effective communication.
  • Conduct prospect research; collate, analyze, and provide data and draft communication materials to help prepare proposals and presentations of the office and its activities, incl. HeForShe;
  • Manage production of communication products, including the creation of Japanese translation of public information materials such as leaflets, reports, guidelines, webpages, and multimedia;
  • Help manage the webpages of Japanese Liaison Office, including HeForShe page in Japanese; and
  • Assist in shooting and editing film videos, mix sound and slideshows, if required.

3.   Any other duty assigned by the Director of the UN Women Japan Liaison Office and the Gender Project Manager.

Qualifications et expériences requises

Education:

  • Bachelor’s degree or equivalent in Gender Studies, International Relations, Education, Business, Public Administration, or Communication is desirable.

Functional Competencies:

  • At least 3 years of progressively experience in project management/support;
  • Experience of ERP systems, such as Atlas to manage finance and procurement, is desirable;
  • Experience in the use of computers applications and software package (MS Word, Excel) and Web-based management systems or CMS, such as Sitecore;
  • Working experience in international organizations and/or the private sector is desirable.

Language:   Fluency in written and spoken  English and Japanese.
