Increasing domestic resources for health, and specifically for HIV, tuberculosis and malaria, is essential to end the epidemics and strengthen the health systems that are the foundation of the disease response. Accessing the 2020-2022 allocation is dependent on meeting the Global Fund’s co-financing requirements. All countries are expected to i) progressively increase overall health spending in accordance with recognized international declarations and national strategies and ii) progressively take on key program costs, including those currently financed by the Global Fund. In order to access the full allocation amount for 2020-2022, Iran must meet the co-financing requirement and it must be invested in disease program interventions and/or RSSH activities to address sustainability and transition challenges. Minimum amount of additional co-financing investments for the Islamic Republic of Iran to access full co-financing incentive is US$3,366,623. This means that, 30% of the Islamic Republic of Iran’s allocation is a co-financing incentive, accessible only when the Islamic Republic of Iran makes and realizes additional domestic commitments targeted as per the requirements of the Sustainability, Transition, and Co-Financing (STC) policy.

Commitments to access the co-financing incentive should specify specific activities to be financed and how realization of commitments will be verified and reported to the Global Fund. The Islamic Republic of Iran should provide confirmation of co-financing commitments and evidence of realization of those commitments from appropriate government authorities, including the Ministry of Finance or other relevant bodies.

In addition to future co-financing requirements, the Islamic Republic of Iran should submit evidence of the realization of previous commitments when submitting the funding request.

In order to address the above, there is a need for description of the financial resources available and improved understanding of the main barriers for optimal use of the resources for the best possible response to HIV. In that respect, the National HIV/AIDS Spending Assessment (NASA) is used as basis of above-mentioned figures. NASA which is a comprehensive and systematic methodology is used to determine the flow of resources intended to combat HIV/AIDS in low- and middle-income countries. It describes the allocation of funds, from their origin down to the end point of service delivery, among the different institutions dedicated in the fight against the disease using the “bottom-up and top-down approach”. Financial resources are tracked by financing source whether it is public, private or international and among the different providers and beneficiaries (target groups).

With the purpose of ensuring a coordinated and adequately resourced response, the Islamic Republic of Iran is planning to conduct third NASA for the period of March 2018 to March 2019 (Fiscal year 1397) to be used as evidence of co-financing commitment.

The project aims to implement third National AIDS Spending Assessment (smaller scale in compare with the first NASA) for year 1397 using NASA methodology developed by UNAIDS.

The consultant is expected to conduct the smaller scale of NASA in the Islamic Republic of Iran. He/she may require the support of a Technical Working Group to implement the project which is assigned by the CCM.

Academic Background:

The Consultant should hold an advanced university degree in finance, health economy, or resource management.

Experience:

Experience in financial and administrative areas and strategic management planning on health economy
Familiarity with the context of HIV/AIDS
Previous experience on National AIDS Spending Assessment or similar exercise is a plus
Knowledge and hands on experience in National Health Account
Strong analytical, presentation and writing skills in English
Ability to work in and with teams
Ability to create consensus across wide range of opinions
Excellent knowledge of English and Farsi.
