The SDG Integration Team located with UNDP’s Global Policy Network (GPN) aims to build a coherent and consolidated menu of services (the SDG Integrator “offer”) emphasizing direct short- to medium-term engagements to respond rapidly to requests from programme countries on national implementation and monitoring of the 2030 Agenda for sustainable development. UNDP's offer on SDG Integration unpacks and leverages the lessons from existing UNDP initiatives support countries’ efforts to implement the 2030 Agenda. These include integrated policy support building on the Mainstreaming, Acceleration and Policy Support (MAPS) engagements, the application of evidence-driven data and analytics for SDG implementation, and helping address data gaps in reporting to ensure no one is left behind. With older age groups representing the fastest growing segments of the population worldwide, the importance of ageing is increasingly acknowledged in global development. Notably, UNDP has collaborated with HelpAge International to advocate for ageing in sustainable development and to support the establishment of a working group on ageing-related statistics and age-disaggregated data (the Titchfield Group) at the UN Statistical Commission, with the mandate to develop norms and standards for increasing the availability of ageing-related statistics. The Titchfield Group is expected to support the disaggregation workstream of the Inter-Agency and Expert Group on SDG indicators, and provide guidance on the categories and practice of age-disaggregation. The IAEG-SDGs has adopted a minimum disaggregation set, which includes age, and identified a number of policy priorities to ensure that SDG data disaggregation takes into account the needs of vulnerable population groups. Under the guidance of the Policy Specialist on Data for Development, the Consultant will assess the barriers restricting age-disaggregated reporting of SDG Indicators prioritized for their relevance to older persons.

Evaluation process Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
Technical evaluation - Total 70% (70 points):
Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.
Financial evaluation - Total 30% (30 points) The following formula will be used to evaluate financial proposal: p = y (µ/z), where p = points for the financial proposal being evaluated y = maximum number of points for the financial proposal µ = price of the lowest priced proposal z = price of the proposal being evaluated
Contract Award Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
Institutional arrangement The consultant will work under the guidance and direct supervision of Policy Specialist on Data for Development in the SDG Integration Team, UNDP, and in close cooperation with Help Age International and will be responsible for the fulfilment of the deliverables as specified above. The Consultant will be responsible for providing her/his own laptop.
