UN Women’s programme on Second Chance Education (SCE) and Vocational Training aims to reach out to and enable 40,000 underprivileged young women and women in India through education, training, employment and entrepreneurship skills. The programme is trying to address the structural barriers young women and women face in realizing their full economic potential by trying out innovative pilots in all these verticals across project states viz Bihar, Maharashtra, Odisha and Rajasthan. To support young women and women in getting skilled and gainfully employed, the project adopts an empowerment approach to livelihoods as against the instrumental approach where the focus is merely on skills/income generation. The activities to strengthen women’s learning and earning pathways, therefore, will be coupled by the capacity building initiatives on making women aware about their rights and entitlements, raise voice against violations and demand accountability from duty bearers. The Programme will adopt evidence-based policy advocacy, leveraging UN Women’s and implementing partners’ institutional relationships with key relevant Ministries such as Ministry of Skill Development and Entrepreneurship, Ministry of Rural Development/National Rural Livelihoods Mission and Ministry of Human Resource Development. The programme intends to create a supportive ecosystem to enhance; women’s participation in the workforce and opportunities of self-employment, at the state as well as national level.

UN Women has historically used Gender Responsive Budgeting (GRB) as a tool to create accountability in the government and non-government machinery ensuring that national planning, budgeting, monitoring and evaluation processes incorporate a gender perspective. Evidence suggests that adopting GRB as a tool has significantly contributed towards building political support, developing technical resources and capacities, generating good practices for improving women's access to services and increasing accountability for Gender Equality and Women’s empowerment (GEWE). 

Under the SCE programme GRB has been adopted as a tool to promote accountability and monitoring of the resources invested in women and young women particularly in the skilling, employment and entrepreneurship sector. The SCE programme will be implemented in 4 states - Bihar, Odisha, Rajasthan and Maharashtra, in these states the programme will conduct trainings to build capacity on GRB especially focussing on the Skill, Employment and Entreprenuership. These trainings will also be streamlined with the ongoing interventions of the programme.

Insights generated from these trainings will enable key stakeholders at the state level to accelerate their efforts to ensure that women’s economic empowerment is a priority and is adequately reflected in the budgeting processes at the state level and within the line department and state missions, and to make concrete changes for adequate resource allocation towards women’s skilling, employment and entrepreneurial needs. The focus areas of trainings will be as follows:

  • Establishing/strengthening institutional mechanisms for GRB.
  • Generating evidence on how sectoral policies/programmes focusing on skilling, employment and entrepreneurship, could be made more gender responsive.
  • Enhancing capacities of government and non-government stakeholders for sustaining change.
  • Strengthening the link between outlays to outcomes through gender audit.

Within this context, UN Women seeks the services of a Gender Budgeting Training Expert to undertake GRB training from the perspective of women’s skilling, employment and entrepreneurship. The trainings will aim to strengthen existing capacities of both government and non-government partners on policy/programme design, budgeting, implementation and evaluation from a gender perspective to engender institutional planning and budgetary processes.

A total of 4 trainings of 2 days duration each, will be organised across the 4 programme states  - Maharashtra, Odisha, Rajasthan and Bihar. The trainings will be attended by 20 – 25 participants from state departments/missions, district administrations and CSO partners.

Devoirs et responsabilités

Under the guidance and direct supervision of Country Programme Manager, Second Chance Education, the Training Expert will review the existing training modules and modify/develop new content from the perspective of women’s skilling, employment and entrepreneurship. The Training Expert will also conduct trainings with support from UN Women staff/consultants/partners to enhance capacities of relevant stakeholders using the existing/new content. The Training Expert will also share the report of each training with a pre and post assessment of the participants.

The Technical Expert will work with the teams of UN Women in India and CSO partners at the state and district level to ensure that the training includes diverse perspectives and meets the requirement of the SCE programme.

Therefore, the Training Expert will have the following tasks:

  • Map the relevant stakeholders with the support of UN Women team and CSO Partners
  • Organise inception meetings to discuss the scope of work with CSO partners at the national and state level
  • Review the existing training contents on GRB from the perspective of women’s skilling, employment and entrepreneurship, identify gaps and develop/modify content which is contextual  and relevant for the participants
  • Finalise training modules in consultation with the UN Women team
  • Develop pre and post training assessment tools
  • Conduct  4 trainings of  2 days  each in the four programme states – Odisha, Maharashtra, Bihar and Rajasthan to train government and non-government stakeholders at state level to sensitise them on GRB as well as on how to integrate GRB in their planning, budgeting and auditing of schemes and programmes
  • Prepare reports on the trainings including the pre and post assessment to highlight the findings

Deliverables & Payment Schedule:

  • Preparatory meetings with UN Women and Implementing partners staff, understanding the context, plan the assignment and submit final deliverables- 2 Days (one day in the beginning and one before submission of the final report)
  • Finalise training content - including the review of existing content, identifying gaps and modifying/ developing new contents based on the gaps identified – 5 Days
  • Successfully coordinating with the CSO partner at the state and district level to identify the participants relevant to the SCE programme – 2 Days
  • Pre and post training assessment format - 1 Day
  • 4 State training of 2 days each - 12 Days including travel time
  • 4 State training report with Pre and post training assessment highlighting the key findings and any follow up actions required along with recommendations if any - 8 Days

Qualifications et expériences requises

Education:

  • Master’s Degree in Social Sciences/ Social Work /Gender Studies/Public Administration/Policy or related fields.

Experience:

  • Minimum 5 years of experience at the national/state level working with development projects including hands-on experience of design, implementation and monitoring/evaluation of projects preferably on Gender Equality and Women’s Rights;
  • Experience on financial/budgetary data analysis, statistics and quantitative and qualitative research is required;
  • Substantive experience of conducting trainings/workshops/capacity building exercises essential;
  • Experience of working with national/ state governments; particularly on GRB is a must.

Language:

Proficiency in English; good command over Hindi in reading and writing.
