Historique
The Istanbul Programme of Action (IPoA) adopted at the Fourth UN Conference on Least Developed Countries (LDCs) in Istanbul, Turkey in May 2011, constitutes an ambitious policy agenda agreed by the international community to address the challenges faced by the LDCs, based on the fundamental tenets of mutual accountability and enhanced international cooperation.
The overarching goal of the IPoA is to overcome the structural challenges faced by the LDCs in order to eradicate poverty, achieve internationally agreed development goals and enable them for graduation from the LDC category. It also recognizes that the LDCs represent an enormous potential for world economic growth, stability and prosperity.
Towards the end of the decade-long programme, all participating countries are expected to prepare a national report highlighting the implementation of the Istanbul Programme of Action by the LDCs and their development partners for the decade 2011 - 2020. It will share best practices and lessons learned and identify obstacles, constraints and actions and initiatives needed to overcome them, as well as new challenges and emerging issues. The report has been requested by the United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS) no later than 30 November 2019.
Devoirs et responsabilités
Under the overall supervision of the Economics Advisor, the individual consultant(s) will write a report assessing Lao PDR’s progress, obstacles, constraints, actions and measures necessary to further the implementation of the Istanbul Programme of Action for the LDCs for the decade 2011-2020. The consultant will assist in the preparation of the national report which will serve as an input to the substantive preparations for the end-of-decade review. Deliverables and Timelines:

Functional Competencies:
- Excellent analytical and writing skills in an engaging and succinct manner;
Good knowledge and understanding of the UN system; familiarity with UNDP’s mandate an asset.
Qualifications et expériences requises
Education:
- Master’s degree in Economics, developmental studies or related subject areas.
Experience:
- Relevant work experience of at least 10 years in development, economic policy analysis, or governance;
- Familiarity with latest practices and experiences in the focus areas, especially related to Lao PDR or similar contexts;
- Experience (with evidence) of similar works;
- Experience in quantitative and qualitative data collection methods and analysis, including: surveys, focus group discussions, key informant interviews etc.
Language:
- Proficiency in English.
