UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Ukrainian Constitution, policy and legal frameworks guarantee equality for women and men in Ukraine in all sectors. The country adopted Sustainable Development Goals (SDGs), joined the Beijing Declaration and the Platform for Action (BPfA) of the 4th World Conference for Women (1995) and ratified the main international instruments on gender equality and women’s rights, including the Convention on Elimination of All Forms of Discrimination against Women (CEDAW).

To further support the consolidated efforts of the Government, Parliament, women’s groups and civil society organisations (CSOs) to meet State commitments on gender equality and women’s rights, including CEDAW, UNSCR 1325 and SDGs through the reforms and peace and security processes, UN Women in partnership with the Government of Ukraine, implementing the project “Enhancing accountability for gender equality and women’s empowerment in national reforms, peace and security” (referred as Reforms Project, hereafter), funded by the Government of Sweden.

The project goal is to achieve transformative results for gender equality and women’s empowerment in Ukraine by integrating gender equality and women’s human rights commitments into the national reforms and the peace and security processes, and by putting mechanisms in place for adequate financing, implementation, monitoring and evaluation. The project aims to: consolidate the efforts of government, parliament and civil society to remove structural barriers to gender equality and women’s human rights; ensure accountability of national governance, reforms, planning and budgeting for commitments and priorities in the areas of gender equality and women, peace and security; strengthen cross-sectoral coordination and oversight for gender and women’s rights commitments; strengthen coalitions between government, parliament, media and civil society for evidence-based advocacy in Ukraine; strengthen the capacity of gender advocates and women’s groups to effectively demand gender equality in reforms and peacebuilding.

To provide technical and coordination assistance to the WPS portfolio of the Reforms Project, UN Women seeks to hire a National Consultant to support the Women, Peace and Security component of the project with expertise on gender mainstreaming to the reforms, focusing on the security sector reforms and defence sector reforms.

Devoirs et responsabilités

Under the overall guidance of the UN Women Representative, and direct supervision of the Programme Specialist, the consultant on Women, Peace and Security contributes to the effective management of UN Women Reforms Project (2017-2021) in Kyiv, Ukraine, by providing technical support and inputs to the project team in programme design, formulation, implementation, evaluation and reporting.  S/he guides and facilitates the delivery of UN Women project by providing technical advice, coordination and partnership support for enhancing women, peace and security agenda through the project implementation.  She/he works in close collaboration with the programme and operations team. The key responsibilities under the assignment include, but not limited to:

-          Prepare substantive inputs and reviews through analysing reports, capacity building manuals, toolkits, and other documents produced by the project related to the gender mainstreaming to the security and defence sector reforms, focusing on the women, peace and security agenda in the security and defence reforms and providing strategic advice on the thematic priorities related to the WPS component of the project;

-          Maintain partnerships with diverse stakeholders through participation in consultations with the government and non-government partners of the project on the issues related to the gender mainstreaming to the reforms, focusing on integrating women, peace and security priorities in the security and defence sector reforms;

-          Coordinate and facilitate organizing of trainings/workshops/events under the project related to the gender mainstreaming to the reforms, focusing on integrating women, peace and security priorities in the security and defence sector reforms;

-          Perform any other duties requested by the project related to the gender mainstreaming to the reforms, focusing on integrating women, peace and security priorities in the security and defence sector reforms.

Assignment / Deliverables

Submit a progress report about the work performed and achievements, lessons learnt and recommendations on gender mainstreaming to the reforms, focusing on integrating women, peace and security priorities in the security and defence sector reforms, namely,

  1. Prepare a plan of action in collaboration with the Programme Specialist at the beginning of each month, prioritizing the actions for the month to coordinate and oversee implementation of the activities as per the Annual Work Plan;
  2. Ensure substantive contribution to the analysis and research of the political, social and economic situation in the country and prepare of substantive inputs to the Reforms project planning and implementation as per the Annual Work Plan 2019 and 2020;
  3. Coordinate with the Office of the government Commissioner on Gender Equality Policy, Ministry of Interior, Ministry of Defence, General Staff, higher educational institutions of security and defence sector, international partners and partner civil society organizations;
  4. Keep abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;

       v.            Coordination and liaison of the work with 10 higher education institutions of security and defence sector, review the documents prepared by the advisory groups and provide substantive inputs to the same, and coordinate a study tour of the partner organizations;

     vi.            Liaise and coordinate with the national consultants for WPS related work with the Ministry of Interior, and Ministry for Veteran Affairs, Temporarily Occupied Territories and IDPs

    vii.            Implement the planned actions with the women veterans’ movement, women IDPs and other civil society organizations as emerge during the programme implementation; - by 15 March 2019

TOTAL - 120 days

  • The reports and all supporting documents should be submitted in English language. 
  • The Consultant is expected to work using her/his own computer but may access the UN Women office for printing of relevant documents. 

Performance evaluation:

Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager, which will also be the basis for payment on a delivery-by-delivery basis to the consultant.

Financial arrangements

Payment will be disbursed in six instalments on monthly basis as certified by the UN Women international Programme Specialist that the services have been satisfactorily performed based on the work plan designed at the beginning of the assignment.

Qualifications/Education

  • University Degree (Master’s degree or equivalent) in Gender Studies, Development Studies, Law, International Relations, Peace Studies and Conflict Resolution, and other related fields.

Experience:

  • At least 5 years of professional experience in gender studies, conducting gender analysis and preparing reports related to women, peace and security and other related fields;
  • Proven experience with for policy advice and capacity building support to the governmental institutions on gender equality and women’s empowerment, as well as Women, Peace and Security agenda;
  • Proven experience of work with civil society on women, peace and security;
  • Advanced knowledge of the international and national legal framework on gender equality and women’s rights;
  • Sound knowledge and understanding of international and national best practices, tools and methodologies on gender analysis, gender mainstreaming, women, peace and security;
  • Advanced understanding of gender equality and women’s human rights;
  • Proven experience of work with international development partners.

Languages and other skills:

  • Fluent in English and Ukrainian;

·         Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria. Total max 70 points:

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on a desk review and the following technical qualification evaluation criteria:

Technical Criteria:

Criterion A – Relevant education:

  • Proven experience with for policy advice and capacity building support to the governmental institutions on gender equality and women’s empowerment, as well as Women, Peace and Security agenda; (10 points);
  • Proven experience of work with civil society on women, peace and security (5 points);
  • Advanced knowledge of the international and national legal framework on gender equality and women’s rights (10 points);

Total Obtainable Score for technical criteria – 70 points

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.

·         The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
