Historique

Grounded in the vision of equality enshrined in the Charter of the United Nations, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Rooted in UN Women’s mandate on ending violence against women, UN Women has been working since 2011 to implement a Global Flagship Initiative “Safe Cities and Safe Public Spaces” including a Safe Cities Free of Violence against Women and Girls Global Programme, in over 40 cities. The Initiative is the first ever global effort to develop model approaches to prevent and respond to sexual violence against women and girls in public spaces, which can be assessed for impact.

The Flagship builds on over 40 years of sustained efforts undertaken by women’s organizations, grassroots, and international networks, local governments in cities around the world to create safe inclusive and sustainable cities for women and for all. It was designed with local, regional and global partners in response to the growing concerns about every day experiences of women and girls all over the world, as they experience sexual harassment and other forms of sexual violence in public spaces as they go about their daily routines, whether on city streets, parks, market, pathways to schools, buses and trains or in their own neighborhoods. Such occurrences infringe upon women and girls’ rights and freedoms as equal citizens to enjoy and pursue freely opportunities for autonomous mobility, education, work, recreation, and participation in political life. Despite affecting millions of women and girls, such forms of violence have long been tolerated, and the issue is largely neglected in policy and practice.

Building on “Greater Cairo Safe Cities Free of Violence against Women and Girls” (safe cities and safe public spaces programme phase I), UN Women is scaling up efforts to develop comprehensive tools and approaches to prevent and respond to sexual harassment and other forms of violence against women and girls in public spaces to Alexandria and Damietta governorates. The Programme is centered around four key outcomes:

1) Gender-responsive locally relevant and owned interventions identified: Local ownership is the cornerstone for this flagship.

2) Comprehensive legislation and policies to prevent and respond to SVAWG in public spaces to enhance capacities of local stakeholders.

3) Investments in the safety and economic viability of public spaces: including public infrastructure and economic development and with special concern for creating economic opportunities for women in the renewed public spaces.

4) Social and cultural transformation – to ensure that attitudes and behaviors related to women’s and girls’ rights to enjoy public spaces.

Within this context, UN Women country office is looking to hire part time (3 days per week) field coordinator for Safe Cities Programme in Alexandria.

Devoirs et responsabilités

The consultant is expected to deliver the following results in close consultation and upon prior approval of the UN Women:

  • Ensure timely implementation of work plans in accordance to the agreements signed between UN Women and its local partners in Alexandria.
  • Provide guidance and advice to the partner organizations under the Safe City programme in Alexandria.
  • Ensure that their work is conducted in a timely manner and is of high quality.
  • Review all deliverables and reports to be submitted to UN Women prior to submission and ensure that the quality of the deliverables and reports submitted are in accordance with the relevant guidelines, Terms of References (ToRs) and are of the expected standard of quality.
  • Ensure accurate and timely submission of quarterly and annual activity progress reports.
  • Monitor financial disbursements of project funds with partners in accordance to the approved work plans and budgets.
  • Organize regular project Coordination Committee meetings with the partners.
  • Strengthen partnership with national and local government as well as non-governmental organizations engaged in promoting gender equality and women' s empowerment.
  • Liaise closely with UN Women throughout the project cycle to inform them on progress and obstacles in the implementation.
  • To participate in advocacy and policy dialogues with national counterparts on issues relevant to promoting gender equality and women's empowerment.
  • Support in the development of Knowledge Products.

Qualifications et expériences requises

Education and Certification:

  • Bachelor degree in social sciences. 

Experience:

  • At least 7 years of progressively responsible work experience in the field of development, gender equality and women's empowerment. 10 years in lieu of a master's degree.
  • Experience in programme design and conceptualization.
  • Experience from organizing meetings with various governmental and local partners.
  • Experience from processing and synthesizing information from various sources and compile into a report that is accessible and useful to various stakeholders

Language Requirenments:

  • Fluency (written and verbal) in Arabic and English

  • Financial proposal: Lump sum per month. Please note, the sum is inclusive of all travel-related expenses.
  • Successful applicants will be included in UN Women’s Roster of Experts, to be drawn upon as resource persons, as and when needed, to respond to country office’s requests in the Field.
  • It is expected that the successful applicant(s) will sign a Special Service Agreement (SSA) for a period of up to 10 months (22 days a month) with an option to be extended based on performance appraisal.

Remuneration

  • Successful candidate(s)will be asked to submit the expected daily rate in EGP. The rate should include travel expenses and accommodation (if any)

Evaluation Criteria:

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications.

The financial offer must be a Lumpsum all-inclusive; (travel, transportation, accommodation…etc).

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:

Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical criteria.

Technical Criteria weight: 70%

Criteria 1: Education (15 Points);

Criteria 2: At least 7 years of f relevant experience in project implementation and management in the field (50 points)

Criteria 3:  Fluency in Arabic and English; spoken and written (5 Points)

Financial Criteria Weight: 30%

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation. 

Financial: Lowest financial proposal (30%) The Financial officer must be a Lumpsum all-inclusive; (all costs including any travel or transportation related expenses ...etc.).

Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

 (Lowest Bid Offered*)/ (Bid of the Consultant) x 30

*"Lowest Bid Offered" refers to the lowest price offered by Offer or scoring at least 49 points in technical evaluation.
