Historique

As a family of 16 resident and non-resident agencies, the United Nations in Albania works closely with the Government and other partners including civil society, development partners, academia and the private sector  to strengthen the rule of law, promote human rights and fundamental freedoms, protect the environment, support economic and social reforms and gender equality.

In harmonizing these actions, the UN in Albania takes its inspiration from the United Nations Charter, the overarching instrument of the UN, as well as more recent agreements reached by world leaders, such as the Sustainable Development Goals that address many of the complex challenges the world faces.

Through a coherent country programme, called the Government of Albania-UN Programme of Cooperation for Sustainable Development 2017-2021, the UN fully supports and works towards the complementary agendas of: Albania’s Goal of European Union integration and Agenda2030.

The United Nations in Albania organize several activities in the framework of the above commitments, which require the services of translators, interpreters and editors. For this reason, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) on behalf of UN Agencies in Albania is launching this call for vetted consultants’ roster for the above service areas.

Objective:
Consultants play an important role in contributing to implementation of activities of the UN Agencies in Albania and they form significant part of capacities of the organization. In order to increase effectiveness of contracting process and enable also instant contracting in emergency and urgent situations, UN Agencies in Albania are launching a competitive process to establish a roster of qualified translators, interpreters and editors.
Selected translators, interpreters and editors will need to work under deadline pressure, preserving the meaning of the original language and ensuring clarity of the target language. Locally established UN rates for translation, interpretation and editing apply.

Devoirs et responsabilités

1. Translating:

  • Provide high quality translation services from Albanian into English, from English into Albanian, to the satisfaction of UN standards; 
  • Translate texts that vary in complexity, subject matter and length. All texts, including texts contained in figures, boxes, captions, sources and covers requires translation and proofreading;
  • Ensure that the translation text is technically, linguistically and grammatically correct, error free and it should meet high quality standards;
  • Incorporate comments and corrections received by UN personnel

2. Interpreting:

  • Provide high quality consecutive and simultaneous interpretation services from Albanian into English and from English into Albanian.

3.  Ending and Proof-Reading Services

  • Undertake a substantive editing in English and/or Albanian and proof-reading of the content that is provided ensuring internal consistency, both intellectual and stylistic; general readability and accessibility to a broad readership worldwide.
  • Ensure the documents are error-free with flawless language and formatting

Qualifications et expériences requises

Education/Qualifications:

  • Master’s degree in translation, interpretation or linguistics is preferred. Bachelor’s degree combined with relevant certifications, is accepted.
  • Any trainings/certifications in relevant areas are considered an asset.
  • Membership with the International Association of Translators or similar certifications desirable.

Experience:

  • At least 7 years of professional experience in translating and/or interpreting, editing in English and Albanian languages; 
  • Experience in working with UN agencies and/or other similar organizations is considered an asset.

Language:

  • Written and Verbal fluency in English and Albanian is required.

Contracting arrangements:

Entry into the UN consultants' roster system does not necessarily mean that a contract with any UN Agencies in Albania is guaranteed.

Where a request for services arises, the UN Agency shall directly contact at least 3 (three) consultants from the roster, with the most appropriate experience, for their availability. The contract modality and duration are subject to each UN agency policies and procedures. Consequently, payments will be made as specified and agreed in the respective contract issued by each agency and upon confirmation of UN Agency responsible person on the delivering on the contract obligations in a satisfactory manner.

Evaluation of applicants:

All applicants will be initially screened against the minimum requirements as specified above and those meeting the minimum requirements;

Long-listed applicants will be evaluated through a Desk review against the following technical evaluation criteria based on the submitted application:

Technical Evaluation Criteria: max. points: 100:

  • Master’s degree in translation, interpretation or linguistics - max. points: 20;
  • Any trainings in relevant areas are considered an asset - max. points: 15
  • Membership in International Association of Translators or similar forums -max. points :10
  • At least 7 years of professional experience in translating and/or interpreting, editing in English and Albanian languages -max. points: 25; 
  • At least three samples of relevant/related work conducted in the past - max. points: 20;
  • Experience in working with UN agencies and/or other similar organizations is considered an asset - max. points: 10.

Duration of the roster:

Only those candidates who obtain a total technical score of 80 and above will be included in the roster.

Successful candidates will be included in UN in Albania Roster for a period of 3 (three) years.

However, the addition of an individual in the Roster does not guarantee a contract with UN agencies in Albania.


Consultant’s profile:
Profiles of consultants who are included in the roster will be published on internal UN Albania roster page and they will be accessible to UN Agencies in Albania.

Each applicant should specify in the cover letter which services he/she is applying for. The following documents must be submitted as part of the application:

  • Personal History Form (P-11) Form; can be downloaded at http://www.unwomen.org/en/about-us/employment.
  • Cover letter where specifying inter alia the area of services (translation, interpretation or editing) applying for;
  • Copy of educational credentials;
  • Copy of trainings, certifications, qualifications completed in the areas of required services;
  • At least three samples (or web-links to) of relevant/related work conducted in the past.
