Historique

The United Nations Trust Fund in Support of Actions to Eliminate Violence against Women (the UN Trust Fund) is a multilateral grant-making mechanism established in 1996 pursuant to General Assembly resolution 50/166. It is administered by the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) on behalf of the United Nations system.

 

The Trust Fund supports local, national, regional and cross-regional programmes to prevent and respond to all forms of violence against women and girls in all contexts through funding for multi-year programmes by civil society organizations. To date, the UN Trust Fund has awarded $149 million to 517 organizations in 140 countries and territories. Currently, the UN Trust Fund portfolio includes almost 150 active grants.

 

Under the guidance and direct supervision of the UN Trust Fund Grants Manager, following a client-oriented approach, the Programme Consultant (Portfolio Management) will provide support to a subset of the grants portfolio as well as to the UNTF grant-making process.

Devoirs et responsabilités

Monitoring and Grant-management:

  • Oversee 34 active grants, including via regular process monitoring based on grantee reports, and through liaising with and guiding UN Trust Fund field focal points in monitoring, report review and provision of technical support to grantees (34 grants in Asia Pacific and Humanitarian portfolio from March – July 2020; 32 grants in Africa and the Disabilities portfolio from August 2020 – February 2021).
  • Provide technical assistance to 17 grantees including in the design of their Results and Resources Frameworks (RRFs) (March – July 2020).
  • Review 56 progress reports and provide feedback to grantees as needed to ensure results-based reports and analysis and capturing of data. (31 report in Asia Pacific and Humanitarian portfolio from March – July 2020; 25 reports in Africa and the Disabilities portfolio from August 2020 – February 2021).
  • Review 56 financial reports and liaise with UNTF finance analyst at HQ before final approval for grants and subsequent disbursements (March 2020 – February 2021).

Grant-making:

  • Review and assess concept notes and full-fledged proposals submitted to the UN Trust Fund (May- September 2020).
  • Prepare application feedback letters and summaries for a subset of shortlisted applicants and grantees and systematically update these summaries based on progress reports (September – October 2020).
  • Review and lead finalization of a subset of project documents and Results Resources Frameworks through dialogue with grantees on submitted documents (October – December 2020).
  • Review a subset of implementing partner assessment forms and grant agreements prior to grantee selection and signature (August – December 2020).

Reporting and Knowledge Management:

  • Provide portfolio updates to the UN Trust Fund Grants Manager (April, July and October 2020; February 2021).
  • Prepare written contributions for various purposes, including inputs for the UNTF annual donor report, newsletters and other reporting needs (April – December 2020).

Capacity Development:

  • Support the capacity development workshop for new grants in Africa, including through the development of training materials and packages (March-June 2020).

Qualifications et expériences requises

Education:

  • Advanced University degree or equivalent in Political Science, International Development Studies, Gender/Women’s Studies or other relevant field.

Experience:

  • Minimum 5 years of relevant experience in managing complex and multi-component interventions with various partners and multi-stakeholders.
  • Knowledge and experience in working on addressing issues related to violence against women and girls;
  • Experience in grants or project management is required;
  • Experience with databases and data management a plus;
  • Experience in the United Nations, a governmental, other multilateral or civil society organization in a developed or developing country is highly desirable.

Language Requirements:

  • Fluency in written and spoken English is required.
  • Proficiency in French will be an asset.
