UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Spotlight Initiative is a global, multi-year partnership between the United Nations (UN) and the European Union (EU), focusing on eliminating all forms of violence against women and girls (VAWG). The initiative places SDG 5 at the center of efforts (as well as SDG 16) with the aim to provide an enabling environment for the implementation of all goals.  Spotlight provides a model for partnership with donors, civil society, and all UN partners, to deliver on the Sustainable Development Goals (SDGs) in a comprehensive manner leveraging comparative expertise.

The Spotlight initiative in the Pacific focuses on Intimate partner (physical, sexual and emotional) violence (IPV) to address the continuum of gender-based violence in the Pacific region. The Initiative aims at improving access to services, particularly for those most left behind and will build upon existing programmes, both at the country and regional level.

The Spotlight Initiative’s Pillar 6 component allocates dedicated funds for women’s rights groups and CSOs focused on strengthening the women’s movement in the region to end violence against women and girls.  This allows Spotlight to directly fund women’s rights and grassroots organisations to reach the most marginalized groups of women and girls. This focus in the Pacific region builds on existing movement building efforts. The recipient UN organization for Pillar 6 is UN Women.

Reporting to the UN Women Regional Spotlight Technical Specialist and under the guidance of the Resident Coordinator and the Country Programme Steering Committee, the National Programme Officer is responsible for implementing the UN Women Pillar 6 Spotlight component which includes nurturing and coordinating relationships with a diversity of CSOs, local/grassroots women’s organizations, national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio.

The National Programme Officer, Spotlight Initiative works in close collaboration with the Gender Coordinator, EVAWG team and the operations, programme and projects’ staff in the Spotlight Initiative and UN Women Fiji Multi-Country Office as required. 

Devoirs et responsabilités

Support the implementation and management of Pillar 6 of UN Women’s Spotlight Programme:

  • Responsible for implementation of Pillar 6 of the Pacific Regional Spotlight program, work plan development and implementation in accordance to the programme document, governance as coordinated through the UN Resident Coordinators office and under the technical and strategic guidance from the Regional Technical Spotlight Coordinator for UN Women based in the Fiji Multi-Country Office (MCO);
  • Reports and provides inputs into the Regional Program Steering Committee, contributes to and participates with the Technical Coordination Unit for the Regional Spotlight Programme which is headed by UN Women’s Regional Spotlight Coordinator, and supports and reports to the Regional Civil Society Reference Group chaired by a CSO representative.
  • Liaises with inter-governmental partners, Spotlight Management, national counterparts, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed;
  • Identifies and maps strategic opportunities to build and amplify movement building efforts for ending violence against women and girls, gender equality and women’s empowerment across the region;
  • Develops an annual workplan and budget for Pillar 6 activities in discussion with UN Women Regional Technical Coordinator for Spotlight Initiative and manages the implementation; 
  • Manages the technical implementation of Pillar 6 activities, ensure synergies with other components of the Regional Spotlight Programme and UN Women’s EVAWG programming; 
  • Ensures the implementation of the programme is in line with results-based management standards; 
  • Prepares periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women;
  • Establishes and implements systems for project planning, implementation and monitoring, in collaboration with partners;
  • Records and maintains documents on relevant Programme activities, issues, and risks.

Lead technical assistance and capacity development to programme stakeholders with a focus on CSOs and local women’s organisations:

  • In collaboration with the UN Women Gender Coordinator and EVAWG team, provide technical assistance and capacity-building support to CSOs, local women’s organisations and other groups on technical skills and institutional strengthening;
  • Manage the implementation of technical advice and guidance in the areas of advocacy, movement building,
  • Collate existing and develop (where appropriate) technical tools and materials to support capacity building efforts of CSOs;
  • In collaboration with the UN Women Gender Coordinator and EVAWG team, provide a forum for local women’s organisations and CSOs to exchange experiences, consolidate lessons learned and key outcomes of key events; 
  • Build and manage trusted relationships with communities, local organisations and national partners to support movement building efforts; 
  • Provide guidance to partners on establishment of performance indicators, and monitoring achievement of results;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.

Undertake all monitoring and reporting on the Pillar 6 of UN Women’s Spotlight Programme:

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds/small grants by partners; conduct regular monitoring visits;
  • Write annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from EVAWG programme activities and results to Spotlight and Fiji Multi Country Office reporting and donors updates.

Manage financial resources:

  • Support and work with the Regional Spotlight Finance Associate and Programme Associate hired by UN Women and other staff and consultants as maybe be hired, contribute to performance planning and reviews and mentor/coach staff;
  • Develop and prepare financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Oversee and monitor the allocation and disbursement of funds to participating partners in line with UN Women’s Small Grants policies and other protocols.
  • Ensure that financial reports are in line with UNW financial policies, and are expended and acquitted in a timely manner

Build partnerships and support in developing resource mobilization strategies:

  • Provide technical support to the development of partnerships and resource mobilization strategies under EVAWG areas for UN Women;
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

Advocate and facilitate knowledge building and management and communications:

  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women and Spotlight guidelines;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Organize major advocacy campaigns, events, trainings, workshops and knowledge products.
  • Ensure all communications are in compliance with Spotlight and UN Women communications guidelines.

Qualifications et expériences requises

Education and Certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with seven years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in managing programme interventions with civil society organisations (CSOs), especially women’s organisations and networks, in the area of Gender Equality, preferably related to EVAWG area;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects;
  • Previous experience working in the UN system is an asset.

Language:

  • Fluency in English is required;
  • Knowledge of Pacific languages and other UN official working language is an asset.
