UN Women, grounded in the vision of equality enshrined in the charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women in the achievement of equality between women and men as partners and beneficiaries in development, human rights, humanitarian action and peace and security. UN Women aims to coordinate and promote the UN system’s work advancing gender equality, and in deliberations and agreement linked to the 2030 Agenda. The entire work is to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world. UN Women, as part of the United Nations in Timor-Leste, contributes to the Government’s legislative and policy commitments to promote gender equality and women’s empowerment.
UN Women’s goal in Timor-Leste is to promote women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. This includes efforts to ensure women’s right to live free from any form of violence and efforts to advance decent work and gender-responsive public spaces as the key drivers for women’s economic empowerment.
To address the global challenges of VAWG, the European Union (EU) and the United Nations have partnered on a new multi-year programme, the EU-UN Spotlight Initiative. The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls. The overall vision of the Spotlight Initiative in Timor-Leste is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable Timor-Leste. The programme is aligned to the Timor-Leste “National Action Plan on Gender-based violence (2017-2021) and National SDG Roadmap, particularly on SDGs 5 and 16. It will contribute to the National Strategic Development Plan and reinforce Timor-Leste’s Development Plan and reinforce Timor-Leste’s implementation of commitments under the Beijing Platform for Action, the Concluding Observations of the CEDAW Committee, the Convention on the Rights of the Child, among other international obligations.
Women’s economic empowerment is also one of the key pillars of UN Women’s programming in Timor-Leste. Establishing an enabling environment and gender-responsive public spaces for advancing their economic engagement is essential in achieving women’s economic empowerment. This aligns to the Government of Timor-Leste’s existing gender equality commitments including its Safe Dili and Safe Baucau commitments, the Second Maubisse Declaration for Rural Women, and institutional reforms including Public Finance Management (PFM), and mainstreaming gender in the localization of the Sustainable Development Goals.
UN Women Timor-Leste works with a range of stakeholders to advance women’s economic rights and their contribution to sustainable economic development. This engagement aims to improve gender equality in public investment and infrastructure planning for women’s safety and mobility in Timor-Leste.
In support of these efforts, UN Women works with a variety of government and civil society organization (CSO) partners, as well as the UN family and broader development partners in Timor-Leste to promote and strengthen capacities on gender mainstreaming and gender-responsive planning and budgeting. This ensures that the voices of women and other vulnerable groups are included in all decision-making processes. In this regard, UN Women is seeking a consultant on retainer to provide technical assistance to facilitate the implementation of UN Women’s 2020 Workplan, forthcoming 2021-2025 programme and to respond efficiently to requests from Government and civil society stakeholders in Timor-Leste. The consultant will provide technical support on gender mainstreaming and gender-responsive planning and budgeting, with a focus on ending violence against women and girls, women’s economic empowerment, and inclusion of disability rights and other intersectional issues.

Overall objective of the assignment
The overall objective of the proposed retainer consultancy is to support UN Women in provision of technical assistance, advocacy and coordination roles with government and CSO partners related to institutional gender mainstreaming and gender responsive planning and budgeting. This support will engage line ministries, National Parliament, civil society and private sector partners to facilitate effective implementation and monitoring of national gender equality commitments as identified above, and in accordance with UN Women’s workplan and programming.
Scope of work/Duties and Responsibilities
Under the overall guidance of the UN Women Head of Office in Timor-Leste, and supervision of the Women’s Economic Empowerment National Programme Officer, in collaboration with the Spotlight Initiative Programme Officer, the National Consultant will provide support and technical assistance in institutional gender mainstreaming, including strengthening partner capacities to apply mainstreaming strategies into annual and programmatic planning, budgeting and monitoring processes. This will specifically include the following tasks:
Duration of the assignment
The duration of the assignment is up to 200 working days within a two-year period. The consultant is expected to commence work on 01 June 2020 – 01 June 2022.
The following deliverables are expected from the successful candidate.
All the documents, including reports, questionnaires, presentations and reports should be submitted in English language, or if in Tetum, include an English summary.
Upon receipt of the deliverables and prior to the payment of the instalment all submitted reports and documents will be reviewed and approved by UN Women.
The consultant’s performance will be evaluated against such criteria as: timelines, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Qualifications et expériences requises
Required skills and experience
Master’s/Bachelor’s degree in Economics, Political Science, Gender and Development or other relevant fields.
Language and other skills:

All applications must include (as an attachment) the CV and the financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.

Applications will be evaluated based on the Cumulative analysis.
A three-stage procedure is utilised in evaluating the proposals. Candidates who are fulfilling all the required skills and expertise will go to the technical evaluation process. The evaluation of the technical proposal is being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates.
