1. Background Information on the Project:

The United Nations Development Programme (UNDP) has been active and present in eastern Ukraine for the past decade, prior to the conflict, with a focus on community development, civil society development, and environmental protection. Work on addressing the specific conflict-related development challenges built on this earlier engagement, established partnerships, and started in 2015 through the United Nations Recovery and Peacebuilding Programme (UN RPP). UN RPP is a multi-donor funded framework programme formulated and led by the UNDP in collaboration with the Government of Ukraine and in cooperation with a number of partnering UN agencies (UN Women, FAO, UNFPA). UN RPP was designed to respond to, and mitigate, the causes and effects of the conflict in the east of Ukraine. It is an integral component of the UNDP Country Programme and is therefore fully aligned with the United Nations Partnership Framework (UNPF).

 

The Programme’s interventions are grouped under the following key Programme components, which reflect the region’s priority needs:

Component 1: Economic Recovery and Restoration of Critical Infrastructure

Component 2: Local Governance and Decentralization Reform

Component 3: Community Security and Social Cohesion.

 

The Denmark/SIDA-SDC funded project “Good governance and citizens engagement for justice, security, environmental protection and social cohesion in eastern Ukraine” is designed to contribute to resolving key issues of weak rule of law and rights to justice, physical and environmental insecurity and the breakdown of trust in institutions which are prevailing in Donetsk and Luhansk oblasts and which constrain or limit social cohesion and peacebuilding in these two conflict-affected regions, as well as their overall longer-term development.

Component 3 of RPP «Community Security and Social Cohesion» (CSSC) aims to reach some of its goals through enhancing community security; civic mobilization and empowerment of communities; reconciliation and restoration of social cohesion.

As it is indicated in Project document (Activity 2.1.4) “it [programme] will mobilize and work on gender mainstreaming to tackle women safety issues in the territorial communities covered by the Project. It will provide to this target group necessary information on women safety measures adopted elsewhere in Ukraine as well as on their effectiveness, and support to the development of adapted and locally relevant women safety solutions.

CSSC approach is being implemented through Community Security and Social Cohesion Working Groups as open dialogue platforms which are inclusive and representative of the respected communities. Gender mainstreaming and women engagement is crucial to achieving developmental goals of community mobilization.

 

In this respect the UN RPP seeks for a qualified professional who will coordinate gender mainstreaming activities for Community Security Working Groups (CSWG) and women NGOs in Donetsk and Luhansk oblasts to increase gender responsiveness and women engagement to the local development processes in the region.

 

2. Main objectives of the assignment

The main objective of the assignment is: to fully consider and assess the different needs, interests, priorities, roles, benefits, impacts, risks and access to/control over resources of women and men, including and primarily of those facing multiple and intersecting forms of discrimination based on age, geographic location (rural/urban), disability status, migratory status (migrants (refugees, IDPs)/non-migrants), ethnicity (minority/majority), socio-economic status and other vulnerability criteria in 32 target communities of Donetsk and Luhansk oblasts and strengthen ability of local Community Security Working Groups and women’s NGOs to take appropriate measures to address the existing issues and promote gender equality through 1) community’s gender needs and capacities assessment and gender analysis, 2) capacity building on gender equality of Community Security Working Groups’ leaders and newly created women NGOs; 3) development and support of gender-responsive measures to respond to the needs of local women and men.

3. Description of Responsibilities/Scope of work

Under the direct supervision of the Community Mobilization Officer and overall guidance of Community Mobilization Specialist, in close coordination with Gender Specialist, the Consultant will be responsible for the following key tasks: 

  1. Community’s gender needs and capacities assessment and gender analysis

a) Adapt the developed by UNDP and UN Women gender capacities and gender needs assessment tool to be easily used in local communities to assess gender competencies of (1.1) CSWG members and (1.2) women NGOs. The tool adapted should be easily used for online assessment; it should be written in the simple and comprehensive manner for different target groups, including the most vulnerable men and women, and include no more than 20 questions (*.doc and Google Forms or SurveyMonkey format).

b) Make online assessment of gender competencies and gender needs (using online tool developed) of CSWG members (no less than 500 respondents) in 32 target communities (Soledar, Siversk, Sartana, Mariinka/Krasnohorivka, Volnovaha, Vuhledar, Velyka Novosilka, Mangush, Druzhkivka, Novhorodske, Pokrovsk, Myrnohrad, Avdiivka, Sloviansk, Svitlodarsk, Dobropillia, Sievierodonetsk, Bilovodsk, Schastia, Troitske, Pryvillia, Stanytsia Luhanska, Nyzhnia Duvanka, Kreminna, Krasnorichensk, Lisichansk, Novoaidar, Popasna, Milove, Bilokurakine, Lozno Oleksandrivske, Triohizbenka) of Donetsk and Luhansk oblasts (GCA); and 4 women NGOs (no less than 20 respondents), list of which will be provided by UN RPP. Reach out to CSWGs and women NGOs members will be strongly supported by UN RPP through the network of CSWG leaders.

c) Report on the assessment results should be provided together with the *.xls primary data file ((a)*.doc format, up to 15 pages, including graphs, diagrammes, key findings and recommendations; (b) *.ppt presentation (up to 15 slides); *.xls primary data file)

2. Capacity building on gender equality of Community Security Working Groups’ leaders and newly created women NGOs: build capacities of approx. 60 CSWG members on gender responsiveness (incl. 32 CSWG leaders) and 4 women NGOs, particularly:

a) Based on the assessment results (1.1), develop the training programme and conduct 2 (3 days each) trainings in Sviatohirsk and Sievierodonetsk on gender responsiveness. The list of participants will be provided by UN RPP;

b) Based on the assessment results (1.2), develop agenda, organize and hold 1 strategic session (2 days) for each of 4 women NGOs. The expected results of the strategic session are: women NGO members have shared vision on their mission, strategic and action plans; they have developed 2-3 ideas of communitybased projects, where all aspects of the proposals are gender responsive and look for different fundraising opportunities.

c) Develop the programme and promote organization (using personal and professional networks) of one 5-day study visit to Vinnytsia/Lviv or any other appropriate location in Ukraine (should be agreed with UN RPP team) on the best practices of gender mainstreaming at the community level. The list of participants (up to 20 persons) will be co-developed in close cooperation with UN RPP representatives.

3. Development and implementation of gender-responsive measures to respond to the gender needs of local women and men.

a) Based on the key results of the strategic sessions, provide on-line consultations (at least 3) and mentorship for each of 4 women NGOs (12 in total) on the strategic/action plan development, project proposal development, funds raising or other relevant issue raised in the process of capacity building. Support developing of gender-responsive outcomes, baselines, targets, and indicators for the projects results framework and ensure that all applicable indicators are disaggregated by sex; ensure that gender considerations are integrated into the project’s and plans’ theory of change, including in the discussion of impact, assumptions, evidence and risks.

b) Contribute to the design of community profiling tool in part of gender responsiveness through expert support (at least 3 consultations) to UN RPP team.

4. Develop the knowledge product on gender responsiveness building at the community level which should include but is not limited to the following topics: a) adapted gender needs and capacities assessment tool together with the analysis of assessment results; b) detailed programmes of trainings and recommendations on strategic sessions’ design together with the results obtained; experiences gained and products worked out by the participants during the study visit, trainings, strategic sessions; lessons learnt and best practices co-developed. The content and format of the knowledge product should be agreed with UNRPP team. (General requirements: at least 60 pages, Ukrainian language, Word format and including diagrams, graphs, recommendations, analytical information, photos).

It is expected that the selected Individual Consultant will propose Action plan and schedule for all the activities in line with deliverables description and expected deadlines.

Please pay attention: all the costs on arranging the trainings and strategic sessions, study visit including renting premises, coffee breaks and reimbursement of travel expenses and accommodation for the participants will be covered by UNDP contractor for organizing events. These costs should NOT be included into the financial proposal.

4. Deliverables

The timeframe is spanning about 7 months, from March 2020 to September 2020. The requested services will be provided according to the agreed workplan and paid in lump sums according to the following schedule.

5. Proposed payment schedule

Payments will be made in four stages according to the proposed payment schedule below:

10% - upon submission and approval of report according to Deliverable 1, 2

35% - upon submission and approval of report according to Deliverable 3, 4 and 5

35% - upon submission and approval of report according to Deliverable 6, 7and 8

20% - upon submission and approval of report according to Deliverable 9 and 10

 

The payments will be paid out upon the full completion and acceptance of deliverables in accordance with the certificate of payments provided by the Community Mobilization Officer.

 

 

6. Administrative Arrangements

Travel connected with trainings, strategic sessions and study visits within Ukraine will be covered by UNRPP. Consultations regarding travel options will be held with the direct supervisor prior to planning of the trips and relevant logistics.

 

7. Monitoring and Progress Controls

The Consultant will work under supervision and directly report to the Community Mobilization Officer on a monthly basis through meetings\calls\mails. The Consultant should clearly and concisely identify the work that has been carried out during this period, list major accomplishments, and difficulties/problems encountered during the process.

All reports and materials shall be prepared and transmitted electronically (Formats of: * .docx, * .xlsx, * .pptx, * .pdf, etc.) to the electronic device or in the form of electronic communication with the final product. The materials/reports should be prepared in Ukrainian. No reports or documents should be published or distributed to third part without approval of UNRPP.

Compétences

8. Required Skills and Experience

1) At least Master’s degree or equivalent in Humanities, Social Science, Gender Studies, Adult Education, Economics, Communication, International relations or other related fields;

2) Minimum 3 years of experience carrying out participatory gender analysis, experience collecting and formulating gender-responsive indicators and sex-disaggregated data, carrying out gender responsive needs assessments, conducting training on gender mainstreaming, and facilitating gender responsive stakeholder discussions at local, subnational, or national levels;

3) Excellent analytical, writing, advocacy, presentation, and communications skills are required;

4) Minimum 3 samples of such documents as gender analysis, training programme on gender mainstreaming, gender responsive needs assessments, project documents promoting gender equality, etc.;

5) Fluency in Ukrainian and Russian. Working knowledge of English will be an asset.

10.Financial Proposal

 Lump sum contract.

The financial proposal shall specify a total lump sum amount. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, according to the abovementioned schedule. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including number of anticipated working hours, logistical expenses, etc).  

The IC will be responsible for all administrative expenses associated with undertaking this assignment including office accommodation, printing, stationary, telephone and electronic communications, and report copies incurred in this assignment.

11. Evaluation criteria

1) At least Master’s degree or equivalent in Humanities, Social Science, Pedagogics, Economics, Communication, International relations or other related field – 10 pts.;

{5 pts. – Master/Specialist degree in Humanities, Social Science, Pedagogics, Economics, International relations or other related field; 10pts. – PhD in one of the relevant areas};

2) Minimum 3 years of experience in conducting researches/ assessments/cases on gender mainstreaming at local/regional or national level, providing women empowerment policies/projects/programmes, in planning, design, preparation and delivery of gender equality strategies or similar topics and related issues in the context of multiple stakeholders - 15 pts.;

3) Strong qualitative and quantitative research skills demonstrated by at least 3 publications (science articles, handbooks, toolkits, guidebooks, manuals, practical tools) on gender equality, gender mainstreaming, social mobilization – 20 pts.;

{15 pts. – at least 3 publications on relevant topics; 20 pts. – more than 3 publications};

4) Minimum 3 documents in designing strategies, gender action plans/policies/programs/projects– 15 pts.;

5)Fluency in Ukrainian and Russian and working knowledge of English – 10 pts.;

Evaluation method:

 Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

 

Only candidates obtaining a minimum of 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

 

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

 

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
