Historique

The United Nations Sustainable Development Framework (UNSDF) 2018-2022 provides the overarching framework for the work of the UN in Sri Lanka. It was signed between the Government of Sri Lanka (GoSL) and the UN Country Team (UNCT) in August 2017 and aims to support the GoSL to achieve peaceful, just, inclusive and equitable development with a special focus on ‘leaving no one behind’ and ‘reaching the furthest behind first’. The UNSDF is a framework that captures the UN’s joint work, and collective response of the UN system that contributes toward national development priorities.

 

The Secretary-General’s (SG) Reform Agenda calls for a strengthened and independent Resident Coordinator (RC) together with a new generation of aligned UNCTs to assist countries to deliver on the 2030 agenda. The UNCT in Sri Lanka is committed to promoting the principles of equality  and non-dsicrimination in line with national priorities and international obligations including the Convention on the Elimination of All Forms of Discrimination Against Women (1979), the Beijing Declaration and Platform for Action (1995), the 2030 Agenda and its Sustainable Development Goals (SDGs), alongside UN Security Council Resolutions 1325 and related resolutions and the UN System-Wide Action Plan (SWAP) on Gender Equality and the Empowerment of Women (GEEW).

 

To advance the GEEW agenda, a revamped Gender Theme Group (GTG) was established following the UNCT Retreat of March 2019. The GTG aims to carry out a mapping of ongoing activities for a gap analysis which is expected to strengthen coordinated UN planning, programming and results for GEEW at the country level. This process will be complemented by the implementation of the UNCT SWAP Gender Equality Scorecard to ensure gender-responsiveness of the UNSDF, better accountability of the UNCT and improved performance in line with UN corporative policy. The GTG will lead this process to complete the Scorecard assessment in a participatory and timely manner.

 

SCOPE AND OBJECTIVES    

Under the overall guidance of the Chair of the GTG and in collaboration with the the Head of the Resident Coordinator’s Office (RCO), the consultant strengthens the capacity of the UN Country Team (UNCT) and the GTG in support of ensuring focused interventions on gender and mainstreaming gender across all UN programmes in Sri Lanka. S/he will demonstrate an ability to take initiative and leadership when needed, and be solution-oriented, steering discussion/debate towards consensus that takes work forward.

The consultant should be an expert focused on strategic analysis on mainstreaming of gender-related programmes and ensuring gender-responsiveness across the UN system in Sri Lanka.

Expected Output/Deliverables

  1. Provide an analysis of the responses to the One UN Gender Awareness Survey conducted
  2. Carry out a mapping of ongoing gender-related activities across the UN system in Sri Lanka
  3. Provide a gap analysis of programming on gender and provide recommendations for strategic engagement, collaboration and advocacy, both internally and with partners
  4. Assess and analyse the implementation of the UNCT-SWAP Gender Equality Scorecard

 

TIME FRAME

The envisaged time frame  of the consultancy is three months with the possibility of a no-cost extension.

a  Technical competencies

  • Ability to undertake extensive research.
  • Demonstrates strong analytical oral and written communication skills
  • Ability to engage effectively with other implementing agencies supporting the respective UN agencies, development partners, the private sector, etc.
  • Good understanding of the governance structure and systems in Sri Lanka, including the current political economy context.

Qualifications et expériences requises

Master’s Degree in Gender and Women’s Studies, social work, social sciences, public administration, international development, International Relations, or related field

A minimum of ten (10) years of progressively responsible experience in gender equality, gender mainstreaming, women’s rights and empowerment, development, or other related area is required.

 

Experience:

Experience with inter-cluster/agency coordination in the development sector is desirable. Experience in a gender equality/mainstreaming context within the UN common system or other comparable international organization is desirable.

 

Language Requirement:

Demonstrates strong oral and written communication skills in English and fluency in Sinhala and/or Tamil.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

 

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

 

PAYMENT FOR SERVICES

Payments will be based on milestones certified by the Chair of the GTG and approved by the Head of the Resident Coordinator’s Office (RCO).

 

Payment Milestones will be as follows:

  • Submission of analysis of responses of the One UN Gender Awareness Survey (25% of total payment) due by 20 Nov 2019
  • Submission of completed mapping matrix of gender-related activities across the UN System in Sri Lanka (25% of total payment) due by 16 Dec 2019
  • Submission of gap analysis report including the GE Scorecard assessment (25% of total payment) due by 10 Jan 2020
  • Submission of a final report of strategic recommendations on the way forward (25% of total payment) due by 31 Jan 2020
