This position is located in the Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA), which is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

This job opening, Service Contract (SC) is published for the position of Humanitarian Affairs Associate (HAA), SB-4- SC-8/2 in Amman, Jordan. Under the overall supervision of the Deputy Head of Office, the Associate Humanitarian Affairs Officer reports to the UN Humanitarian Civil Military Coordination Lead, for a pilot period of 6 months with possibility of extension.

Assist the Coordination and Operations Services team to provide timely and high-quality information products to the humanitarian leadership for evidence-based decision making.

The Humanitarian Notification Unit Programme Associate will be key in ensuring the smooth running of the Humanitarian Notification System in Syria, which will require a client-oriented approach to interactions with operational humanitarian actors within the region. The role requires strong and supportive relations with OCHA Damascus and OCHA Gaziantep. 

Duties and Responsibilities: 

Key Responsibilities:

  • Within delegated authority, the HAA will be responsible for the following duties:
  • Support in the provision of operational and technical support to hubs in Gaziantep and Damascus.
  • With support from IM teams in Gaziantep provide guidance on good IM, data management and database management.
  • Monitor analyze and report on humanitarian notification, incidents and conflict in Syria.
  • Manage day-to-day data entry, transmission and reporting about deconfliction notifications.
  • Track and file information related to pending conflict incidents.
  •  Contribute to the preparation of various reports and dashboard on incidents related to deconfliction and humanitarian notification.
  • Develop and maintain reference/resource information on specific topics or policy-related issues on humanitarian deconfliction and notification.
  •  Respond to various inquiries and information requests internally and externally.
  • Assist in the production of training and capacity building for humanitarian notification.
  • Assist in the organization of meetings, and workshops, for NGOs and partners regarding technical aspects of the humanitarian notification system.
  • Provide internal backstop for administration, information management and safekeeping of the data related to the humanitarian notification system.
  • Maintain awareness of current humanitarian affairs and related issues, to include relevant political, policy, gender considerations or other developments in specific subject area, country or region concerned.

Qualifications et expériences requises

Education:

Bachelor’s degree in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. Related military or civil defence experience would be considered.

Work Experience:

5 years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or a complex emergency or military related area is required.

Experience in the UN Common System is desirable. Experience in the Middle East region is desirable. Experience in the military, complex emergency, or peacekeeping mission is desirable. Experience in information management, particularly database systems, is required. Excellent communication skills that can contribute to advocacy and high-level communications.

Language Requirements: Fluency in English and Arabic is required.

Assessment: Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
