Background

As the custodian of the evaluation function, the Independent Evaluation Office (IEO) of UNDP supports the Administrator in his/her substantive accountability function, and contributes to informed decision-making by the Executive Board, managing for development results by the organization and enhancing the evaluation function across the UN system by engaging with partners in the evaluation and development community.

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) is carrying out an “Evaluation of the UNDP's Development Cooperation in Middle-income Countries” (MICS). The evaluation is part of the IEO medium-term plan (DP/2018/4) approved by the Executive Board in January 2018. Similar to all evaluations undertaken by IEO, this evaluation has two main purposes: to enhance accountability to the Executive Board, programme countries and other stakeholders; and to inform UNDP’s engagement, particularly the formulation of programmatic and operational strategies for the MICs.

The evaluation will assess the nature, type and scale of UNDP support to MICs. The broad support services and role of UNDP in the MICs will be mapped, and in so doing, the evaluation will analyse the extent to which UNDP programmes and approaches are relevant to the needs of these countries.

The evaluation will examine UNDP’s contribution to the MICs through key priority areas of support, focussing on identification of programmes with most significant results and will examine where and how UNDP has added value. In assessing contribution and examining programming successes and challenges, the evaluation will seek to capture the main lessons from UNDP’s engagement in MICs. The evaluation also seeks to assess how conducive UNDP’s business model, and human and other resources have been conducive to enable delivery of its Strategic Plan.

This call for expressions of interest (EOI) provides a profile of the expected responsibilities of evaluation consultants for this thematic evaluation. The specific Terms of Reference (TOR) for the expected 5 consultancies will be provided at a later date to interested candidates who meet the required qualifications set out in this EOI. The duration of consultancies will vary depending on the specific tasks, and is expected to range between 25-50 working days within a period of 7 months.

Scope of assignment

The consultants will carry out data collection and analysis to assess the strategic positioning of UNDP in MICs. With exceptions, the assignment involves working from home as well as travel. Broadly, the type of activities consultants may be assigned include:

Desk review pertaining to the assigned work;
Country/regional/thematic case studies; and
Sub-theme meta-synthesis.

Timeframe

The evaluation will be conducted in several phases between November 2019 - May 2020. The main data collection, analysis and report writing will be completed between January – April 2020.

The following are the broad deliverables, which may evolve as per the needs of the evaluation:

Compétences

Competencies

Thematic expertise in one or more development priorities areas for MICs (reduction of poverty and inequalities; promotion of inclusive and participatory democratic governance; sustainable environment management and natural resources management; climate change) and/or organizational assessment
Knowledge of international debates in MICs, including structural transformation and growth, market integration, innovation, digital transformation, etc.
Ability to conduct analysis of large multi-country data sets in short period;
Familiarity with UN /UNDP mandate and operations; and
Strong written and verbal communication skills.

Qualifications et expériences requises

Education

Masters’ degree in the social sciences or a relevant field.

Experience

At least 10 years of international development experience;
Extensive evaluation experience, having participated in complex evaluation of development programmes.

Languages

Fluency in English required.
