UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Women’s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations, Member States, and the civil society, which supports women led and women’s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has been supporting 56 civil society organizations and is present in several countries in Africa, Latin America, Arab States and the Pacific region.

UN Women hosts the Secretariat of the Women’s Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilizes resources from Governments, companies, foundations and individuals, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting. The Secretariat’s mandate is also to strengthen stakeholders’ knowledge of and engagement with women, peace and security issues through proper internal and external communications, advocacy and outreach. Finally, the Secretariat provides knowledge management services for the WPHF, and has been mandated to establish a Community of Practice (CoP) for WPHF partners and grantees. In the WPHF supported countries, UN Women provides Secretariat services to the National Steering Committee and serves as the management entity for civil society organizations, and ensures proper monitoring, reporting and evaluation, as well as capacity building for civil society organizations on the ground.

In Africa, the WPHF has invested funding in Burundi, the Democratic Republic of the Congo and Mali. In partnership with the Spotlight Initiative, it is also opening in 2019 country allocations in Liberia, Malawi, Nigeria and Uganda, bringing to 7 the number of countries where the WPHF operates in Africa.

Under the direct supervision of the UN Women Country representative - Uganda and the supervision of the Head Secretariat – Women’s Peace and Humanitarian Fund, the Programme Management Specialist is responsible for overseeing the management, development, implementation, monitoring and reporting of Women’s Peace and Humanitarian Fund in Africa. This includes providing  technical support to the implementation of the WPHF programme in the 7 countries (and any other additional country in the Africa region in the future), overseeing the monitoring of progress against mutually agreed results frameworks and performance indicators, providing capacity building for civil society organizations, monitoring WPHF programme financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results, reviewing and developing partnerships and resource mobilization strategies; and leading knowledge management efforts.

Manage the programmatic development for the Women’s Peace and Humanitarian Fund in Uganda and other WPHF countries in Africa:

• Provide overall programme advisory support to the WPHF programme in Africa, including the launch of the Fund, the setup of its National Steering Committees and the launch and management of the calls for proposals;
• Provide strategic and specialized technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;
• Review and evaluate proposals and oversee the preparation of donor proposals and reports;
• Finalize and draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions for the WPHF globally.

Manage the monitoring and reporting for the Women’s Peace and Humanitarian Fund in Africa:

• Recommend and establish programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;
• Manage the monitoring of progress by civil society partners against mutually agreed results frameworks and performance indicators;
• Gather information and prepare reports on progress of WPHF programme implementation for WPHF Secretariat and donors; prepare technical reports;
• Provide technical support in the preparation of audits and follow up on the implementation of audit recommendations.

Provide technical support to the implementation of the Women’s Peace and Humanitarian Fund in Africa:

• Ensure the organization of annual meetings of the WPHF national steering committees in countries;
• Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
• Ensure programme quality control with partner civil society organizations and identification of potential challenges;
• Ensure all WPHF supported countries in Africa have aligned WPHF programme plans with operations plan.

Build partnerships and support in developing resource mobilization strategies:

• Develop and implement partnerships with civil society partners and key stakeholders such as Governments, UN entities, women’s movements and donor community, as well as Spotlight stakeholders in country;
• Ensure effective information flow, communication and coordination between offices, programmes and projects;
• Support knowledge sharing between different partner civil society organizations and movement building;
• Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
• Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;
• Determine programmatic areas of cooperation, based on strategic goals of the women’s Peace and Humanitarian Fund, country needs and donors’ priorities and develop the relevant partnerships.

Manage knowledge building and sharing efforts:

• Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination;
• Develop, coordinate and provide training and capacity building plan for WPHF partners in countries, in coordination with the WPHF Secretariat knowledge management analyst.

Perform other job related duties as requested by supervisor from time to time.

Education: 

• Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
• A project/programme management certification would be an added advantage.

Experience: 

• At least 5 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
• Experience in working in a gender/women, peace and security or humanitarian related area is an asset;
• Experience in setting priorities, budgets, work plans, participating in programme development and programme writing.

Languages: 

• Fluency in English is required;
• Working knowledge of French is an asset.
