Background

Under the overall direction and guidance of Regional Bureau for Latin America and the Caribbean, with a strong secondary reporting line to the Communications Office, the Regional Communications Advisor helps to develop, implement and manage a regional communications strategy in line with corporate communications goals, with a particular emphasis on media outreach and mentoring Communications Managers in UNDP country offices in the region.

Job Summary

The Regional Communications Advisor acts as the primary a focal point for international media covering Latin America and the Caribbean. He/she also mentors communications officers based in country offices in the region and provides media coaching and training as needed. In addition, the Regional Communications Advisor works in close collaboration with the programme and operations teams, staff of other UN Agencies, UNDP HQs staff (Communications Office), donors and civil society, ensuring successful implementation of UNDP communications strategies.

The Regional Communications Advisor ensures that strategic communications are deployed as a key tool in support of program objectives, at both the regional and country levels.  Communications strategies tightly linked to program priorities also help position UNDP in key development markets as a thought leader in ways that boost demand for various service lines, and increase overall business opportunities. 

The Regional Communications Advisor is expected to play a key role in scaling up media development programs in Latin America and the Caribbean. He/she also works closely with development experts, multi-lateral and bi-lateral donors and civil society, ensuring the successful implementation of the corporate and regional communications strategies.
 

Specific duties include:

Develop regional internal and external  communications strategies, based on Regional Bureau program objectives and incorporating the goals of the corporate communications strategy, and working closely with international media in the region:

• Advise the Regional Bureau and HQ Communications Office in conceptualizing and developing the regional communications strategy for RBLAC, with clear goals, deliverables, timeline, budget and monitoring indicators based on the Bureau’s overall objectives and on the corporate communications strategy;
• Conduct communications needs assessments for RBLAC, in close consultation with the Communications Office;
• Guide country offices in the region in designing and implementing effective internal and external communications strategies Increase coverage and understanding of UNDP’s work in the region through development and maintenance of international media contacts
• Build strong personal relationships with core journalists in the region to establish trustful and reliable connections with key news organizations

• Proactively market UNDP’s program work in the media by regularly pitching UNDP success stories and placing UNDP experts for interviews and commentaries in print and TV/radio outlets

Facilitate capacity building and knowledge sharing, including mentoring and training communications staff in the country offices of the region:

• Play a key role in coaching and mentoring of Country Office Communications Managers, especially in the design and implementation of internal and external communications strategies
• Monitor regional project-specific news and developments to ensure guidance to the Bureau that reflects the best and most current available information
• Develop a communications toolkit for Country Office Communications Managers to include guidelines on the key functions they perform, cataloging best practices and lessons learned
• Organize and facilitate training workshops on development communications

Enhance media development at regional and country level:


• Organize substantive regional workshops and training sessions on development issues for key journalism audiences using UNDP reports, data and experts
• Organize roundtable discussions, press conferences, briefing sessions, interviews, report launches, etc, to boost media relations in the region
• Identify fundraising opportunities and develop partnerships with other donors to secure financing for media development activities
• Organize media trips to educate journalists on development issues and showcase successful UNDP projects
• Coach, train and advise Country Office Communications Managers on media development and create a toolkit for them
• Develop a roster of training Advisors on media development for use by the Country Office Communications Managers

Support UNDP’s positioning and business development in the region:

• Position UNDP as a substantive thought leader within the development world and promote its mandate, mission and purpose
• Develop and maintain close contacts with multilateral and bilateral donors and the private sector for implementation of the communications strategy, including by organizing roundtable discussions, press conferences, briefing sessions, interviews, report launches, etc.
• In collaboration the Communications Office in NY, increase coverage and understanding of UNDP’s work in the region through development and maintenance of leading media contacts and providing newsworthy information to journalists and, where appropriate, donors
• Create, promote and maintain regional public campaigns that position UNDP and influence the development agenda based on current program and new initiatives
• Provide strategic advice to senior management on current events and issues relevant to UNDP business opportunities

Compétences

• Demonstrates thorough knowledge and experience in media relations at the international level and an in-depth knowledge of the Latin America and Caribbean region
• Ability to analyze audiences, attitudes, media, communications products and messages and translate them into an effective communications strategy

Qualifications et expériences requises

• Master's degree or equivalent in relevant work experience in communications, journalism, international relations.
• A minimum of 10 years of relevant experience at the international level in journalism, public relations, communications, media related training or advocacy. Previous experience with a multilateral or international organization, preferably in the region, is helpful but not mandatory. Experience in media development is an asset.
• Computer skills, including knowledge of office software packages.
