United Nations Development Program (UNDP) works to support the implementation of the Revitalized Agreement on the Resolution of Conflict in the Republic of South Sudan (R-ARCSS). The R-ARCSS provides for strengthening national institutions, stabilizing the economy, and entrenching peace and social cohesion the country. UNDP is partnering with the Government of Norway and the Government of the Republic of South Sudan under the Governance and Economic Management Support Project. The purpose is to strengthen capacities of key national institutions to implement the R-ARCSS, be accountable and revive integrity systems.

UNDP has completed the initial phase of consultations for which capacity requirements were identified to enable key institutions in the economic cluster to deliver on the provisions in the R-ARCSS.  A similar exercise is ongoing for the governance and services clusters. These streams of work will be consolidated into one report and used to inform which institutions and capacities need to be attended to with immediate effect. The project on Governance and Economic Management Support will respond to a number of the gaps, however many will still remain unmet.

UNDP is planning to undertake a final consultation to consolidate the three streams of work, including a one-day consultative workshop. It is for these reasons that UNDP is seeking the services of a national consultant to work along with an international consultant: (a) coordinate and compile the three streams of work; and (b) facilitate a feedback workshop in Juba, South Sudan.

Under the overall guidance of the international consultant and in close collaboration with the Economics Advisor, the national consultant will:

Deliverables

  • Compilation of data and materials used to feed into the international consultant’s consolidated report;
  • Draft report for the feedback workshop on capacities to implement the R-ARCSS that includes local perspectives to inform the final consolidated report.

Qualifications et expériences requises

Education:

  • Advanced degree in an economics, social science, or related field.

 Experience:

  • At least 12 months in work involving in data collection, partner consultations, and coordination in the area related to economic governance in general or in public finance in particular.
  • Experience in supporting analysis and in its use to inform decisions and choices.
  • Experience working with local perspectives including at national and subnational levels.

Language Requirements:

  • Fluency in English, written and spoken.

  • Financial Proposal: The applicants are requested to submit an all-inclusive financial proposal daily fee in US$.  All-inclusive means covering all expenses including fees, health insurance, vaccination, local travel, cost of living and any other relevant expenses related to the performance of services.

Evaluation / Selection Process

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Evaluation - Total 70% (700 points):

Only those individual consultants who obtained at least 70% of points from both the CV review (490 out of 700 points) will be considered for financial proposal evaluation.

  • Criteria 1: Demonstrated experience in managing the process of gathering data and materials: Weight = 20%; Maximum Points: 200;
  • Criteria 2: Proven technical experience working in the area of public finance or economic management: Weight = 20%; Maximum Points: 200;
  • Criteria 3: Demonstrated experience working in South Sudan: Weight = 15%; Maximum Points: 150;
  • Criteria 4: Experience organizing and managing events and workshops: Weight = 15%; Maximum Points: 150.

 

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ technical and financial scores.

Payment Term:

Lumpsum payment upon submission of deliverables.
