Historique

This National Policy on the Development of Orang Asli (Pelan Pembangunan Nasional Orang Asli 2030) for Orang Asli in Peninsular Malaysia, will set out the government policies related to Orang Asli in the seven (7) focus areas of land, education, health, infrastructure, economics, leaderships and culture. This national policy will summarize specific analysis needed, new policy  strategies and the shared action plan for addressing Orang Asli concerns and issues from 2021 towards 2030.

Orang Asli resides in Peninsular Malaysia and makes up 1% of the national population.  With the government’s new policy agenda on shared prosperity vision, that aspires to leave no one behind, there is a need to re-visit current policies on the development of the orang asli. The proposed plan aims to end extreme poverty, andaddress deprivations and vulnerabilities among the orang asli communities towards an improved standard of well-being.

The objectives of this project is to develop a set of policy documents for the development of Orang Asli. This set of policy documents are:

  1. Policy papers on orang asli development in seven (7) focus (land, education, health, infrastructure, economics, leaderships and culture) areas for the next 10 years towards 2030;
  2. Shared Action Plan and Roadmap for Orang Asli Development for medium and long-term implementation;
  3. JAKOA Strategic Plan 2021-2025
  4. National Policy on the Development of Orang Asli in Peninsular Malaysia 2030 (Pelan Pembangunan Nasional Orang Asli 2030)

 

Devoirs et responsabilités

The Project Officer is expected to report to UNDP’s Assistant Resident Representative/Head of Programme (or his/her assigned officer) and Project Manager at JAKOA. Under the supervision of the Project Manager, the Project Officer will work closely with the Project Team (consisting of an assemble of subject matter consultants) to provide programmatic and administrative support for the successful formulation of the National Policy On The Development of Orang Asli. The Project Officer expected to perform a variety of duties and functions, including the following:

 

Programmatic and Substantive Support

  1. Assist with the preparation of presentations, documents, project briefs, reports with advice from the Project Manager at JAKOA.
  2. Assist in all aspects of project management and administration as required for this project.
  3. Support the planning of all activities (annual and quarterly work plans and operational budgets).
  4. Support the implementation of all activities and the preparation of project deliverables.
  5. Liaise with multi-stakeholders for coordination and implementation of activities.
  6. Support the coordination of quality and timely preparation of all project outputs and documentations.
  7. Organise / participate in meetings, missions, consultations, trainings, etc.
  8. Develop, analyse, review and revise detailed annual work plans with Project Manager and Project Team inputs.
  9. Organizing (incl. briefing notes and reports) Annual Project Steering Committee and Technical Working meetings.

 

Administrative Support

  1. Draft responses / invitations, and follow up on correspondences.
  2. Maintain database with key contacts and resources in JAKOA.
  3. Provide administrative support (e.g. invitation letters, logistical arrangements, hotel booking, procurement, etc.) for meetings and workshops, where applicable.
  4. Handle administrative assignments on the operational aspects of project.
  5. Prepare and submit timely routine project progress reports and presentation slides for meetings.
  6. Manage information flow to meet all reporting requirements; where applicable.
  7. Maintain files and retrieval systems in relation to the project.
  8. Arrange appointments, meetings and travels of the Project Team.
  9. Perform other duties as adviced by the UNDP Assistant Resident Representative and Project Manager.

 

Financial Management Support

  1. Handle all payments to Project Team consultants and suppliers of goods and services related to the project as per UNDP/Government’s procedures.
  2. Ensure timely release of payments/disbursements to consultants and suppliers in relation to the project as per UNDP/Government’s procedures.   
  3. Responsible for tracking and monitoring the expenditure and payments to consultants and suppliers, if applicable.
  4. Prepare financial statements on the status of expenditure related to the project in accordance to UNDP’s procedures.

 

Management and coordination of workshops/discussions and meetings

  1. Assist in organizing and managing meetings, discussions and workshops related to the project.
  2. Assist in preparing minutes and notes of discussions of meetings/discussions.

 

Coordinating and Managing the production of reports

  1. Work closely with Project Team to provide assistance in the consolidation of documents and reports.
  2. Assist in managing all activities leading to the printing and production of the policy documents, if applicable.
  3. Support in the distribution of documents and reports to UNDP and relevant government agencies and stakeholders, where necessary.

 

DURATION & DUTY STATION

The Project Officer role will be for the duration of 12 months, with a possibility of extension. The contract duration is from 17 February 2020 to 16 February 2021. The maximum number of workdays for the contract duration is 252 days.

The contract is a full time contract (5-day per week, from Monday – Friday) and the Project Officer is expected to be based in JAKOA’s office at Jalan Ampang, Kuala Lumpur.

 

TERMS OF PAYMENT

The Project Officer will be paid on a monthly basis, based on submission of monthly timesheet with description of tasks (monthly report), certified by JAKOA Project Manager.

UNDP makes payments based on the actual number of days worked. 

The estimated maximum number of workdays for the duration of the consultancy is as follows:

1.Prices should be in Malaysian Ringgit (MYR) and inclusive of all expenses (including travel, insurance, visa fees and local travels) related to the assignment in the Klang Valley (includes Kuala Lumpur, Bangi and Putrajaya). The consultant is responsible for payment of all relevant taxes.

2.For unexpected travels outside of the Klang Valley, that is approved by UNDP Malaysia:

  • Expenses for accommodation and ground travel shall be reimbursed through receipt claims as per UNDP travel guidelines.
  • Travels involving flight shall be arranged and fully provided by UNDP as per UNDP travel guidelines.
  • Standard daily subsistence allowance (DSA) rates shall be provided by UNDP as per UNDP travel guidelines.

Qualifications et expériences requises

The Project Officer should have the following expertise and experience:

 

Academic Requirement and Work Experience

 

Bachelors’ degree and at least 3 years’ experience in Anthropology, Land Laws, Land Resources Management,Land Administration Environmental Management, Health, Education,  Economic,  Civil Engineering, Policy Development or other related fields.

 

Or

 

Minimum 5 years’ experience, in lieu of Bachelors’ degree, of relevant experience (incl. academic research) in Anthropology, Land Laws, Land Resources Management, Land Administration Environmental Management, Health, Education,  Economic,  Civil Engineering, Policy Development or other related fields.

 

  • Experience in project coordination and work management;
  • Experience in planning, design and coordination of events;
  • Experience in administrative support;
  • Experience in working on orang asli areas of work is an added advantage; and
  • Expereince in working with Government partners and multi-stakeholders in Public Sector development programmes will be an added advantage.

 

Language Requirement

 

Proficient in English and Bahasa Malaysia. Proficiency in any of the Malaysian orang asli dialect (sub-etnic) will be an added advantage.

Evaluation:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
