The EC-UNDP Joint Task Force in Electoral Assistance (JTF) was established in 2007, to further strengthen and facilitate the already existing EC-UNDP partnership in the field of electoral assistance and improve the overall efficiency and adherence of the projects to the common EC-UNDP strategic approach. The EC-UNDP Electoral Assistance Guidelines have been signed in 2006, renewed in 2008 and more recently in 2016 to set parameters and cooperation framework between the two organisations in the field of electoral assistance and defines the JTF mandates. The JTF monitors and supports the EC-UNDP Partnership in Electoral Assistance, which, since 2004, has seen over $1 billion of EU funds support UNDP-implemented electoral assistance projects in approximately 50 countries. The JTF comprises experts from UNDP and the European Commission and provides in-depth technical and advisory support to all EC-UNDP joint electoral assistance projects world-wide, through the conduct of in-country missions as well as remote support from Brussels. It also aims at reinforcing the strategic position of UNDP as implementing agency in the domain of electoral assistance.

The day-to-day work of the JTF is divided between country-level support, knowledge materials production and the organization of global thematic events. At the country level, the JTF is assisting UNDP Country Offices and EU Delegations in the resource mobilization, formulation, implementation, monitoring and evaluation of joint electoral assistance projects, as well as in drafting of the narrative and financial reporting. The JTF also ensures that the EU Election Observation Missions (EU EOM) recommendations are programmed into the eventual projects, where harmonized with both the recommendations of the UN electoral Needs Assessment Mission and the UNDP/national priorities. On the knowledge production front, the JTF undertakes research, regularly develops publications and online learning courses on a wide range of electoral-related topics fed from experience implementing the national level projects. All JTF eLearning courses are available on a free online dedicated platform (https://elearning.ec-undp-electoralassistance.org/). In addition, the JTF has organized a number of global thematic workshops worldwide. Besides, the JTF also carries out communication and outreach events such as photo exhibitions showcasing the EC-UNDP partnership in the field of elections. Within the framework of the renewed Electoral Assistance Guidelines, the JTF has been mandated to develop, host, and maintain electoral assistance projects’ dedicated websites, as part of increased visibility efforts. Since then, the JTF has developed over 10 running websites for EU-funded electoral assistance, all developed through the standardized JTF templates, and is expected to develop more in the year to come.

In 2018, the JTF has developed a joint EU-UNDP “Sustaining Peace through Elections” initiative (SELECT) anchored in a new governance strategy called “Democracy Strengthening approach”, aiming at bringing together key institutions and work on different themes such as inclusion, transparency, accountability, integrity and capacity. The initiative also has a more conflict-sensitive branch called Programming for Peace, aiming at assisting electoral stakeholders in the formulation and implementation of electoral assistance projects through a range of activities centred around conflict prevention. These two pillars, Democracy Strengthening and Programming for Peace, are supported by the SELECT Toolbox, a web platform with open access to practical tools and activities. The JTF will support the COs in the implementation and follow-up of some of the SELECT activities, such as electoral violence early warning systems. The JTF will also develop standalone websites for each of the implemented SELECT projects and will be in charge of their hosting, update and maintenance.  

Devoirs et responsabilités

Under the overall guidance of the UNDP Programme Advisor – Elections and Coordinator of the Joint EC-UNDP Task Force on Electoral Assistance (JTF), the consultant will be expected to perform the following tasks:

 

  • Deliverable 1:

Act as a focal point for the web design company in the management, update and maintenance of the JTF corporate website and the SELECT website; on the JTF corporate website, draft and upload an average of 2 to 3 articles per month;

  • Deliverable 2:

Act as a focal point for the web design company in the development of up to 6 additional projects’ standalone websites for all EU-funded electoral assistance projects. This includes gathering content (articles, photos, videos, key figures, main objectives and achievements from the project, etc) from the country office electoral team under the supervision of the Country Office management, and if needed, transforming it into readable website-friendly narrative;

  • Deliverable 3:

Under the supervision of the Programme Advisor – Elections, ensure the regular update of the currently 13 running project’s websites, in close cooperation with the Country Office, by revising data, updating narratives, collect knowledge materials such as publications, gather photos, videos, optimizing website design, etc;  

  • Deliverable 4:

Under the supervision of the Programme Advisor – Elections, assist in the regular update and maintenance of the SELECT website as part of the Sustaining Peace through Elections initiative (SELECT), including upload of news tools and regularly liaise with the IT company;

  • Deliverable 5:

Act as a focal point for the web design company in the development of a SELECT website standardized template and up to 5 related projects’ websites. This includes collecting and revising content in close cooperation with the Country Office staff and the IT company;

  • Deliverable 6:

Assist the programme advisors and SELECT focal point, in reviewing electoral assistance and SELECT project documents, in close cooperation with the Country Offices; assisting the Country Offices in finalizing the contractual agreements and in the narrative reporting, in close cooperation with the legal team in Brussels;

  • Deliverable 7:

Assist in planning and organizing meetings, conferences and other events organized by the JTF, including the weekly EC-UNDP Joint Task Force coordination meetings; assist in planning and preparing in-field missions. Any other tasks as assigned by the Programme Advisor – Elections.

Qualifications et expériences requises

Education:

Advanced university degree (MA)

Experience:

  • At least 2 years of relevant professional experience in developing and managing websites or web-based products,
  • At least 2 years of relevant professional experience preferably in the field of development and within an international organization; 
  • Knowledge of UNDP rules, regulations, policies and procedures a strong asset;
  • Familiarity with the EU-funded projects a strong asset;
  • Familiarity with running the administration of an office an asset. 

Requirements:

  • Fluency in English and French, written and oral, mandatory.
  • Candidates must have the legal right to live and work in Belgium.

 

I. Evaluation of Applicants

 

Application Evaluation Process

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: [70%]

Financial Criteria weight: [30%]

Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:

  • Candidate has at least 2 years of relevant professional experience in developing and managing websites or web-based products – max : 20 points;  
  • Candidate has at least 2 years of relevant professional experience preferably in the field of development and within an international organization – max :  20 points;   
  • Candidate has experience in and knowledge of UNDP rules, regulations, policies and procedures – max : 10 points;
  • Candidate is knowledgeable with EU-funded electoral assistance projects – max : 20 points.

Financial Criteria – 30% of total evaluation – maximum 30 points:

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

UNDP will apply a fair and transparent selection process that will take into account both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores. Application Submission Process

The application submission is a two-step process. Failing to comply with the submission process may result in disqualifying the applications:

Step 1: Interested individual consultants must include the following documents when submitting the applications in UNDP job shop (Please note that only 1 (one) file can be uploaded therefore please include all docs in one file):

Step 2: Submission of Financial Proposal

Applicants are instructed to submit their financial proposals in US Dollars for this consultancy to procurement.be@undp.org using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email with the following subject heading: Financial Proposal/JTF/WebsitesConsultant" latest by Friday 4 October 2019 . Proposals should be based on a monthly lump sum. Proposals received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.  No travel expenses will be involved as the duty station is Brussels and no travel is required.

Payments will be made only upon confirmation by UNDP that contract obligations have been delivered in a satisfactory manner.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org.
