Background : The year 2020 marked the beginning of a Decade of Action towards the Sustainable Development Goals (SDGs). But with the COVID-19 pandemic, the global context for development has fundamentally changed. The world faces the greatest socio-economic shock in a generation, coming at a time of acute inequality, ecological fragility and growing distrust within and amongst societies. As a global pandemic that threatens to profoundly deepen inequalities and undo progress on sustainable development and humanitarian responses more broadly, COVID-19 is already devastating individuals, families, communities, economies and infrastructure. An urgent response to tackle the pandemic, at commensurate speed and scale in line with the integrated logic of the SDGs, is vital.

UNDP response across the countries are framed around three objectives; 1) Prepare - UNDP will support countries to strengthen their health systems, including by helping them procure much-needed medical supplies, quickly leverage digital technologies and ensure health workers are paid. 2) Respond -  UNDP will help countries work across key sectors to slow the spread of the virus and to provide social protection for vulnerable populations, promoting a whole-of-government and whole-of society approach. 3) Recovery - UNDP will support countries to assess the social and economic impacts of COVID-19 and take urgent recovery measures to minimize long-term impact, particularly for vulnerable and marginalized groups, and to help societies to recover.

Given the evolving nature of the crisis and response in India, UNDP India will focus on providing support to strengthen the Government’s response at national and state level, starting with immediate relief measures,followed by addressing resilience of Government and community systems, and ensuring that progress towards achieving the SDGs maintains traction. This will include support to national and selected state governments for effective and efficient delivery of health services to prevent and contain the spread of COVID-19 and facilitate access to and uptake of social protection for mitigating/cushioning the social and economic impact.

(s) The consultant will support in the implementation of the COVID Response Programmes covering social protection programmes and socio-economic impact assessments. S/he is expected to offer support on research, analytics, programme implementation.

Devoirs et responsabilités

Under the guidance of the Development Economist, the Consultant are expected to:

  • Support in the socio-economic impact assessment of COVID-19; data entry, coding, data analysis; interpretation, visual representation etc;

  • Conduct in-situ research for supporting study on long term impact of the epidemic on employment and Gross Domestic Product;

  • Support in the programme design and implementation of the Social Protection component of COVID-19 Response programme .

  • Conduct supervised secondary research to support the development of high-quality knowledge and learning materials.

  • Assist in the organization of conferences/events/forums of relevance to the SDGs and impact of COVID on the targets

  • Preparation/writing of analytical documents on the relevant thematic areas

  • Assist in publishing of reports, books, booklets or any other type of publications.

  • Identifying innovative development solutions in specific areas

  • Supporting monitoring and evaluation and communications
  • Any other duties assigned by the supervisor;

Qualifications et expériences requises

Education: University degree in in a relevant field of expertise (e.g. Statistics, Economics or a relevant stream);

Skills

  • Experience in data collection and analysis in the field of social or economic development fields;
  • Advanced knowledge of statistical packages (STATA, SPSS, R, Python, etc.)
  • Knowledge of econometrics,
  • Strong commitment to promoting gender equality, excellent interpersonal and communication skills;
  • Outstanding command in MS Office (Word, Excel, PowerPoint) as well as handling web-based applications.  

Language Requirements -

  • Fluency in English and working language of the duty station.

Tenure - The contract will be awarded for Six months.

Schedule of Payments-Consolidated Annual Consultancy Fee (Remuneration) of Rs 3,00,000/- (@Rs. 50,000/- per month) payable in equal monthly instalments, upon submission of monthly progress report certified by the reporting officer.

Institutional Arrangement:

  • Contract will be administered by UNDP ;
  • The consultant would report to Development Economist;
  • Consultant will be entitled for 2 days leave per month (non-en-cashable).
  • The incumbent will arrange to procure his/her own laptop.

Evaluation Method & Criteria

  • Evaluation and ranking will be done based on the following criteria

    • Educational Qualification: 30 marks;

    • Relevant Experience: 40 marks;

    • Interview: 30 Marks.

  • Candidates obtaining a minimum of 70% (49 marks) of 70 marks will be eligible to appear for the interview. Top scoring candidate (out of total 100 marks) will be sent offer of consultancy in order of ranking.

  • Interview for the shortlisted candidates would be either conducted face to face in Delhi or by telephone/over Zoom/ skype.
