A. Project Title: 

Audio Visual Producer (AVP)- "Omnibus Guidelines Governing the Award and Administration of Renewable Energy Service and Operating Contracts and the Registration of Renewable Energy Developers"

B.        Project Description  

i. Goal: “reduce GHG emissions from the power sector, the objective is to promote and facilitate the commercialization of the renewable energy (RE) markets through the removal of barriers to increase investments in RE based power generation project.”

ii. Outcome indicators: “Direct emissions reductions will be 205,181 tonnes of CO2eq hand. 20,000 sitio-based households will have access to RE sources.

iii. Components and Expected outcomes:

iv. Stakeholders for the Project:

The project is being implemented by the Department of Energy (DOE). DOE assumes over-all responsibility for the achievement of project results. The Project is co-financed with funding from the GEF. UNDP acts as the GEF Executing Agency. All components of the Project is being implemented by the Renewable Energy Management Bureau (REMB).

A Project Support Group (PSG) composed of technical staff/specialist from the other Bureaus and divisions of DOE has been formed to provide technical advice in the implementation of the activities including monitoring and evaluation. A Project Steering Committee has been established to serve as a policy and decision-making body for the project implementation.[1]

A Project Management Unit (PMU) is based at the DOE Compound. The PMU is headed by a National Project Director (NPD) who is also the Director of the REMB. A Project Manager and support staff oversees the day to day operations of the DREAMS Project Management Office. The PMO is located at the office of the DOE in Taguig, Metro Manila.

[1] The members of the PSC are DOE, DILG, DENR, NEDA, TRANSCO, NGCP, NPC, PEMC, UNDP, and representative from the local governments of Iloilo and Palawan.

A. Scope of Work and Methodology

The Contractor will produce an Audio Visual (AV) material based on the contents of the "Omnibus Guidelines Governing the Award and Administration of Renewable Energy Service and Operating Contracts and the Registration of Renewable Energy Developers"

The AV material will be used during orientations and trainings related to the said Guideline. The AV is not intended to be exhaustive in content but must be able to explain the background, objectives and most salient messages of the Omnibus Guideline.

Creativity is an essential component to capture the interest/attention of the target audience. Animations, infographics and creative flow charts and appropriate musical score are expected.

A two-part AV material is recommended. Each segment should not exceed 7 minutes. The 1st segment could be the primary contents of the Omnibus Guideline. The 2nd segment, to be presented at the end of the training/orientation will be a summary that may contain, things to remember, Do’s and Don’ts and other related information to sustain the interest of the participants after the event.

The AV material must be available in a format that may be downloaded, stored and played on an android phone for faster and more popular dissemination. 

B. Expected Outputs and Deliverables

The final output shall be submitted not later than 15th March 2020.

C.   Key Performance Indicator and Service Level

The Contractor shall submit the required outputs based on the approved Work Plan. Any changes in the schedule of deliverables shall be communicated to and approved by the NPD at least 10 days prior to the date that a specific output is due.  The Contractor and the PMU will agree on the response time/turn around needed to respond for each expected output

D. Governance and Accountability/ Institutional Arrangement

The work of the IC will be coordinated by the DREAMS Project Manager. A Team of Staff from he REMB will review and the endorse the Final Story Board and the Final Output to the National Project Director (NPD). The PMU will facilitate linkage with members of the Renewable Energy Management Bureau.

No additional staff, equipment or workspace will be provided to the Contractor. Subject to availability, a meeting room may be provided at DOE during FGDs or meetings with DOE and members of the REMB.

E. Duration of the Work

The consultant is expected to work for 60-man days spread over 4 months starting 15th November 2019 and completed not later than 15th March 2020

F. Duty Station

The IC will be based in Manila. There will be no travels outside of Metro Manila. The IC may however be requested to attend fora and workshops within NCR only.

G. Scope of Price Proposal and Schedule of Payments

This is a lump sum/all-inclusive approach.[1] There are no duty travels outside of Metro Manila. However, in case a duty travel is requested by DOE, airfare, lodging and meals only, will be shouldered by the project.

2.    Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

3.    Submission of recent AVP produced (not more than 5 years old). The AVP sample to be submitted (playable in Windows or Mac App) is preferably not more than 10 minutes in length. A summary of the AVP produced must be presented as follows:

4.    Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

C. Criteria for Selection of the Best Offer

The IC will be selected based on the following combined scoring method:
