Under the overall guidance of the RR and the supervision of the DRR, the International Procurement Specialist, is responsible for the effective delivery of procurement services in order to obtain the best value for money in the Country Office. The International Procurement Specialist manages the CO procurement and provides solutions to a wide spectrum of complex issues related to procurement. The International Procurement Specialist promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

The International Procurement Specialist works in close collaboration with the Procurement Associate, Operations, Programme and project teams in the CO, UNDP HQs staff, UN Agencies colleagues to successfully deliver procurement services.

Devoirs et responsabilités

1. Ensures elaboration and implementation of procurement strategies focusing on achievement of the following results:

  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system.
  • Elaboration and implementation of strategies to improve development effectiveness (timesaving strategies, cost-saving strategies, strategies that facilitate capacity building for staff and partners in the area of procurement).
  • Updating of the Standard Operating Procedures (SOPs) based on POPP updates
  • Conceptualization, elaboration and implementation of contract strategy in the CO including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment.
  • Conceptualization, elaboration and implementation of strategic procurement in the CO including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement.

2. Ensures efficient management of procurement processes for CO, NIM/DIM projects, UN House and at the request of other Agencies focusing on achievement of the following results:

  • Support for proper preparation of procurement plans for the office and projects.
  • Establishment and proposition of proper monitoring system and control of procurement processes including organization of RFQ, ITB or RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation.
  • Support for the management of the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement.

3. Ensures elaboration and preparation of documents pertaining to the office relocation project focusing on achievement of the following results:

  • Prepare proposals and business cases for new premises to ensure conformity with approved space, security, legal, financial and business standards;
  • Review agreement(s) such as Leases, Memorandum of Understanding, Memorandum of Agreements, etc. to point out any discrepancies/issues and suggest solutions;
  • Compute lease commitment data for corporate forward planning budget commitments related to UNDP rental costs and financial statements reporting

4. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Organization of training for the operations/ projects staff on Procurement.
  • Synthesis of lessons learned and best practices in Procurement.
  • Sound contributions to knowledge networks and communities of practice.

Qualifications et expériences requises

Education :

  • Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics, strategic and operational management, procurement, logistics or related field 
  • A Procurement Certification is a strong asset.

Experience:

  • Minimum 7 years of relevant experience at the national and international level in  procurement management.
  • At least 2 years of experience working in business operations involving administrative processes related to office relocations;
  • Experience with UNDP in the area of operations is a very strong asset.
