UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative “Making Every Woman and Girl Count” (Women Count) aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme envisions a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender statistics at the global level to the regional and national levels through three interlinked areas of work:

  • Building a supportive policy and institutional environment for the localization and effective monitoring of the Sustainable Development Goals (SDGs);
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

Reporting to the Programme Management Specialist, the Programme and Knowledge Management Specialist works in close collaboration with the Women Count programme team at the global, regional and country levels and is responsible for managing knowledge and internal communication of the Women Count global programme; contribute to monitoring, reporting and communicating results; programme management and advocacy and resource mobilization.

Manage knowledge and internal/external communication of the Women Count global programme:

  • Oversee the implementation of the Women Count knowledge management strategy, including developing knowledge management systems and tools for Women Count to improve efficiency in producing, storing and sharing information across all levels of implementation; 
  • Coordinate and oversee the process of developing and dissemination of best practices and lessons learned that are directly linked to the implementation of the programme including with donors and relevant partners;
  • Ensure efficient flow of information across all levels of implementation and facilitate dissemination and sharing of resources between global, regional and country offices;
  • Oversee the development and dissemination of knowledge products and information sharing;
  • Liaise frequently with UN Women’s Outreach, Visibility and Online Content Specialist to communicate the status of the implementation of Women Count to the broader UN Women organization, including contributing regularly to the Annual Newsletter.

Provide substantive inputs to monitoring, reporting and communicating results of the Women Count programme

  • Coordinate end ensure quality control of quarterly and annual reports and other report as needed in coordination with the Learning, Monitoring and Evaluation Specialist;
  • Assess the quality and undertake rigorous analyses of quarterly reports of all Women Count projects and prepare quality summaries of achievements, challenges and trends;  
  • Provide technical guidance to the regional and country offices in meeting internal and external reporting requirements and deadlines, including annual reporting process, in coordination with the Learning, Monitoring and Evaluation Specialist;
  • Organize Steering Committee and Donor Committee meetings, prepare timely meetings reports and follow-up as needed.
  • Coordinate the organization of Women Count meetings including the Women Count Annual Review Meeting.

Provide Programme management support to Women Count projects including the Global Policy Support (GPSP) project:

  • Provide formulation, planning and implementation support to regional and country offices, including ensuring a results-based management approach;
  • Provide budgeting and coordination support to the annual work planning process of Women Count projects;
  • Provide operational support as needed to ensure timely implementation of projects’ activities including financial monitoring, HR monitoring, procurement and logistics to ensure alignment with UN Women’s Rules and regulations and results-based management principles;
  • Prepare an maintain an up-to-date repository of all Women Count agreements and commitments, including Memorandums of Understanding, Letters of Agreement, Project Cooperation Agreements, and related documents.

Provide technical inputs to advocacy and resource mobilization for Women Count:

  • Coordinate the organization of global public events, including seminars, conferences and launch activities, and provide related logistical support as needed;
  • Manage and regularly update a calendar of events and activities that are relevant to the programme’s implementation;
  • Oversee the implementation of the Women Count resource mobilization strategy and contribute to resource mobilization efforts through liaison with members of the Women Count Donor Committee and support to fundraising activities/events;
  • Provide strategic support to identify opportunities with new and existing partners.

Provide any other support as requested by supervisor.

Qualifications et expériences requises

Education: 

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage.

Experience: 

  • At least 5 years of progressively responsible work experience at the international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Experience in knowledge management and advocacy activities;
  • Experience in programme design, coordination, management and implementation of a gender statistics programme is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset.

Languages: 

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset.
