General Background

Based on a long-standing partnership and UNDP previous experience in implementing large and medium-size EU funded urban upgrading and infrastructure projects in the northern part of Cyprus, the European Commission requested UNDP to continue supporting this type of infrastructure projects through the establishment of a new instrument called “Local Infrastructure Facility”.

The Facility will help identify, screen, mature, prepare for tender, and implement local infrastructure investments, targeting the funding on competitive basis to ensure best value for money and providing support also to those communities with a lower technical and administrative capacity. This will in turn result in a greater positive impact on the standard of living of local populations and increase the visibility of EU interventions in the priority areas.

Specifically, the UNDP LIF Project intends under its fourth output to implement works for the construction of new infrastructure or rehabilitation of existing ones.

Support to local communities in the preparation & implementation of selected project designs, works and supervision

Based on the priorities identified by the LIF Project Steering Committee through participatory, broad and inclusive consultations with the local communities, as well as based on the master planning and pre-feasibility studies, project designs will be prepared for selected projects.

Depending on a case-by-case basis depending on the size and complexity of the project, either Design & Build or Works contracts will be used. In the case of Design & Build, the FIDIC Yellow Book with Particular Conditions as revised and approved by UNDP Legal Office will be utilised. For Works contracts, UNDP standard contract conditions will be utilised.

For each agreed project (Services, Works and Supply contracts), UNDP will act as the ‘Employer’. UNDP will also supervise projects in accordance with contractual conditions of FIDIC Yellow rules and/or UNDP contract conditions until the expiry of the defects liability/notification period (12 months after the date of substantial completion/taking over of the works). Maximum involvement and input from the local communities’ technical staff in all the phases of project preparation and implementation will be ensured through inclusion in supervision teams where possible, monitoring visits and constant dialogue throughout the project implementation.

The type of construction projects will entail sewerage networks, wastewater treatment plants, solid waste recovery facilities, landscaping and buildings. So far 6 projects have been endorsed by the project steering committee. It is expected that the works for all 6 projects will start between July 2020 and September 2021 with all projects being completed by December 2022. Additional infrastructure projects might be approved on an annual basis. For the purpose of this assignment, the consultant will be assigned 5 projects out of the 6 endorsed projects. 

Devoirs et responsabilités

The objective of the assignment is to provide Mechanical Engineering Quality Assurance services during the implementation, taking over/substantial completion stage and defect liability period of the works.

Under the overall direction of the Senior Programme Manager and direct supervision of the LIF Project Manager, the Mechanical Engineer for quality assurance of works will be responsible to conduct regular site visits to assess and establish conformity of mechanical works with the designs (bill of quantities, technical specifications and drawings, as well as with relevant regulations and professional norms/standards).

More concretely, the Mechanical Engineer for quality assurance of works will be expected to perform the following tasks for each project that UNDP LIF will allocate to her/him: 

Task 1 – Preparation of services

Under this task, the Mechanical Engineer for quality assurance of works will:

  • Familiarise him/herself with the general and special/particular contract conditions (UNDP or FIDIC);
  • Review the designs (BoQ, technical specifications and drawings);
  • Offer submitted by the contractor;
  • Review the methods of measurement developed by the contractor / engineer; and
  • Submit a plan for QA.

If the Mechanical Engineer for quality assurance of works notices during her/his review of the design documents any mistakes or omissions, it is his/her responsibility to inform UNDP LIF project manager.

It is envisaged that the level of effort under Task 1 will not exceed 5 working days per project.

Task 2 – QA during the works

The Mechanical Engineer for quality assurance of works is expected to:

  • Organise and conduct up to 3 spot check site visits depending on the QA plan;
  • Carry out quality and quantity surveys during the site visits;
  • Inspect quality of in-built mechanical equipment in accordance with the contracted BoQ and design documents;
  • Determine the extent and nature of defects discovered during the survey of executed works, if any;
  • Examine building site documentation to see if the defects were noted by the engineer and instructions given to the contractor to remedy them;
  • Evaluate executed works in accordance with good practices, as well as project standards;
  • Develop a narrative report to present findings of the survey; provide recommendations for improvement of contract management.

If the consultant notices that testing was not performed properly and not sufficient number, he/she could recommend testing to be conducted by UNDP. The results of the tests would then be sent to the consultant.

It is envisaged that the level of effort under Task 2 will not exceed 6 working days per project.

Task 3 – QA following substantial completion of works

Under this task, the Mechanical Engineer for quality assurance of works will:

  • Organise a site visit following the substantial completion of works;
  • Carry out a quality survey during the site visit;
  • Determine if the completed mechanical works are compliant with the contracted design documents and BoQ of installed works;
  • Develop a narrative report to present findings and recommendations and confirm or not compliance with documentation.

It is envisaged that the level of effort under Task 3 will not exceed 2 working days per project.

The work of the Mechanical Engineer for quality assurance of works will be directly supervised by the UNDP LIF Project Manager. She/He will submit reports and seek approval of changes to the plans from the UNDP LIF Project Manager.

UNDP LIF Project Manager and the Mechanical Engineer for quality assurance of works will define together annual plans to ensure that QA site visits will be conducted within the same period of time to ensure cost-efficiency in the provision of the services.

Prior to each QA site visit, the Mechanical Engineer for quality assurance of works inform the UNDP LIF Project Manager. He/she will submit detailed reports for each QA site visit listing the documents reviewed and all relevant information that will confirm that he/she has performed the services contracted.

UNDP LIF will make available office space to the Mechanical Engineer for quality assurance of works in its premises. It is expected that he/she will be partially present in the allocated premises. The Mechanical Engineer for quality assurance of works will be able to make use of the UNDP LIF meeting room for the organisation of meetings if needed. UNDP LIF will make available transportation from UNDP LIF premises to construction sites. He/she will be responsible for its own IT equipment.

Deliverables

The Mechanical Engineer for quality assurance of works shall submit the following deliverables:

  1. Quality Assurance plan for each allocated project;
  2. Up to 3 spot check visits reports per project; and
  3. Report following substantive completion of works for each project.

Deliverables shall be submitted in one hard copy and one digital version.

The start date of the assignment is expected on July 1, 2020. The expected date of completion is June 30, 2022.

Qualifications et expériences requises

Education:

  • Master’s degree or equivalent in mechanical engineering

Experience:

  • At least 15 years of postgraduate professional experience
  • At least 5 years of experience in mechanical works management within infrastructure projects
  • At least 10 years of experience in construction supervision and quality assurance for mechanical works
  • Experience of the Cyprus context will be an asset

Language Requirements:

  • Excellent English skills (both written and verbal)
  • Knowledge of Turkish Language is an asset

  2. Financial Proposal:  It is expected that the Mechanical Engineer, the consultant, for quality assurance of works will perform on the 5 projects listed above. The applicants are requested to provide her/his financial offer in 2 separate daily fees in Euro for up to 65 working days as distributed as below. Approximately 13 working days will be allocated per each project.
  • Home based daily fee in Euro (for up to 25 days)
  • Cyprus based daily fee in Euro (for up to 40 days)

In the organisation of the field work, UNDP will, in agreement with the consultant and depending on the work progress, try to combine site visits to different projects during one mission. As such, it is expected that the consultant will conduct between 11 to 13 missions during his/her assignment.

The daily fees provided shall cover all expenditures including fees, health insurance, vaccination, or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. International travel (only air ticket) as well as local travel from office to construction sites will be covered by UNDP. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

Evaluation / Selection Process: All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews) – 70% of total evaluation – max. 70 points

CV review: 20 points:

  • Educational qualification as defined in the ToR (10 points)
  • Experience as defined in the ToR (10 points)

Only candidates who obtained at least 70% of points from the CV review (who will score at least 14 points) will be eligible to be invited for an interview/desk review.

Desk review/Interview: 50 points

  • Relevant work experience in mechanical works within infrastructure projects – 20
  • experience in construction supervision and quality assurance for mechanical works – 20
  • Experience of the Cyprus context – 10

Only those individual consultants who obtained at least 70% of points from the desk review/interview (35 out of 50) will be considered for financial proposal evaluation.

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30]. 

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term: Payments upon approval of IC Timesheet and QA site visit reports by UNDP LIF Project Manager.
