Historique

The United Nations Sustainable Development Framework (UNSDF) 2018-2022 provides the overarching framework for the work of the UN in Sri Lanka. It was signed between the Government of Sri Lanka (GoSL) and the UN Country Team (UNCT) in August 2017 and aims to support the GoSL to achieve peaceful, just, inclusive and equitable development with a special focus on ‘leaving no one behind’ and ‘reaching the furthest behind first’. The UNSDF is a framework that captures the UN’s joint work, and collective response of the UN system that contributes toward national development priorities.

 

The Secretary-General’s (SG) Reform Agenda calls for a strengthened and independent Resident Coordinator (RC) together with a new generation of aligned UNCTs to assist countries to deliver on the 2030 agenda. The UNCT in Sri Lanka is committed to support and scale-up actions to meet young people’s needs, realize their rights and tap their possibilities as agents of change. Youth development and youth engagement are cross-cutting issues in the UNSDF, which was developed in line with the 2030 Agenda for Sustainable Development; and a key component of Security Council Resolutions 2250 (2015) and 2419 (2018).

 

To coordinate and scale-up the UN’s work with and for youth in Sri Lanka, a revamped Youth Task Force was established following a decision by the UNCT in March 2019. The Youth Task Force, in line with the UN Youth2030 Strategy, envisions that by 2030, the UN would be able to support the realization of the needs of young people in Sri Lanka to ensure that they have equal access to opportunities; and are empowered and capable of advancing and exercising their rights to achieve their full potential. The Task Force aims to carry out a mapping of ongoing activities for a gap analysis which is expected to strengthen coordinated UN planning, programming and results at the country level.

 

SCOPE AND OBJECTIVES    

 

Under the overall guidance of the Chair of the Youth Task Force and in collaboration with the the Head of the Resident Coordinator’s Office (RCO), this consultancy will strengthen the capacity of the UN Country Team (UNCT) and the Youth Task Force. The objective of this consultancy is to support identification of focused and results oriented interventions on youth across all UN programmes in Sri Lanka.

The consultant will demonstrate an ability to take initiative and be solution-oriented, steering discussion/debate towards consensus that takes work forward. The consultant should be an expert focused on strategic analysis on integration of youth-related programmes and ensuring coordinated initiatives across the UN system in Sri Lanka.

Expected Output/Deliverables

  1. Expand on the existing mapping of ongoing youth-related programmes, in strategic programming as well as in implementation (in agency core mandates and development cooperation work) across the UN system in Sri Lanka
  2. Provide a technical functional review including gap analysis of youth-related  initiatives carred out by the UN system
  3. Provide recommendations for strategic interventions / programmes, areas for collaboration, and opportunities for advocacy on youth related initiatives with clear thematic focus, timeframes (up until 2030) and expected results. The report must contain suggested measurement criteria to assess the impact of the work of the UN, in relation to youth.

 

TIMEFRAME

The envisaged time frame  of the consultancy is three months.

CONSULTANT PROFILE    

a. Technical competencies

  • Proven ability to undertake extensive research in the area of youth, skills and employment.
  • Solid experience in working on issues related to youth in Sri Lanka
  • Demonstrates strong analytical oral and written communication skills
  • Ability to engage effectively with other implementing agencies supporting the respective UN agencies, development partners, the private sector, etc.
  • Good understanding of the governance structure and systems in Sri Lanka, including the current political economy context.
  • Proven analytical skills: ability to conduct independent research and analysis, identify issues, and recommend appropriate solutions.

 

b. Corporate Competencies

  • Demonstrates integrity by modeling the UN’s values and ethical standards
  • Promotes the vision, mission, and strategic goals of the UN
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Treats all people fairly without favoritism

c. Skills

  • Strong diplomatic skills and capacity to build and maintain partnerships with a number of stakeholders (UN Agencies, Government entities, other development partners and the private sector)
  • Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internet, Powerpoint and experience in handling of web-based management systems.
  • Proven communication and presentation skills and ability to work in an environment requiring liaison and collaboration with multiple actors including UN agencies, government representatives, businesses, CSOs, development partners and other stakeholders.Seeks and applies knowledge, information and best practices inside and outside the UN.
  • Ability and sensitivity to work with a wide cross-section of partners, including Government, I/NGOs and private sector.
  • A self-starter, able to inspire and influence action and work under pressure.
  • Consistently approaches work with energy and a positive, constructive attitude.
  • Demonstrates openness to change and ability to manage complexities.

Ability to handle sensitive information with confidentiality

Qualifications et expériences requises

Master’s Degree in social sciences, development studies, social work or related field.

A minimum of 7 years of progressively responsible experience in youth development and  engagement including implementation of programmatic interventions is required.

Knowledge and sound understanding of programmatic interventions targetting youth, in the local context.

 

Experience:

Relevant experience at the national or international level in inter-cluster/agency coordination in the development sector.

Experience in working on youth-related programming within the UN common system or other comparable international organization is desirable.

 

Language Requirement:

Demonstrates strong oral and written communication skills in English and fluency in Sinhala and/or Tamil.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

 

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

 

PAYMENT FOR SERVICES

 

Payments will be based on milestones certified by the Chair of the Youth Task Force and approved by the Head of the Resident Coordinator’s Office (RCO).

 

Payment Milestones will be as follows:

  1. Submission of a completed mapping matrix (25% of total payment, estimated to be due by 15 December 2019)
  2. Submission of a gap analysis report (25% of total payment, estimated to be due by 31 December 2019)
  3. Submission of a draft report of strategic recommendations on the way forward (25% of total payment, estimated to be due by 20 January 2020)                              
  4. Submission of a final report of strategic recommendations on the way forward (25% of total payment, estimated to be due by 10 February 2020)
