The ART Initiative – Hub for Territorial Partnerships is a UNDP’s global project that is geared at harnessing the potential of territorial partnerships through a variety of modalities, such as Decentralized Cooperation, South-South and triangular cooperation to localize the Sustainable Development Goals (SDGs). ART is therefore offered as an entry point to the multilateral sector for international cooperation actors interested in harmonizing their respective actions in support of national and sub-national policies for sustainable and local human development.

ART aims at strengthening and expanding the existing alliance between UNDP and Decentralized Cooperation partners in support of the implementation of the SDGs at local level. It also seeks to strengthen the potential and role of Local and Regional Governments (LRGs) as development partners and to promote the principles of development cooperation effectiveness. Over the years, the initiative has contributed to demonstrate that regional, municipal and local authorities, together with other local governance stakeholders, have a key role to play in promoting sustainable development and making the SDGs part of national and local development strategies and policies.

In this context, the initiative would like to hire a consultant that can provide administrative support to the daily functioning of the ART team in Brussels. The incumbent is expected to work in close collaboration with all members of the ART team to ensure efficient flow of information, actions on instructions and agendas. The individual must be self-motivated, with the capacity to take initiatives. He/she must have a good sense of self-organization and flexibility. With excellent communications skills, he/she should be able to work effectively under pressure and meet tight deadlines.

Under the direct supervision of the UNDP ART Initiative Team, he/she will undertake the following duties:

Duties and Responsibilities:

Provide administrative support to UNDP ART Initiative team:

  • Arrange general logistical aspects for missions, such as travel/hotel accommodation and other arrangements;
  • Prepare logistical administrative and financial arrangements for meetings, events and workshops;
  • Draft agendas, minutes, correspondance, etc.;
  • Support the team in managing calendars and scheduling appointments and meetings;
  • Liaison with vendors for the provision of required services;
  • Support in further enhancing the database and generate information;
  • Support the organization of procurement selection processes and related organisational and logistical arrangements;
  • Provide general administrative support;
  • Any other similar tasks as requested.

Expected Deliverables

  1. Regular timely inputs into the tasks described under duties and responsibilities.
  2. Maintenance of the appropriate files in accordance with the needs of the ART Initiative.
  3. One final report outlining the achievements for the entire duration of the assignment at the end of the contract.

Qualifications et expériences requises

Education:

  • Secondary Education, specialized administrative training an advantage;

Language:

  • Fluency in English.
  • Knowledge of French, Spanish or other UN language is an asset.

Experience:

  • Minimum 6 months of related work experience.
  • Experience in the use of computers and office software packages such as MS Word, Excel and  Powerpoint, etc.

Please note that candidates must have the legal right to live and work in Belgium.

To note that the candidate is expected to work on a part-time basis (70%, with flexible working arrangements), but it could be transformed into full-time if necessary and pending availability of the selected consultant.

Financial Proposal:

Financial Proposal that indicates the all-inclusive fixed total contract price. The proposal will provide detailed breakdown of costs, as per template attached and needs to be sent to: procurement.be@undp.org  by18th November 2019. The proposals should be sent via email with the following subject heading: “Financial Proposal/UNDP RO Brussels/ART initiative- Office Support”. Proposals received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.  Financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780.

Criteria for Evaluation of Proposal:

Only those applications which are responsive and compliant will be evaluated.  Offers will be evaluated according to the Combined Scoring method – where the educational background, experience on similar assignments, letter of interest will be weighted at 70% and the price proposal will weigh as 30% of the total scoring.  The applicant receiving the Highest Combined Score that has also accepted UNDP’s General Terms and Conditions will be awarded the contract. Only Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Evaluation Criteria - 70% of total evaluation – max. 100 points:

Criteria A:

  • Relevant education – max 5 points;
  • Relevant work experience – max 15 points;
  • Experience in drafting documents, organizing events/meetings, calendar management, organizing missions, protocol - max 15 points;
  • Knowledge of online communications tools, data collection/analysis - max 10 points;
  • E: Experience of UN/UNDP or other (inter)national entity work environment and organizational set-up – max 10 points.
  • Knowledge of French, Spanish or other UN language: max 5 points

Criteria B: written test – max 20 points

Criteria C: Interview – max 20 points.

Financial Criteria - 30% of total evaluation – max. 30 points

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where;

p = points for the financial proposal being evaluated;

y = maximum number of points for the financial proposal;

µ = price of the lowest priced proposal;

z = price of the proposal being evaluated.

Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
