Historique

In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will contribute to building resilient health systems based on primary health care, hospital care and referral, supporting universal health coverage. The work encompasses the following areas: health system strengthening including financial protection and governance for social and human rights, protection in health organizing, people-centered and integrated health care along the life time continuum of care, pharmaceutical service delivery, health workforce capacity-building and skills strengthening for health.

Summary of Assigned Duties

  • Provide technical guidance and support in the development and implementation of robust national health policies, programmes and plans in response to the health emergency.
  • Provide technical advice to national authorities in designing a basic health service package and methodology fit for emergencies, taking into consideration the social and cultural aspects for the effective use and access to services.
  • Advice on continuity of care at emergencies particularly for people with chronic disorders, pregnant mothers, children under five years’ morbidities and disabilities and provide measures to strengthen referral channels.
  • Contribute to the identification and targeting of health inequities and the inclusion of vulnerable groups to ensure equitable access to quality health services.
  • Assess the needs and provide training of human resources in health aimed at increasing the efficiency, effectiveness and quality of the workforce; organize, conduct, or facilitate capacity-building activities, in coordination with the respective pillar Lead.
  • Advise on the planning and implementation of the technical activities pertaining to quality of care and the health services infrastructure (nursing, pharmacy, laboratory, medicines, vaccines, and medical diagnostic and therapeutic devices, health information system including vital statistics and medical record keeping) and priority programmes based on the needs of affected populations.
  • Advise on the introduction and transfer of experiences and technologies through capacity-building processes.
  • Provide information on the health situation, status and trends pertaining to the effective and efficient management of health services.

Functional Knowledge and Skills

  • Ability to provide sound methodological, technical advice and guidance to multiple stakeholders and partners in health sector reform and public administration reform.
  • Ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing.
  • Ability to monitor and communicate progress in terms of process and results.

Qualifications et expériences requises

Education Qualifications
Essential

  • University degree in public health, health systems/services administration, health management or health related field from an accredited/recognized institute.

Experience
Essential

  • At least 5 years relevant work experience, at the national or/and international levels, in areas related to health systems recovery and development, health services delivery in emergencies, extension of health care services to underserved populations/areas, and development of strategies to overcome barriers to accessing health care services, including essential medicines.

Desirable

  • Prior humanitarian working experience at field level with WHO, other UN agency, health cluster partners; recognized humanitarian organizations or with an international nongovernmental organization with expertise in disaster and health emergencies response.

Use of Language Skills
Essential

  • Excellent knowledge of English and Ukrainian.
  • Working knowledge of Russian.

Other Skills (e.g. IT)

  • Excellent knowledge of Microsoft Office applications.
  • Working knowledge of online data collection applications, statistical analysis packages (Stata, SPSS).
  • Working knowledge of supply forecasting and inventory control systems for medical supplies.

Remuneration

  • Remuneration will be based on classified requirements of the Terms of Reference of the Individual Consultant Contract with related academic and professional experience applied for the grade in accordance with WHO’s consultant’s pay rates.
