UN Women, grounded in the vision of equality enshrined  in the charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women in the achievement of equality between women and men as partners and beneficiaries in development, human rights, humanitarian action and peace and security. UN Women aims to coordinate and promote the UN system’s work advancing gender equality, and in deliberations and agreement linked to the 2030 Agenda. The entire work is to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world. UN Women, as part of the United Nations in Timor-Leste, contributes to the Government’s legislative and policy commitments to promote gender equality and women’s empowerment.

UN Women’s goal in Timor-Leste is to promote women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. This includes efforts to ensure women’s right to live free from any form of violence and efforts to advance decent work and gender-responsive public spaces as the key drivers for women’s economic empowerment.

To address the global challenges of VAWG, the European Union (EU) and the United Nations have partnered on a new multi-year programme, the EU-UN Spotlight Initiative. The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls. The overall vision of the Spotlight Initiative in Timor-Leste is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable Timor-Leste. The programme is aligned to the Timor-Leste “National Action Plan on Gender-based violence (2017-2021) and National SDG Roadmap, particularly on SDGs 5 and 16.  It will contribute to the National Strategic Development Plan and reinforce Timor-Leste’s Development Plan and reinforce Timor-Leste’s implementation of commitments under the Beijing Platform for Action, the Concluding Observations of the CEDAW Committee, the Convention on the Rights of the Child, among other international obligations.  

Women’s economic empowerment is also one of the key pillars of UN Women’s programming in Timor-Leste. Establishing an enabling environment and gender-responsive public spaces for advancing their economic engagement is essential in achieving women’s economic empowerment. This aligns to the Government of Timor-Leste’s existing gender equality commitments including its Safe Dili and Safe Baucau commitments, the Second Maubisse Declaration for Rural Women, and institutional reforms including Public Finance Management (PFM), and mainstreaming gender in the localization of the Sustainable Development Goals.

UN Women Timor-Leste works with a range of stakeholders to advance women’s economic rights and their contribution to sustainable economic development. This engagement aims to improve gender equality in public investment and infrastructure planning for women’s safety and mobility in Timor-Leste.

In support of these efforts, UN Women works with a variety of government and civil society organization (CSO) partners, as well as the UN family and broader development partners in Timor-Leste to promote and strengthen capacities on gender mainstreaming and gender-responsive planning and budgeting. This ensures that the voices of women and other vulnerable groups are included in all decision-making processes. In this regard, UN Women is seeking a consultant on retainer to provide technical assistance to facilitate the implementation of UN Women’s 2020 Workplan, forthcoming 2021-2025 programme and to respond efficiently to requests from Government and civil society stakeholders in Timor-Leste. The consultant will provide technical support on gender mainstreaming and gender-responsive planning and budgeting, with a focus on ending violence against women and girls, women’s economic empowerment, and inclusion of disability rights and other intersectional issues.

Overall objective of the assignment

The overall objective of the proposed retainer consultancy is to support UN Women in provision of technical assistance, advocacy and coordination roles with government and CSO partners related to institutional gender mainstreaming and gender responsive planning and budgeting. This support will engage line ministries, National Parliament, civil society and private sector partners to facilitate effective implementation and monitoring of national gender equality commitments as identified above, and in accordance with UN Women’s workplan and programming.

Scope of work/Duties and Responsibilities

Under the overall guidance of the UN Women Head of Office in Timor-Leste, and supervision of the Women’s Economic Empowerment National Programme Officer, in collaboration with the Spotlight Initiative Programme Officer, the National Consultant will provide support and technical assistance in institutional gender mainstreaming, including strengthening partner capacities to apply mainstreaming strategies into annual and programmatic planning, budgeting and monitoring processes. This will specifically include the following tasks:

  1. Strengthen the capacity of the government, civil society and private sector partners:
  • Support UN Women in its partnerships with the Secretary of State for Equality and Inclusion (SEII), Ministry of Transport and Communications (MOTC), Municipal Authority of Baucau, and National University of Timor-Leste (UNTL), among others as relevant to identify entry points for mainstreaming gender, strengthen institutional processes and capacities for planning, allocating and monitoring expenditure of resources related to the National Action Plan on Gender-Based Violence and issues of sexual exploitation, abuse and harassment, including in the context of COVID 19. This will include monitoring the impact of allocations by responsible line ministries (SEII, MoE, MoH, PNTL, MOJ, MSSI) and engagement with CSOs in support of both national and municipal budgeting and planning processes.
  • Facilitate training for line ministries, local authorities, CSOs and national parliament, as relevant, on gender mainstreaming and gender-responsive budgeting, including supporting institutions and respective stakeholders with needs assessments and capacity assessments, and developing progress reports on results from workshops conducted.
  • Train Government Institutions and CSOs (including organizations of persons with disabilities) on gender-responsive planning and inclusive budgeting in all public investment, infrastructure planning and decision-making processes, applying the latest global best practice for safe urban spaces, campus’, markets and other public spaces.
  • Provide support to the women’s machinery, National Parliament and CSOs in the analysis of the State Budget and implementation of budgets from a gender perspective.
  • Provide technical advice to line ministries, municipal authorities and UNTL on best practices in gender mainstreaming, gender-responsive and inclusive budgeting, with attention to the rights of persons with disabilities, ending violence against women and girls and promoting gender equality and women’s economic empowerment. This includes inputs for the revision of polices, plans and budget from a gender perspective. This will be based on global best practice.
  • Develop planning, monitoring and budgeting tools for gender mainstreaming and gender-responsive budgeting and facilitate monitoring of implementation of gender equality commitments in Timor-Leste. These commitments encompass the CEDAW Concluding Observations, National Action Plan on Gender Based Violence, Government Resolution on Equal Pay, National Employment Strategy and Maubisse Declaration on Rural Women’s Economic Empowerment, among the gender targets in the SDGs.
  • Provide technical support to CSOs to analyse trends in gender mainstreaming and application of gender-responsive and inclusive budgeting practices
  • Provide guidance to support targeted private sector actors to mainstream gender into their strategic plans.

 

  1. Conduct research and analysis, provide facilitation support and undertake knowledge product development:
  • Write analytical reports and strategic briefs on gender-responsive planning and budgeting, gender mainstreaming, and gender-responsive procurement as they relate to key development issues in Timor-Leste (for example COVID-19 Response, disaster-risk reduction and climate change, economic diversification and fiscal reform, urban planning decentralization, etc).
  • Develop training materials, training events, knowledge products and guidelines on institutional gender mainstreaming, gender-responsive procurement and gender-responsive budgeting, monitoring of gender equality commitments, in line with CEDAW, SDGs and national commitments.
  • Support stakeholder mapping exercises, facilitate consultations and surveys (using face-to-face and/or virtual platforms as relevant), synthesizing feedback from stakeholders into summary reports to inform and adapt UN Women’s programming, coordination and normative efforts in Timor-Leste, with a particular focus on ending violence against women and girls and women’s economic empowerment.
  • Support planning and facilitation of workshops and multi-stakeholder dialogues on gender mainstreaming (including related to gender data and statistics), disability inclusion, gender-responsive planning and budgeting as part of efforts to end violence against women and girls and advance women’s economic empowerment in collaboration with UN Women staff.

Duration of the assignment

The duration of the assignment is up to 200 working days within a two-year period. The consultant is expected to commence work on 01 June 2020 – 01 June 2022.

1. Report for each of the training workshops (10 pages) with relevant annexes on gender-responsive planning, budgeting and gender mainstreaming, gender-responsive procurement, and monitoring of gender commitments

  •  

1.1. Strengthen the capacity of Members of Parliament, government institutions and CSOs on gender-responsive planning and budgeting, gender mainstreaming, gender-responsive procurement, and monitoring of gender commitments:

  • Train government institutions and CSOs (including organizations of persons with disabilities) on inclusive planning including gender and disability responsive planning and budgeting and decision-making processes in all public investments, infrastructure planning (markets, campus’ and other public spaces), applying the latest global best practice relevant to UN Women’s programming on Women’s Economic Empowerment and the Spotlight Initiative.  
  • Develop training materials, knowledge products and guidelines on gender commitments, gender mainstreaming, gender-responsive procurement and gender-responsive budgeting, including monitoring of gender equality commitments, in line with CEDAW, SDGs and national commitments for the purpose of delivering training.
    1. Develop pre-and-post-training assessment tools and analyse results.

2.  Report (5 pages with relevant annexes) on the technical support and capacity building of Government and CSOs including tools developed for advocacy on GRB. (Technical advice)

  1. Provide technical advice to line ministries, municipal authorities and University of Timor-Leste (UNTL),  on best practices in gender mainstreaming, gender-responsive and inclusive budgeting, with attention to the rights of persons with disabilities, for ending violence against women and girls and promoting gender equality and women’s economic empowerment. This includes inputs for the revision of polices, plans and budgets from a gender perspective.
  2. Develop planning, monitoring and budgeting tools for gender mainstreaming and gender-responsive budgeting and facilitate monitoring of implementation of gender equality commitments in Timor-Leste. These commitments encompass the CEDAW Concluding Observations, National Action Plan on Gender Based Violence, the National Action plan for 1325, National Government Resolution on Equal Pay, National Employment Strategy and Maubisse Declaration on Rural Women’s Economic, and National action plan for people with disability Empowerment, among the gender targets in the SDGs.
  3. Provide technical support to CSOs to analyse trends in gender mainstreaming and application of gender-responsive and inclusive budgeting practices.
  4. Provide guidance to support targeted private sector actors to mainstream gender into their strategic plans.
  5. Write analytical reports and strategic briefs on gender-responsive planning and budgeting, gender mainstreaming, and gender-responsive procurement as they relate to key development issues in Timor-Leste (COVID-19 Response, disaster-risk reduction and climate change, economic diversification and fiscal reform, urban planning decentralization, etc)
  6. Prepare PowerPoint presentations and relevant advocacy materials on gender commitments, gender mainstreaming, gender-responsive procurement, and gender-responsive budgeting.

 

  1. Report on reviews of policy briefs and laws from a gender perspective (5 pages on facilitation of briefing sessions with relevant annexes)

  1. Facilitate briefing and advocacy sessions with high level Government stakeholders, in collaboration with UN Women. This includes organizing preparatory meetings with UN Women staff, preparation of presentations or key messages with relevant evidence, one or two page notes per briefing highlighting key discussion points.
  2. Support planning and facilitation of multi-stakeholder dialogues on gender mainstreaming (including related to gender data and statistics), disability inclusion, gender-responsive planning and budgeting as part of efforts to end violence against women and girls and advance women’s economic empowerment.
  3. Support stakeholders’ mapping exercises, facilitate consultations and surveys synthesizing feedback from stakeholders into summary reports to inform and adapt UN Women’s programming, coordination and normative efforts in Timor-Leste, with a particular focus on ending violence against women and girls and women’s economic empowerment.
  4. Support UN Women, and government institutions to review legislative and policy documents from a gender perspective.

 

  1. Report, including tools developed for the promotion of gender mainstreaming and gender-responsive planning and budgeting (5 pages for each engagement)

Support UN Women in its partnerships with the Secretary of State for Equality and Inclusion (SEII), select Municipal Authorities, UNTL, among others as relevant to identify entry points for mainstreaming gender, strengthening institutional processes and capacities for planning, allocating and monitoring expenditure of resources related to the National Action Plan on Gender-Based Violence and issues of sexual exploitation, abuse and harassment, including in the context of COVID 19.   2. Conduct consultations. This task will also include piloting tools in at least two line ministries to be identified by the women’s machinery/ SEII. Testing will include a briefing session with Directors and Director Generals in the identified line ministries.
  3. Assess the current planning, budgeting and monitoring mechanisms at municipal level and autonomous regions
  4. Organize and facilitate stakeholders’ meetings and key informant interviews jointly with UN Women, and partners (SEII, select Municipal Authorities).
  5. Collect secondary data as needed.
  6. Analyse information from the assessment
  7. Formulate recommendations for UN Women and partners on how to best integrate GRB and inclusive budgeting into existing mechanisms
  8. Develop a report describing technical support to women’s machinery, and relevant ministries and the development and revision of tools for gender mainstreaming and gender-responsive budgeting processes.

 

  1. Report (including a description of the methodology and relevant annexes) on support provided to women’s machinery, National Parliament and CSOs (Support on gender equality commitments)

 

5.1. Provide technical support to women’s machinery, Line Ministries, Prime Ministry Office, Parliament and CSOs in the analysis of the state budget, monitoring the implementation of gender equality commitments.

5.2. Support relevant stakeholders in developing recommendations referencing gender equality commitments such as during the state budget debates in parliament. These will reinforce advocacy for implementation of gender equality recommendations by the government.

 

  1. Details on briefs and products to be confirmed (Technical briefs and knowledge product materials)

 

6.1. Develop technical briefs and knowledge products on gender, gender-responsive urban planning and procurement, gender-responsive budgeting, monitoring and evaluation, and women’s economic empowerment related to key development issues, in consultation with UN Women, women’s machinery/SEII, and relevant ministries, UNTL, municipal authorities, and CSOs. Materials need to be appropriate to the Timorese context allowing for concepts to be understood by a wide range of stakeholders and developed for submission to a designer for visual development.

 

7. Reports (10 pages for each municipality of focus), advocacy materials and tools for increased awareness of national and international gender commitments (details to be confirmed) – (Analysis of budget and strategic plan)

 

  1. Analyse the State and municipal budgets from a gender perspective and submit a detailed report.
  2. Assess the current planning, budgeting and monitoring mechanism at municipal level and autonomous regions
  3. Organize and facilitate stakeholders’ meetings and key informant interviews jointly with UN Women, and partners (SEII, Municipal Authority Authorities).
  4. Collect secondary data as needed.
  5. Develop and test questionnaires as needed.
  6. Analyse information from the assessment.
  7. Formulate recommendations for UN Women and partners on how to best integrate GRB and inclusive budgeting into existing mechanisms

8.  Detailed reports on the analysis of strategic plans and policies (10 pages per municipality)

8.1. Conduct analysis of policies and provide government institutions, municipal authorities, and targeted private sector actors on how to mainstream gender.

8.2. Organize and facilitate stakeholders’ meetings and/or workshops to build their capacity on how to mainstream gender into revised policies and strategic plans.

8.3. Develop training materials in consultation with UN Women and relevant stakeholders.

8.4. Liaise with stakeholders as needed.

8.5. Develop assessment tools as needed.

8.5. Develop and submit a comprehensive 10-page report on the work done.

 

All the documents, including reports, questionnaires, presentations and reports should be submitted in English language, or if in Tetum, include an English summary.

Upon receipt of the deliverables and prior to the payment of the instalment all submitted reports and documents will be reviewed and approved by UN Women.

Notes:

  • All events should include a pre and post assessment, training materials and a report.
  • Mechanisms for consultation will be adjusted in response requirements and regulations related to COVID-19.

Inputs:

  • UN Women will provide the consultant reference materials printing facilities, and internet access as needed, will facilitate coordination with key stakeholders and when movement restrictions are no longer in place, will provide office space.
  • UN Women will provide logistic and transportation support when travelling out of Dili and municipality travel if required in support of the assignment.
  • UN Women will provide Daily Subsistence Allowance (DSA) to cover expenses outside of the Duty Station when applicable, and upon approval of a Travel Authorization.

Qualifications et expériences requises

Required skills and experience

Education:

Master’s/Bachelor’s degree in Economics, Political Science, Gender and Development or other relevant fields.

Experience

  • At least Master with 7 years or Bachelor with 9 years of experience of work on gender equality, women’s rights and economic development.
  • Experience in producing gender analysis of Government Plans and Budgets.
  • Experience in capacity development of Government organizations and CSOs, preferably in gender equality, gender mainstreaming and gender responsive budgeting.
  • Experience with facilitation of high-level dialogues, trainings, consultations, including with Government counterparts.

Language and other skills:

  • Proficiency in oral and written English and Tetum languages, knowledge of Portuguese is an advantage.
  • Computer literacy and ability to effectively use office technology and equipment, IT tools, Internet and email.

Evaluation

Applications will be evaluated based on the Cumulative analysis.

A three-stage procedure is utilised in evaluating the proposals. Candidates who are fulfilling all the required skills and expertise will go to the technical evaluation process. The evaluation of the technical proposal is being completed prior to any price proposal being compared.  Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
