The Roadmap for a sustainable solution to the illicit possession, misuse and trafficking of Small Arms and Light Weapons (SALW) and their ammunition in the Western Balkans, by 2024 (SALW Roadmap 2024) was developed by the Western Balkans authorities, under the auspices of the Governments of Germany and France, in coordination with the EU. The Roadmap constitutes a progress measuring tool and a guide towards more coordinated and synergetic support to the region in this area leading to an effective and efficient use of donor resources. The Roadmap has been operationalized through action plans, which have been integrated and support the existing SALW Strategies and national action plans with measurable objectives and concrete indicators against which, progress can be measured at both local and regional level. The Roadmap is becoming a reference document for the international community with regard to interventions in the WB countries.
UNODC is a global player with unique expertise and mandate in the field of drugs, crime and terrorism. As custodian of the United Nations Convention against Transnational Organized Crime (UNTOC) and its supplementary Firearms Protocol (as well as other relevant global crime and terrorism instruments), UNODC, through its Global Firearms Programme (GFP) is well suited to address organized crime and related illicit firearms trafficking through policy and legislative advisory services, criminal justice and law enforcement responses, specialised technical assistance, as well as promoting regional and international cooperation and empirically grounded knowledge about these issues.
In Bosnia and Herzegovina, the UNODC Global Firearms Programme will facilitate the implementation of the Roadmap with the overall goal to prevent and counter illicit manufacturing of and trafficking in firearms, and their links to transnational organized and other serious crimes, including terrorism, and foster effective international cooperation and information exchange. The specific objective of GFP’s activities in BiH is to support the criminal justice system to countering illicit firearms trafficking and related offences and provide support in the following areas: (i) Legislative assistance to implement and apply the United Nations Convention against Transnational Organized Crime and its Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition (Firearms Protocol), with a focus on the criminal and criminal procedural law provisions; (ii) Support for enhancing the knowledge and skills of law enforcement and prosecutors to detect, investigate and prosecute firearms trafficking cases; and (iii) support for collection and analysis of criminal justice data; and facilitation of international cooperation between criminal justice practitioners.
In the implementation of this work, the UNODC GFP is supported by and works in cooperation and partnership with the UNODC Regional Programme for South Eastern Europe (RP SEE), as reflected in the outcome 1.2 of the latter.
Devoirs et responsabilités
Under the overall supervision of the Coordinator of the UNODC Regional Programme for South Eastern Europe and the direct supervision of the Head, UNODC Global Firearms Programme, and in coordination with the designated UNODC staff, the incumbent will undertake the following tasks:
- Independently provide a range of implementation assistance at all phases of the project cycle of the GFP in Bosnia and Herzegovina;
- Act as a resource person in firearms control, specifically in the field legislative harmonization of firearms legislation with international instruments, prevention, detection, investigation, prosecution and adjudication illicit manufacturing of and trafficking in firearms and related offences;
- Facilitate the organization of and take part in the delivery of project activities including trainings and other capacity-building support for countering illicit manufacturing of and trafficking in firearms;
- Prepare documentation, analyses and collate papers/reports, including background materials, analytical and substantive documents and reports, documentation on training courses and meetings, data for evaluation, briefing notes, working papers etc., linked to firearms control activities in the country;
- Compile and analyse data on implementing the activities under the GFP in BiH - such as details of participants, gender segregation, and agencies represented at the trainings, meetings, and workshops, and update the Training Register accordingly;
- Coordinate assessments of national legal and institutional frameworks on firearms controls and facilitate international cooperation in criminal matters;
- Support advocacy actions for a policy, educational, legal and community framework to counter illicit manufacturing of and trafficking in firearms; Draft media briefings, press releases, news events, inputs for webpage;
- Maintain constant liaison with all beneficiary agencies to ensure timely delivery of activities and provision of guidance to the executing agencies on routine implementation of projects activities, tracking use of financial resources;
- Identify and establish linkages with key national counterparts, stakeholders and resource persons, as well as with bilateral and multilateral partners involved firearms control issues as applicable;
- Provide guidance to implementing partners and assistance to coordination, monitoring and expedition of project activities including extensive liaison with all stakeholder agencies to initiate requests, prepare standard terms of reference against project objectives, obtain necessary clearances, process and follow-up on administrative actions, and resolve issues related to project implementation;
- Contribute to and participate in meetings and national events related to firearms control as well as data collection, research and monitoring and evaluation as applicable;
- Proactively support and seek opportunities for fundraising strategies on firearms control;
- Provide high quality analysis and draft presentations of information/data on specific project and related topics; highlight noteworthy issues/trends for stakeholders and HQ consideration;
- Lead administrative aspects of project planning and preparation for the delivery of activities of the GFP, which are coordinated with relevant stakeholders;
- Contribute to procurement of goods, services and other project inputs, preparing ToRs for experts, consultants, concept notes for meetings, training programmes, workshops, and other needed documents;
- Collaborate closely with relevant Sections and Branches at UNODC;
- Establish links with relevant UNODC projects, as well as with relevant external partners in those areas, including civil society organizations and non-UN organizations.
Participates in effective management of GFP’s projects in BiH focusing on quality control from formulation to implementation of project activities, achieving the following results:
- Implement GFP’s annual work plan and quarterly work plans in consultation with stakeholders;
- Provide inputs to quarterly, semi-annual and annual narrative and financial reports of GLOX34;
- Effective support to various planning instruments such as internal work plans; assistance on reporting requirements, guidelines, rules and procedures and ensuring completeness and accuracy of data submitted;
- Effective implementation of the UNODC SOPs, effective monitoring of the project/s performance and timely production of result-oriented draft progress reports, and provision of regular inputs for donor reporting;
- Prepare and analyse of project budget proposals including budget revisions, monitoring checklists, and coordination of submissions of work proposals and budget estimates;
- Prepare contributions for implementing GFP’s Communication and Visibility Plan.
Provides quality support services to the nationally implemented projects:
- Initiate and maintain partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results;
- Prepare substantive briefs on possible areas of cooperation, prepare correspondence and communications related to all aspects of project administration, including work plan and budgets, revisions and other implementation related issues with all stakeholders;
- Encourage stakeholder buy-in and ownership in implementation of project activities through in-kind contribution.
Facilitation of knowledge building and management, producing and disseminating lesson learnt from designated projects and support to the promotion of cross-project, cross-unit knowledge fertilization:
- Contributes to knowledge networks and communities of practice;
- Contribute to development of knowledge products under the project;
Ensure overall coordination of their work within the UNODC
- In all of the above, the National Programme Officer will support the UNODC Regional Programme for South Eastern Europe and will contribute to the relevant areas of its work, including in terms of provision of inputs for reporting, communication, advocacy, coordination and partnership.
- Perform other tasks and assignments as necessary.

Qualifications et expériences requises
Required Skills and Experience
Education:
- Advanced university degree (Master's or equivalent) in law, criminal justice, criminology, or related areas, is required.
- A first-level university degree in similar fields in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 3 years of relevant experience in rule of law, law enforcement, prosecutor’s office, customs or criminal justice system is required;
- Experience in carrying out analytical work, preparing brief, reporting and contributing to reports is a strong asset;
- Work experience within government institutions will be considered as an advantage;
- Experience in investigation and prosecution of firearms and/or organized crime cases, and/or facilitation of international criminal justice cooperation will be considered as an advantage.
Language Requirements:
- Fluency in English and the official languages of Bosnia and Herzegovina, with excellent drafting and presentation skills.
Technical skills:
- Excellent computer skills (especially Microsoft Office applications) and ability to use information technologies as a tool and resource.
- Possess a valid driving license and ability to operate/maintain motor vehicles.
