Historique

The Scaling up community resilience to climate variability and climate change in Northern Namibia, with a special focus on women and children (SCORE) Project is a project for the Ministry of Environment and Tourism; and the Ministry of Agriculture, Water and Forestry (MAWF) that is funded by the Global Environment Facility (GEF) and is being implemented by UNDP. The objective of the project is to reduce the vulnerability of rural communities to drought and floods in Northern Namibia, with special focus on women and children. The project is being implemented in seven northern regions of Namibia namely: Oshana, Omusati, Ohangwena, Oshikoto, Kunene, Kavango West and Kavango East. These regions are regularly and increasingly threatened by extreme weather events such as floods which causes damage to infrastructure and agricultural productivity, as well as severe droughts. A combined effect of these natural disasters has detrimental effect on the livelihoods of people.

The project aimed to strengthen the adaptive capacity of 4000 households to climate change and reduce their vulnerability to droughts and floods, with 80% of these households being women-led, and children from 75 schools in Northern Namibia. Its desired outcomes include: (1) Smallholder adaptive capacity for climate resilient agricultural practices strengthened; (2) Reduce vulnerability to droughts and floods; and (3) Mainstreaming climate change into national agricultural strategy/sectoral policy, including budgetary adjustments for replication and scaling.

As the project end is drawing closer, a Terminal Evaluation (TE) needs to be conducted. The objectives of the evaluation are to assess the achievement of project results, and to draw lessons that can both

improve the sustainability of benefits from this project, and aid in the overall enhancement of UNDP programming.

The TE will be conducted according to the guidance, rules and procedures established by UNDP and GEF as reflected in the UNDP Evaluation Guidance for GEF Financed Projects.

Against the above background, a team of two (2) consultants is needed to conduct the TE. The overall evaluation will be conducted by an international consultant, supported by a national consultant

Devoirs et responsabilités

Under the overall supervision of the UNDP Namibia Country Office, the consultant is expected to frame the evaluation effort using the criteria of relevance, effectiveness, efficiency, sustainability, and impact. A set of questions covering each of these criteria have been drafted and are included in Annex C of the detailed TOR, presented as a matrix.

Ratings

An assessment of project performance will be carried out, based against expectations set out in the Project Logical Framework/Results Framework, presented as Annex A in the detailed ToR, which provides the performance and impact indicators for project implementation along with their corresponding means of verification. The evaluation will at a minimum cover the criteria of: relevance, effectiveness, efficiency, sustainability and impact. Ratings must be provided on the following performance criteria. The completed table must be included in the evaluation executive summary. The obligatory rating scales are included in Annex D of the detailed ToR.

The evaluation must provide evidence-based information that is credible, reliable and useful. The evaluator is expected to follow a participatory and consultative approach ensuring close engagement with government counterparts, in particular the GEF operational focal point, UNDP Country Office, project team, UNDP GEF Technical Adviser based in the region and key stakeholders. The evaluator is expected to conduct a field mission to: Ohangwena, Oshikoto, Oshana, Omusati and Kunene regions including the following project sites: Conservation Agriculture (CA) fields, micro-drip irrigation vegetable gardens, community earth dams and traditional wells. Interviews will be held with the following organizations and individuals at a minimum: MET, MAWF, Regional Councils, Namibia University of Science and Technology (NUST), Ministry of Fisheries and Marine Resources (MFMR), Agro-Marketing and Trade Association (AMTA), senior officials and task team/ component leaders, key experts and consultants in the subject area, Project Steering Committee members, project stakeholders and community members/beneficiaries, among others.

The evaluator will review all relevant sources of information, such as the project document, project reports – including Annual Project Implementation Report (PIR), project budget revisions, midterm review, progress reports, GEF focal area tracking tools, project files, national strategic and legal documents, and any other materials that the evaluator considers useful for this evidence-based assessment. A list of documents that the project team will provide to the evaluator for review is included in Annex B of the detailed Terms of Reference.

Understanding of issues related to gender and Climate Change Adaptation; experience in gender sensitive evaluation and analysis
Excellent English communication skills

Qualifications et expériences requises

Education

A Master’s degree in Biodiversity Management, Climate Change, Environmental Sciences, Natural Resources Management, Agriculture, Land Management, Water Resources Management or other closely related fields

Experience

Minimum 10 years of relevant professional experience;
Technical knowledge in the targeted focal area(s) and evaluating of CCA projects;
Demonstrable understanding of with result-based management evaluation methodologies over the past 3 years;
Experience applying SMART indicators and reconstructing or validating baseline scenarios;
Competence in adaptive management, as applied to Climate Change Adaptation;
Work experience in relevant technical areas for at least 5 years;
Demonstrated understanding of issues related to gender and Climate Change Adaptation; and experience in gender sensitive evaluation and analysis; and
Project evaluation/review experiences within United Nations system will be considered an advantage

Languages

Strong analytical skills; exceptional ability in communication and writing in English.
