Background:

The Republic of Djibouti is a small multi-ethnic nation of 940,000 inhabitants. The country has experienced exceptional economic growth in recent years. The country has experienced exceptional economic growth in recent years by leveraging the country strategic location near the world's busiest shipping lanes and close to Arabian oilfields. The member of the League of Arab States (Arab League) and the Common Market for Eastern and Southern Africa (COMESA) is among the top 10 performers in the GDP growth. GDP growth in 2018 is estimated at 7 percent reflecting an acceleration from the estimated 6.5 percent in 2016. Djibouti has a mixed economic system which includes a variety of private freedom, combined with centralized economic planning and government regulation. The economy has a dual aspect: on the one hand, it has a modern sector based on revenues from ports and military bases leased by foreign countries; on the other hand, it has a large informal sector

Since the adoption of the 2030 Agenda, the Republic of Djibouti has taken several steps to support its implementation. The 'SCAPE', the development plan based on 'Djibouti Vision 2035', ends in 2019. In December 2016, UNDP carried out a multidisciplinary assistance mission to develop a roadmap for ownership, integration and implementation in Djibouti of the SDGs. Among other conclusions, that mission recommended to reinforce the capacities of the UNCT and the government on SDG related knowledge and processes, including the elaboration of the VNR. 

A second sustainable development plan, based on the SDGs, is being developed. The Government requested UN support to develop the plan and ensure not only a full alignment with the SDGs, but also a full 'buy in' among the state and other development actors. The level of appropriation and knowledge of the SDG and the agenda 2030 is still limited, hence the need to support the government (and particularly the Ministry of finance and MOFA – who are leading the process) to ensure a comprehensive and inclusive approach, and for a whole of the UN system coordinated support to the exercise.

Devoirs et responsabilités

Working under the direct supervision of the UN Resident Coordinator, and located in the UN Resident Coordinator Office, the Strategic Advisor will support UNCT collective action and will:

  • Provide strategic advice to the UN Resident Coordinator and UNCT as well as to the government on SDG integration into the planning processes;
  • Provide expertise to develop, execute and ensure funding for a plan for Agenda 2030/SDG appropriation, in support of the Government’s efforts, in collaboration with and with the full support of the UNCT;
  • Plan/Facilitate/Support SDG dissemination and appropriation efforts among stakeholders, in collaboration with government interlocutors and the UNCT as well as other development partners;
  • Provide support for the elaboration of the national development plan fully aligned with the Agenda 2030 and SDG, including through mobilization and coordination of UNCT efforts geared at supporting the process;

Support advocacy with regards to governance of 2030/SDG related processes, and the national development plan elaboration and follow up (including M&E).

Qualifications et expériences requises

I. Academic Qualifications:

  • Master's degree or higher in development studies, social sciences, public policy, economics or other relevant fields.

II. Years of experience:

  • At least 7 years' experience in positions of increasing responsibility in the field of sustainable development, coordination of development, and implementation of development policies and strategies in a governmental, multilateral or civil society organization context;
  • Proven technical and managerial knowledge and leadership in developing strategies related to sustainable development and planning, and supporting development processes, by working with a variety of development actors;
  • Excellent communication and analytical skills (written, verbal, interpersonal and intercultural);

FINANCIAL PROPOSAL:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). EVALUATION:

Individual consultants shall be secerned first, only Offerors who considered having the minimum academic, experience and language requirement shall be considered for evaluation.

Screened Offerors shall be evaluated based on the following methodologies:

Cumulative analysis

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 of technical point would be considered for the Financial Evaluation
