The Strengthening Accountability and Rule of Law (SARL) Project supports the Government of Myanmar to address low public trust in state institutions at a critical time in Myanmar’s transition.  Building on the clear initiative of all three branches of the Government of Myanmar to promote transparency and accountability, the project helps to strengthen institutional frameworks and capacities for good governance.  SARL is organized into three thematic intervention areas: (1) Anti-Corruption, (2) Parliament, and (3) Rule of Law and Human Rights.

Within the Rule of Law and Human Rights component, a baseline assessment was conducted in 2018 on the housing, land and property (HLP) situation of IDPs in Kachin State prior to and during displacement and a report containing findings and programmatic interventions was developed.  One key set of recommendations in response to the challenges identified by the assessment was to partner with CSOs on legal awareness raising and provision of legal assistance to IDPs and affected populations.  In late 2018 legal empowerment programming through CSOs was launched throughout Rakhine, and in 2019/2020 SARL Project will extend this programming to Kachin through grantmaking and other modalities. 

The number and range of partnerships with CSOs is therefore set to expand quickly. SARL also intends to manage these partnerships directly rather than through an intermediary organisation, aiming to establish long term partnerships with organisations that are able to reach underserved populations, supporting them to access their HLP rights.  In addition, SARL intends to strengthen the capacity of CSOs and Legal Aid Providers to improve their organisational effectiveness and sustainability beyond the lifetime of SARL Project, and will promote advocacy activities and dialogue between CSOs, government and donors. 

To this end, SARL is seeking a Civil Society Partnerships Coordinator to lead on developing its approach and systems for engaging and working with CSOs, and building capacity in the project to manage this workstream.
