The UNV programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

The External Relations and Communications Section (ERCS) builds and nurtures corporate donor relations, leads the donor resource mobilization and conducts effective communications and advocacy efforts to highlight the value of volunteerism for peace and development and the contributions of United Nations Volunteers (UNV) programme and UN Volunteers.  ERCS leads and manages UNV’s corporate strategic partnership relations with Member States, intergovernmental, non-governmental organizations, financial institutions, civil society, academia, media, and the private sector to promote UNV’s mandate and initiatives, raise awareness and stimulate action to advance UNV’s global agenda and resource mobilization.  With a view to promoting and advancing public understanding, ERCS leads the development of advocacy, information and promotional materials, publications, websites, social media networks and other innovative means of communication.

In 2016, UNV conducted the first Retention Survey related to the Full Funding (FF) programme capturing data from former FF UN Volunteers who served between 2006 and 2015. The aim of the survey was to produce evidence-based information on the contribution of a full funded UN Volunteer assignment to the volunteer’s career prospects and employability in the field of international development cooperation and in particular in the UN system. ERCS, with the cooperation of other relevant Sections (such as the Volunteer Services Centre (VSC), Executive Office (ExO), Volunteer Solutions Section (VSS), etc.), aims at updating the Retention survey with the data related to the period 2016-2019 and provide an analysis of the historical and new retention data trends.

Within this framework, the Consultant will lead and implement all tasks related to the UN Volunteers Full Funding programme Retention Survey (hereinafter “Retention Survey”). The information will be used to inform recruitment marketing activities for mobilization of UN Volunteers, to strengthen the FF programme and to enhance the relationships with new and existing partners.

Devoirs et responsabilités

The main objective of the consultancy is to collect and analyze data related to the retention rates of the UN Volunteers who have been part of the FF programme in the period 2006-2019, with a particular focus on 2015-2019. The survey will generate data and information that will allow UNV to set baselines and better understand retention-related rates and opportunities for former UN Volunteers full funded by a sponsoring entity.

The consultant will implement all activities related with the Retention Survey and the final delivered product will be the survey’s overall and donor specific reports. The consultant, under the supervision of the ERCS Partnership Development Specialist, will:

  • Coordinate with relevant UNV Sections to obtain related information/input to the Retention Survey in all its phases.
  • Prepare internal and external communication resources related to the Retention Survey.
  • Finalise the Retention Survey’s methodology and questionnaire design and define the parameters of the sampling population to be surveyed in consultation with ERCS, VSC and other relevant Sections.
  • Ensure identification of the targeted former UN Volunteers including collecting the email addresses in cooperation with ExO and ICT and including active research of missing contacts.
  • Upload, conduct and administer the survey through the identified survey tool in cooperation with ERCS, VSC and VSS. This includes as well preparing communications to the identified former UN Volunteers to inform them of the upcoming survey, sending reminders to take the survey and thanking participants for their input while providing them with an aggregated survey results overview.
  • Analyse the data provided by the survey and seek input from ERCS, VSC and VSS.
  • Prepare an overall draft and final survey report analyzing trends and specific results and draft as well the donor specific reports on the different full funded partners. This task will be conducted in close cooperation with ERCS and VSC. The draft reports will be shared with ERCS, VSS and VSS for their comments. An analysis of the trend changes against the 2016 survey will also be included in the survey’s report.

7. Prepare an overall FF report analyzing the general and disaggregated data collected (such as by UN Volunteer modality, gender, international/national assignments, age, etc.). 15 March 2020  

8. Prepare donor-specific reports analyzing the general and disaggregated data collected (such as by UN Volunteer modality, gender, international/national assignments, age, etc.). 27 March 2020  

9. Prepare a short internal analysis on the changes compared to the 2016 survey as well as a generic PowerPoint presentation with the main findings and few slides per donor of the surveyed population.     30 March 2020

Qualifications et expériences requises

Education: Advanced degree or equivalent in Statistics, Political Science, Economics or relevant field.

Experience:

  • Solid experience in conducting surveys and track record on data collection.
  • Documented experience in developing, undertaking and managing quantitative and qualitative research.
  • Proved assessment, analytical, statistical and planning skills.
  • Strong oral and written reporting and editing skills.
  • Excellent computer skills.
  • Familiarity with UNV programme and its systems and procedures desirable
  • Good communication, interpersonal and liaison skills.
  • Team player with proven application of relevant competencies.
  • Ability to establish effective working relations in a multicultural team environment

Language requirement: English required, knowledge of French and Spanish an asset.

Criteria for Selection of the best Offer:
 

The selection of the best offer will be based on the combined scoring method, where the qualifications and methodology will be weighted 70 percent, and then combined with the price offer, which will be weighted 30 percent.

Key selection criteria are

  • Approach and working experience in the field of statistics and reporting (25%)
  • Proven experience in drafting report and conducting analysis (25%)
  • Proven analytical skills (10%)
  • Proven experience working in development/conflict related (5%)
  • Proven experience in volunteerism or UNV related processes (5%)
