Organizational Context 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

In line with its Strategic Plan 2019-2021, UN Women programme office in Serbia works towards selected Development Results in the impact areas of combating violence against women, enhancing gender responsive policy making and budgeting, and supporting the women, peace and security agenda. UN Women is working with different national and UN partners, in the framework of several projects, some of which are ongoing and others expected to be undertaken in the forthcoming period. These include supporting capacity development and strengthening partnership with the Coordination Body for Gender Equality to effectively coordinate and promote accountability for the implementation of gender equality commitments and gender responsive governance; supporting women CSOs in the area of women's economic empowerment and the empowerment of rural women; integrating gender perspective in programming, implementation, monitoring and reporting for IPA programmes; advancing Gender Responsive Policies and Budgeting in Serbia. In the area of violence against women, UN Women is part of the joint project “Integrated Response to Violence against Women”, under which UN Women is working at the level of the Province of Vojvodina. Project “Improved Safety of Women in Serbia” is being implemented with the Ministry of Interior, with the focus to ensure safety of women and girls through strengthened capacities of relevant stakeholders, enhanced legislation, improved institutional and organizational framework, institutional responses, and awareness-raising. UN Women Serbia, through the Regional Programme “Implementing Norms, Changing Minds” supports CSOs and networks of women civil society organizations and aims at ending gender equality discrimination and violence against women, with a particular focus on the most disadvantaged groups of women. UN Women is also implementing projects in the field of economy of care and empowering women with disabilities. Furthermore, UN Women is monitoring UNTF to end Violence against Women grantees in Serbia.  

UN Women will also continue to provide advisory services and coordination support to the UN Resident Coordinator and the UN Country Team in Serbia in the field of gender equality and women’s empowerment, including around joint programming, improved accountability, and partnership building.

Reporting to Gender Specialist, the Operations Officer will ensure full compliance of administration and project implementation with UN Women policies and regulations as well as promote client-focused and results-oriented approach. Operations Officer will closely cooperate with the project team for solving complex finance-related issues and information delivery and ensure timely and quality project administration, transparent procurement and recruitment activities.

Devoirs et responsabilités

Functions 

Ensure the administration and implementation of project/operations focusing on achievement of development and organizational effectiveness results as per Serbia Office Annual Work Plan:

  • Full compliance with UN/UN Women rules and regulations and other relevant policies on financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system;
  • Support the project team with the recruitment of national and international consultants and the selection of the implementing partners and contractors (PCA, RFP, LOA, RFQ);
  • Coordinate office maintenance and overseeing IT systems.

Administer project budgets and ensure functioning of the optimal cost-recovery system focusing on achievement of the project the following results:

  • Provision of information/input for formulation of project work plans and budgets;
  • Coordination the submission and clearing of the budget proposals and financial reports of implementing partners;
  • Coordination with UNDP CO and UN Women Regional Office on all issues related to cost recovery system.

Provides accounting and administrative services focusing on achievement of the following results:

  • Assist Project Manager in preparation of information for e-requisitions, prepare financial data for Project Managers reports, and assist Project manager in providing information for the processing of PO/non-PO vouchers relating to implementation of the relevant project, as well as overseeing the payment cycle;
  • Request the processing of transactions from RO and follow-up the process and prepare supporting documents to ensure conformity with the internal expenditures control system;
  • Compilation and analytical review of data for internal/external audit;
  • Provision of inputs to quarterly, annual and final financial reports including project donor reports;
  • Management and coordination of logistics related to staff travel: (Travel Authorizations, Travel Claims and Visas);
  • Coordination of procurement activities for office, project equipment, supplies and services; acts as Asset management focal point and HR focal point; 
  • Manage the provision of support services, including travel and logistics for workshops, seminars, events, missions and other activities organized by UN Women in the framework of the projects.

Ensures safe working conditions through adherence to UN WOMEN security management in the field and focusing on the following results:

  • Works closely with UNDSS to ensure security of office staff and premises, in particular, supports the implementation of UNDP MOSS/MORSS compliance;
  • Administers the staff security arrangements and provisions.

Supports establishment of partnerships with other UN Agencies at the field level focusing on achievement of the following results:

  • With active participation at the Country Operations Management Team, overseeing effective provision of services to counterparts including fair and transparent procurement, efficient logistics and sound financial management as well as the consistent application of UN WOMEN rules and regulations.

Ensures facilitation of knowledge building and knowledge sharing with project team focusing on achievement of the following results:

  • Participation in the organization of training for the project staff on Project/operations related issues;
  • Synthesis of lessons learned and best practices in project finance;
  • Sound contributions to knowledge networks and communities of practice.

Key Performance Indicators:

  • Projects finances in line with approved budgets and UN Women Strategic Plan;
  • Timely execution of activities according to annual implementation plan;
  • Reports and work plans developed and executed on time in line with quality standards.

Qualifications et expériences requises

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 2 years of progressively responsible experience at the national and/or international level in design, planning, implementation, monitoring and evaluation of development projects; 
  • Experience in establishing inter-relationships among international organization and national governments; · 
  • Experience in the in the field of gender and human rights of women and gender responsive governance is an asset; 
  • Experience in administrative systems and UN system norms is an asset; 
  • Experience in working independently with minimal supervision.

Language Requirements:  

  • Fluency in English and Serbian both verbal and written, is required;
  • Knowledge of the other UN official working language is an asset.
